The paper explores a methodology for the definition of ecological water quality indicators on the basis of a case study on an alpine river in Austria. Further, it discusses a particular interpretation of the combined approach introduced in the European Union Water Framework Directive that allows violating emission regulations if cost-effective.

Piping design for ‘revamp’ projects in the process industry requires the retrieval of large amounts of ‘as-built’ data from existing process plant installations. Positional data with a high degree of accuracy are required. Photogrammetry, the science of measurement from photographs, was identified in Imperial Chemical Industries plc (ICI) as a suitable tool for information retrieval. The mathematical formulation enabling the definition of three-dimensional positions from photographic information is described. The process of using ICI's photogrammetric system for the definition of complete objects such as structures and pipes is illustrated. The need for specialized photogrammetric software for design purposes is explained. A case study describing how the photogrammetric system has been applied is described and graphical outputs from this exercise are shown. It is concluded that this particular photogrammetric system has proved to be a cost effective and accurate tool for the retrieval of ‘as-built’ information.

This work addresses the impact of language diversity and nation-specific doctrinal structures on harmonized company law in the EU. With this aim, two emblematic case studies will be analysed. The first case study is related to the definition of ‘merger’ adopted in the Company Law Directive 2017/1132 (originally in the Third Company Law Directive and the Cross-Border Merger Directive); by relying on the example of the SEVIC case decided by the Court of Justice of the European Union (CJEU), it will be shown that scholars’ and courts’ conception of the definition of ‘merger’ varies according to own domestic doctrinal structures. The second case study is related to the notion of ‘registered office’, which is key for establishing the scope of several harmonizing provisions and the freedom of establishment; this paper analyses terminological fluctuations across language versions of EU legislation and the impact of domestic taxonomies and legal debates upon the interpretation of these notions. These case studies show that company law concepts, despite their highly technical nature, are influenced by discourse constructions conducted within national interpretative communities, and by the language used to draft statutory instruments and discuss legal issues. The task of the CJEU is to counterbalance these local tendencies, and yet it is unlikely that doctrinal structures, rooted in national languages and legal cultures, will disappear.

In most trendsetting industries like the aerospace, automotive and medical industry functionally critical parts are of highest importance. Due to strict legal requirements regarding the securing of the functionality of high-risk parts, both production costs and quality costs contribute significantly to the manufacturing costs. Thus, both types of costs have to be taken into consideration during the stage of technology planning. Due to the high variety of potential interactions between individual component properties as well as between component properties and manufacturing processes, the analysis of the influence of the manufacturing history on an efficient design of inspection processes and inspection strategies is extremely complex. Furthermore, the effects of inspection strategies and quality costs on the planning of manufacturing process sequences cannot be modeled to date. As a consequence, manufacturing and inspection processes are designed separately and thus a high cost reduction potential remains untapped. In this paper, a new approach for an integrative technology and inspection planning is presented and applied to a case study in medical industry. At first, existing approaches with regard to technology and inspection planning are reviewed. After a definition of relevant terms, the case study is introduced. Following, an approach for an integrative technology and inspection planning is presented and applied to the case study. In the presented approach, the complex causalities between technology planning, manufacturing history, and inspection planning are considered to enable a cost-effective production process and inspection sequence design.

AbstractSweden is a decentralised country where local managers, who are key actors in water management, often deal with relatively difficult prioritisations, tradeoffs and conflicting goals. Many of these challenges relate to the effective implementation of the European Union Water Framework Directive. As an input to these challenges, the present paper elicits and analyses local and semi-local citizens’ preferences for water quality attributes related to the European Water Framework directive in a river basin located in southeast of Sweden. Based on a choice experiment tailored to the case study area, the paper analyses preferences for selected attributes based on real criteria for ecological water status in the implementation of the directive. The target population lives in the municipalities through which the river passes, or in municipalities neighbouring those. Despite this spatial proximity to the river, the analysis reveals limited knowledge and interest in matters related to the environmental quality of the river. There is no evidence that preferences differ between respondents with regard to experience or knowledge about the water basin, nor with regard to recreational habits in the area. These results offer input to local water management by providing information about preferences for explicit water quality attributes.

