Abstract Florida has been described as ‘ground zero’ for climate change in the United States with coastal communities vulnerable to sea-level rise and water supplies under threat from saline-water intrusion, changes in precipitation amounts and patterns, and temperature-driven increases in demands. Water utilities and regional suppliers are responsible for their own water supply plans and adaptation strategies, which are developed largely by a relatively small group of technical specialists (internal and contracted). Water supply planning is prescribed by the state water governance system and local community planning processes. The degree of engagement of large coastal communities and water utilities and regional water suppliers in Florida with climate change research is generally high. Climate change-induced impacts to water supplies and demands over the common 20-year planning horizon are likely to be small relative to increases in demand caused by projected on-going population growth and normal climatic variation. Water utilities in Florida have been incidentally moving toward more climate-resilient supplies (e.g., brackish groundwater desalination) due to the unavailability of additional permittable, inexpensive fresh groundwater rather than climate change concerns. Climate change will narrow the alternatives for future water-supply development.

Abstract Climate change has serious implications for agricultural production, natural resource management, and food security. In the United States, land-grant universities and the U.S. Cooperative Extension System have a critical role to play in conducting basic and applied research related to climate change and translating findings into meaningful programming. However, land-grant universities and Extension have had difficulty maintaining their roles as the preeminent source of trusted information on complex topics like climate change. To help guide research and programming agendas of land-grant universities, the authors explored the barriers and priorities that researchers and Extension personnel at 16 northeastern land-grant universities perceive as they pursue climate change research and programming. Through an online survey, respondents indicated their perceptions of barriers related to information, workplace, and target audiences as well as the priorities they perceived as most important for land-grant universities to pursue. Statistical analysis indicated that lack of funding, lack of time, lack of locally relevant climate information, and challenges with target audiences were among the most critical barriers. In terms of future priorities, respondents indicated securing funding for applied research, training Extension educators, and developing locally relevant decision support tools as the most important activities northeastern land-grant universities can undertake. Based on these findings, this study concludes that land-grant universities will need to strategically pursue research and educational programming on climate change in ways that integrate research and Extension and simultaneously address climate change and other concerns of land managers.

Climate change has been occurring in every part of the world for the last two decades, including Indonesia. This phenomenon constitutes key emerging threat to marine ecosystems and fisheries resources as well as to societies that depend on these coastal environment and natural resources for food and livelihood. Nowadays, coastal adaptation to climate change is one of the tremendous challenges for coastal communities. The east coast of Sidoarjo regency has one of the widest mudflat areas in East Java, with high sedimentation rate which is originated from Brantas Watershed. This area, specifically in Kepetingan Hamlet, Sawohan Village, is heavily impacted by tidal floods twice a year and this is considered the most vulnerable place in Sidoarjo coastal area. In terms of a climate change adaptation measures, it is important to assess the resilience of these communities. This research aimed to analyse the recent condition of Kepetingan Hamlet and to investigate the factors which increases local community vulnerability due to climate change impact. We conducted this research by undergoing field observations including interviews with related stakeholders. This result expected to provide a bigger picture about Kepetingan Hamlet and to provide the suitable adaptation strategies for building resilience in facing climate change.

Water users throughout the western United States have faced supply problems from the conception of modern civilization. Today, climate change, population growth, and declining water quality combine with the age-old problem of finding sufficient water resources in a region with a largely arid climate. Climate change in particular poses a significant threat to the sustainability of water supplies in the western United States (the West). Casting aside all debate about who and what is responsible for climate change, the public and water utilities alike must be prepared to address its effects on water supplies.

It is most appropriate that we gather here in Texas, a state blessed with a vibrant economy and robust population growth, but still coming to terms with a searing drought. Here we get a glimpse of the daunting circumstances impacting water supply and security throughout the United States. This is a good time and place to consider how we often undervalue a resource and commodity that is so important in our lives. In this way we can secure our future water supplies while coping with all the risks, challenges and opportunities this entails.

