This study seeks to inquire into the impacts of pursuing a comprehensive Waste Electrical and Electronic Equipment (WEEE) program similar to the system in the European Union in the Province of Ontario. O. Reg. 393/04 WEEE seeks to establish a weight-based system of recycling end-of-life (EOL) electronics. BAT revenue projections would make for a profitable endeavour across the first five years of the program, with reductions in pollution and operating costs from primary ore refinement. Sensitivity analysis reveals that the BAT scheme profitability exceeds the "do nothing" option across all price ranges (including worst case scenarios), while, at the same time, results in increased susceptibility to market volatility. A cost-effectiveness study showed that the investment in a new integrated smelting operation would still be more cost-effective than the "do nothing" option. This study points to the need for further research into market incentives regarding the amount of collected electronic waste.

This thesis evaluates the Ontario's e-waste management program by using Logical Framework Approach (LFA) as an evaluation framework, and focusing on the criteria for a normative e-waste management program. It utilizes the Swiss e-waste management program as a case study to provide a comparative analysis, and extract valuable lessons through the application of the lesson-drawing approach that can be applied to improve the effectiveness of the implemented e-waste management program in Ontario.

In the last decade, the growth in electronics production and consumption has been coupled with an increase in the illegal export of electrical and electronic waste (or “e-waste”) beyond the borders of the European Union (EU). Shipped to illegal recycling facilities in less industrialized countries, e-waste is a severe threat to the integrity of local environments and a potential source of ecosystem and biodiversity loss. Although the extent of the damage caused by e-waste pollution is unknown, scientific studies have warned of the perils of hazardous substances, which are released during primitive e-waste recycling activities in countries such as China, Ghana and Nigeria.  Drawing insights from the scientific literature, this paper illustrates how the problem of e-waste pollution is intrinsically linked to the issue of biodiversity and ecosystem degradation. In particular, it argues that much greater attention should be paid to the EU Directives on Waste Electrical and Electronic Equipment (WEEE) and the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) and to the proposals to recast the two Directives because of their potential to enhance environmental protection globally. Nonetheless, underpinning this scrutiny is the contention that shortcomings in the EU legal framework on e-waste could ultimately affect the environment and biodiversity of less industrialized states.

Abstract For pipelines in the oil, gas, and mining industry, movement of pipelines is one of the main integrity hazards. This movement in most cases is caused by landslides instigated by heavy rain, earthquakes or volcanic activities. If the pipeline movement remains undetected at an early stage, it can lead to the need for costly repairs to prevent, remove, or repair potential or actual damage. Moreover, if the movements stay undetected for too long, these lines may fail and lead to catastrophic events. This paper will illustrate what a fast and cost-effective solution to avoid these threats at an early stage looks like and how it works. It will explain the process and demonstrate the full power of this technology on the basis of a case study. The standard solution for pipelines without a permanent position monitoring system at the time of installation includes the use of intelligent tools that are able to detect even the slightest changes in the trajectory. These inspection tools are quite expensive to run, especially when multiple screening runs are required throughout a year, e.g. before and after the rainy season or after a seismic event. Other monitoring solutions are either limited to only a specific area where the movement has already been detected at an earlier stage or lack the precision required to serve as an early warning system, such as LIDAR or satellite image comparison. Over the years, ROSEN has developed a technology that can bridge the gap between frequent measurements and cost-effective service. It is based on an electronic gyroscope that is commonly used in Inline Inspection tools but can also be installed in readily available cleaning tools. When first run in a pipeline, it records the whole pipeline trajectory, leaving no segment undocumented. The next step is to compare these recorded pipeline routing measurements with already existing trajectory baseline data, recorded earlier by any ILI tool with an optical gyro or similar. This comparison will reveal any deviation between both trajectories and precisely determine any pipeline movement. A case study will demonstrate how the comparison is achieved. When performing repetitive inspections, this screening comparison enables the operators to detect the onset of movements and monitor the progress of any known pipeline movement. It allows them to distinguish between stable areas from dynamic ground movements and keeps close track of changes in the pipe course. Through regular repetitions, any further development of the movement is tracked, and appropriate reactive measures can be scheduled in a timely manner. This new service provides a cost-effective and powerful early warning tool for geological pipeline integrity threats that can lead to loss of integrity, the asset, or — worst-case scenario — loss of life or environmental contamination, while at the same time, it reduces the necessity of pipeline intervention that will affect production.