Availability of human medicines is affected by problems associated with both manufacturing and distribution-related issues. The lack of definition of “shortages” or “unavailability” of medicines in European regulation represents an obstacle to the set up of proper preventive and counteracting measures. In this review, we describe how, within this framework, Italy started a program of shared activities, involving central and local authorities, police forces, and private stakeholders’ associations through an “ ad hoc technical forum,” that reduced the extent of the problem, at least in the short term, as demonstrated through some indicators defined by considering the key medicines affected by unavailability due to distribution-related issues. These measures should be strengthened and complemented with others so as to ensure their effectiveness in the long term.

Reaching environmental targets set by the European Union (EU) requires a constant renovation of the existing building stock to nearly Zero Energy Buildings (NZEB) in a cost-optimal manner. Studies show that the renovation rate of the existing building stock is more than two times less than what is necessary to reach the targets. Furthermore, the majority of performed renovations across the EU reach just a small amount of energy savings, whereas NZEB renovations are rarely achieved. This paper proposes a methodology for the evaluation of renovation measures, aiming to provide decision support related to the selection of what to renovate and to what extent. The proposed method is rooted in the well-established cost-optimal methodology, yet it suggests a pre-step to package evaluation. This is done by means of a simplified cost-effective parameter (CEP), linking cost, lifetime, and energy savings. The methodology is demonstrated using a case study building in Denmark. The results show that the CEP provides good grounds for the compilation of single actions to packages. Further developments could focus on the sensitivity of the model inputs and integration of additional evaluation parameters to cost, such as environmental, architectural, comfort, risk, etc.

This study seeks to inquire into the impacts of pursuing a comprehensive Waste Electrical and Electronic Equipment (WEEE) program similar to the system in the European Union in the Province of Ontario. O. Reg. 393/04 WEEE seeks to establish a weight-based system of recycling end-of-life (EOL) electronics. BAT revenue projections would make for a profitable endeavour across the first five years of the program, with reductions in pollution and operating costs from primary ore refinement. Sensitivity analysis reveals that the BAT scheme profitability exceeds the "do nothing" option across all price ranges (including worst case scenarios), while, at the same time, results in increased susceptibility to market volatility. A cost-effectiveness study showed that the investment in a new integrated smelting operation would still be more cost-effective than the "do nothing" option. This study points to the need for further research into market incentives regarding the amount of collected electronic waste.

Globalization represents an unavoidable phenomenon in the history of mankind, which is making the world smaller and smaller by increasing the exchange of goods, services, information, knowledge and cultures between different countries. Globalization is a process that has changed a lot in our everyday lives. This multidimensional and contradictory process brings to life the hopes and achievements that life can bring to it. The rush for greater competition is one of the main objectives of globalization. Such a thing can only be reached with market liberalization, economic integration and technology development. It is important for us to benefit from globalization. Therefore, during this paper we will discuss the importance of globalization for the integration and development of countries in the US and as a case study for Kosovo. Globalization is an unstoppable process for Kosovo, and a hope for integration and development that will impact on economic development and integration into the European Union. Following the Declaration of Independence of Kosovo on 17 February 2008 and the entry into force of the Constitution of the Republic of Kosovo on 15 June 2008, the same objectives, more than before, were introduced in Kosovo. Like other transition countries, Kosovo also declared membership in the EU not only objective of foreign policy, but also a strategic social and state goal. The definition of this decision puts Kosovo at the forefront of the transition, reform and harmonization process with EU criteria.

The need for scientific methodologies to assess quantitatively the resilience of critical infrastructures against natural hazards (like earthquakes, floods, storms, landslides and wildfires) during the last decade has become a relevant aspect for several countries and for the European Union. In fact, this quantification could allow setting and implementing effective measures to prevent or mitigate the negative socio-economic effects that a possible disruption of these infrastructures, caused by extreme natural events, could cause. This paper focuses, in particular, on energy corridors and proposes a new approach for evaluating their resilience, based on the definition of a criticality index able to estimate the economic damage associated to all the hazards by taking into account the spatial dimension of the infrastructure and by combining different interdependent parameters that could affect the criticality level. The procedure was tested by means of an application to a simplified case study. The obtained results highlighted the main advantages of the defined method, especially in ranking the critical sections of the infrastructure and prioritising the investments for reinforcing and protecting it or in identifying the further tests to be performed, especially in the case of a reassessment of the acceptable risk limit.