The increased number of catastrophic disasters in the United States in recent decades has been accompanied by consequences of climate change, including rising sea levels, floods, storms, extreme temperatures, drought, and wildfires. Climate change and extreme events are interrelated, and climate change is likely to lead to more frequent and severe hazards. Hazard mitigation offers tools to address the hazards that are influenced by climate change and minimize community-level exposure or vulnerability. State Hazard Mitigation Officers in the 56 U.S. states, territories, and the District of Columbia involved in FEMA’s Hazard Mitigation Grant Program were surveyed to assess the extent to which climate change has been integrated into State Hazard Mitigation Plans (SHMPs) and the barriers and facilitators to such climate change integration. The majority of responding states reported integration of climate change into SHMPs, and increased climate change projection evidence was commonly cited as a driver of such integration. However, lack of funding and competing hazard mitigation priorities were the most commonly reported barriers to integration. Political prioritization was reported as both a barrier to and facilitator of integration. There is an ongoing need to effectively translate climate change research to practitioners to support evidence-based hazard mitigation policy and practice.

This paper builds upon Friedman et al. (2020) and other reviews and statements but provides an explicit focus on research needed to improve the resilience and survivability of coastal communities as they face existential threats from climate change. It does not attempt a prescriptive analysis of potential research emphases, but instead recommends some key research areas that we believe will help provide a solid foundation for community adaptation. Our perspective is based on our experiences over a combined nearly 95 years of work in research, management, and policy, much of it related to coastal environments and their communities, rather than expert deliberation within a large group or a systematic review. We present a list of 25 research priorities binned into 12 categories and targeted to leaders of coastal communities, interested researchers, funders, students, and the public. These priorities are intended to help start more discussion of research needs with and within communities, and help focus attention of researchers on actions that have potential to identify critical decision points and make positive differences for communities. We conclude that priority research should be undertaken with urgency and a much greater level of trans- and interdisciplinarity and community-participatory approaches than yet seen.

This study explores the role of Twitter bots (automated users) in online discourse on climate change. We examined 6.5 million tweets posted during the days leading up to and the month following President Donald Trump’s June 1, 2017 announcement of the United States’ withdrawal from the 2015 Paris Climate Agreement. Of a 10% sample of users, we used the machine learning algorithm “Botometer” to identify likely mechanized “bots.” Botometer identified 17,509 suspected bot accounts, representing about 9% of users and 17% of all tweets. Query limits on Botometer and the capacity of STM modeling reduced our final sample size to 167,259 tweets. We then used the ‘stm’ package in the R statistical programming language to implement structural topic models to cluster tweet content into topics. We identified 34 topics. Topics broadly fell into categories related to news of the withdrawal and the responses from various media and government personnel, posts about climate change research, discussions of the denial of climate change, and finally activist topics with campaign goals. Within these topics, bots were often common, representing as much as 38% of tweets. Additionally, among the most common 15 topics, we found evidence that after adjusting for topic size, timing of tweets, and whether a user was suspended, tweets produced by bots were more likely relative to non-bot users to fall into four topics. These topics included tweets sharing news links on the announcement, links related to climate research, links sharing denialist research, and links about White House aids and their views of fossil fuels. These findings suggest a substantial impact of mechanized bots in amplifying denialist messages about climate change, including support for Trump’s withdrawal from the Paris Agreement

ABSTRACT This article analyzes the formation of space oceanography as a scientific specialty, in France and in the United States. Throughout much of its history, oceanography has relied upon a broad range of instrumentation (bathyscaphes, tide gauges, and so forth). The importance of instrumentation meant that many of the exchanges during major scientific meetings in the 1960s focused on engineering problems. As a result, institutional investments by NASA and the French space agency, the Centre National d'Études Spatiales (CNES) supported advances in instrumentation. The emergence of the climate change issue made it possible to merge several factors (technical, geopolitical, and institutional) into the specialty of space oceanography. The birth of a scientific specialty requires the conjunction of several determining factors: a powerful disciplinary basis, a technological innovation resulting in major advances, and scientific politicians capable of tackling new problems. The development of space oceanography provides an excellent example of the origin of a new scientific specialty. The purpose of this article is to trace the history of the combination of the technical and scientific factors that resulted in the origin of space oceanography. This article will focus on specific events that led to the origin of space oceanography, in particular on a series of meetings organized by researchers interested in very specific technical questions. Many of the classical questions of oceanography could be addressed and dealt with by developing and using new instruments (e.g. radar altimeters). To document how the specialty of space oceanography developed, I propose to follow American and French examples of the transformations induced by space oceanography. Such a comparison makes it possible to measure the differential scientific ‘maturity’ of a nascent speciality. The emergence of climate change research, starting in the 1970s, reorganized many of the oceanographic research questions and legitimized the extension of the discipline into geospatial research. One goal of this article is to understand how this development of science policy influenced interactions between different disciplines.