Reaching environmental targets set by the European Union (EU) requires a constant renovation of the existing building stock to nearly Zero Energy Buildings (NZEB) in a cost-optimal manner. Studies show that the renovation rate of the existing building stock is more than two times less than what is necessary to reach the targets. Furthermore, the majority of performed renovations across the EU reach just a small amount of energy savings, whereas NZEB renovations are rarely achieved. This paper proposes a methodology for the evaluation of renovation measures, aiming to provide decision support related to the selection of what to renovate and to what extent. The proposed method is rooted in the well-established cost-optimal methodology, yet it suggests a pre-step to package evaluation. This is done by means of a simplified cost-effective parameter (CEP), linking cost, lifetime, and energy savings. The methodology is demonstrated using a case study building in Denmark. The results show that the CEP provides good grounds for the compilation of single actions to packages. Further developments could focus on the sensitivity of the model inputs and integration of additional evaluation parameters to cost, such as environmental, architectural, comfort, risk, etc.

Further, it discusses a particular interpretation of the combined approach introduced in the European Union Water Framework Directive that allows violating emission regulations if cost-effective.

Purpose The purpose of this paper is to identify the factors that define the management practices of a center of electrical and electronic waste and of reuse of equipment aiming to contribute to the sustainable development. It is known that the effort to achieve the green IT, including recycling and sustainable disposability of equipment does not follow the same pace as industry production. Design/methodology/approach The paper draws on the existing sustainable development, on the computer equipment and its composition and in the disposal of electronic waste as literature of orientation. The center for disposal and reuse of the information technology waste from a Brazilian university was approached by the methodology of qualitative case study. Findings The research revealed some findings related to the concepts of integrated waste management, product life cycle assessment, stakeholder involvement and inventory and information system of electrical and electronic equipment. Research limitations/implications The research involved the analysis of documents and the website of the center and the technician responsible for the center was interviewed. The results can contribute as a benchmark for other universities and organizations who intend to create or implement a center for collection and recycling of computer equipment. Practical/implications The paper shows the importance of communication and relationship between the center and the units of the university and with the stakeholders related to the waste electrical and electronic equipment (WEEE) management. Originality/value The study has its focus on a more comprehensive WEEE approach that shows insights that can be used or adapted to any university or even companies.

Currently, self-consumption and distributed energy facilities are considered as viable and sustainable solutions in the energy transition scenario within the European Union. In a low carbon society, the exploitation of renewables for self-consumption is closely tied to the energy market at the territorial level, in search of a compromise between competitiveness and the sustainable exploitation of resources. Investments in these facilities are highly sensitive to the existence of favourable conditions at the territorial level, and the energy policies adopted in the European Union have contributed positively to the distributed renewables development and the reduction of their costs in the last decade. However, the number of the installed facilities is uneven in the European Countries and those factors that are more determinant for the investments in self-consumption are still under investigation. In this scenario, this paper presents the main results obtained through the analysis of the determinants in self-consumption investments from a case study in Spain, where the penetration of this type of facilities is being less relevant than in other countries. As a novelty of this study, the main influential drivers and barriers in self-consumption are classified and analysed from the installers' perspective. On the basis of the information obtained from the installers involved in the installation of these facilities, incentives and barriers are analysed within the existing legal framework and the potential specific lines of the promotion for the effective deployment of self-consumption in an energy transition scenario.
