Multi-objective optimisation of cost–benefit of urban flood management using a 1D2D coupled model

This paper presents a multi-objective optimisation (MOO) tool for urban drainage management that is based on a 1D2D coupled model of SWMM5 (1D sub-surface flow model) and BreZo (2D surface flow model). This coupled model is linked with NSGA-II, which is an Evolutionary Algorithm-based optimiser. Previously the combination of a surface/sub-surface flow model and evolutionary optimisation has been considered to be infeasible due to the computational demands. The 1D2D coupled model used here shows a computational efficiency that is acceptable for optimisation. This technological advance is the result of the application of a triangular irregular discretisation process and an explicit finite volume solver in the 2D surface flow model. Besides that, OpenMP based parallelisation was employed at optimiser level to further improve the computational speed of the MOO tool. The MOO tool has been applied to an existing sewer network in West Garforth, UK. This application demonstrates the advantages of using multi-objective optimisation by providing an easy-to-comprehend Pareto-optimal front (relating investment cost to expected flood damage) that could be used for decision making processes, without repeatedly going through the modelling–optimisation stage.

AbstractWe propose a two-stage multi-objective optimization framework for full scheme solar cell structure design and characterization, cost minimization and quantum efficiency maximization. We evaluated structures of 15 different cell designs simulated by varying material types and photodiode doping strategies. At first, non-dominated sorting genetic algorithm II (NSGA-II) produced Pareto-optimal-solutions sets for respective cell designs. Then, on investigating quantum efficiencies of all cell designs produced by NSGA-II, we applied a new multi-objective optimization algorithm II (OptIA-II) to discover the Pareto fronts of select (three) best cell designs. Our designed OptIA-II algorithm improved the quantum efficiencies of all select cell designs and reduced their fabrication costs. We observed that the cell design comprising an optimally doped zinc-oxide-based transparent conductive oxide (TCO) layer and rough silver back reflector (BR) offered a quantum efficiency ($$Q_e$$ Q e ) of 0.6031. Overall, this paper provides a full characterization of cell structure designs. It derives relationship between quantum efficiency, $$Q_e$$ Q e of a cell with its TCO layer’s doping methods and TCO and BR layer’s material types. Our solar cells design characterization enables us to perform a cost-benefit analysis of solar cells usage in real-world applications.

Abstract Flooding in urban area affects the lives of people and could cause huge damages. In this study, a model is proposed for urban flood management with the aim of reducing the total costs. For this purpose, a hybrid model has been developed using SWMM and a quasi-two-dimensional model based on the cellular automata (CA) capable of considering surface flow infiltration. Based on the hybrid model outputs, the best management practices (BMPs) scenarios are proposed. In the next step, a damage estimation model has been developed using depth-damage curves. The amount of damage has been estimated for the scenarios in different rainfall return periods to obtain the damage and cost- probability functions. The conditional value at risk (CVaR) are estimated based on these functions which is the basis of decision making about the scenarios. The proposed model is examined in an urban catchment located in Tehran, Iran. In this study, five scenarios have been designed on the basis of different BMPs. It has been found that the scenario of permeable pavements has the lowest risk. The proposed model enables the decision makers to choose the best scenario with the minimum cost taking into account the risk associated with each scenario.

A disaster wrecks those affected. It spares many in the affected areas, yet those spared may be indirectly impacted. Specific risks are often inherent within a social system or physical location, but they can also be created due to unavoidable natural or technological hazards. The consequences, however, can be similar in that they wreak havoc in communities and destroy economic systems. The analytical framework of deterrence and coping has ascertained beneficial in many circumstances, but a cost benefit calculation is a must to infer the feasibility of planning strategy and resource allocation. This study points to the Cost-Benefit Analysis (CBA) of flood management by District Disaster Management Kulgam. The assessment is established on secondary pooled data collected from administration offices, NGOs, published Journals, and local and national newspapers. It also characterised the strategy, the technique adopted, and the sources of flood damage cost information. The totalled benefits report for 78686.18 lakh of rupees, and that of total costs account for 2218.75lakh of rupees. The Benefit-Cost ratio greater than one (>1) indicates that Flood Management in District Kulgam was economically feasible and successfully governed. The State of Jammu and Kashmir put up with necessary prevention and administration measures to break the spell of devastation due to floods to significant status.

Abstract. Urban flooding has been and will continue to be a significant problem for many cities across the developed and developing world. Crucial to the amelioration of the effects of these floods is the need to formulate a sound flood management policy, which is driven by knowledge of the frequency and magnitude of impacts of these floods. Within the area of flood research, attempts are being made to gain a better understanding of the causes, impacts, and pattern of urban flooding. According to the United Nations office for disaster reduction (UNISDR), flood risk is conceptualized on the basis of three integral components which are frequently adopted during flood damage estimation. These components are: probability of flood hazard, the level of exposure, and vulnerabilities of elements at risk. Reducing the severity of each of these components is the objective of flood risk management under the UNISDR guideline and idea of “living with floods”. On the basis of this framework, the present research reviews flood risk within the Lagos area of Nigeria over the period 1968–2012. During this period, floods have caused harm to millions of people physically, emotionally, and economically. Arguably over this period the efforts of stakeholders to address the challenges appear to have been limited by, amongst other things, a lack of reliable data, a lack of awareness amongst the population affected, and a lack of knowledge of flood risk mitigation. It is the aim of this research to assess the current understanding of flood risk and management in Lagos and to offer recommendations towards future guidance.

We propose an efficient algorithm to generate Pareto optimal set of reliable molecular structures represented by group contribution methods. To effectively handle structural constraints we introduce goal oriented genetic operators to the multi-objective Non-dominated Sorting Genetic Algorithm-II (NSGA-II). The constraints are defined based on the hierarchical categorisation of the molecular fragments. The efficiency of the approach is tested on several benchmark problems. The proposed approach is highly efficient to solve the molecular design problems, as proven by the presented benchmark and refrigerant design problems.

Urban pluvial flooding occurs when the capacity of sewer networks is surcharged due to large amounts runoff produced during intense rain events. Rapid urbanization processes and changes in climate increase these events frequency. Effective and sustainable approaches for the reduction in urban floods are necessary. Although several gray, green and hybrid measures have been studied, the influence of network structure on flood occurrence has not yet been systematically evaluated. This study focuses on evaluating how different structures of a single urban drainage network affect flood volumes and their associated damages. Furthermore, a cost–benefit analysis is used to determine the best network structure. As a case study, a sewer subnetwork in Dresden, Germany was selected. Scenarios corresponding to different layouts are developed and evaluated using event-wise hydrodynamic simulation. The results indicate that more meshed structures are associated with lower flood volumes and damage. Moreover, all analyzed scenarios were identified as cost-effective, i.e., the benefits in terms of flood damage reduction outweighed the costs related to pipe installation, operation and maintenance. However, a predominantly branched structure was identified as the best scenario. The present approach may provide a new cost-effective solution that can be integrated into the development of different mitigation strategies for flood management.

The location-routing problem is a research area that simultaneously solves location-allocation and vehicle routing issues. It is critical to delivering emergency goods to customers with high reliability. In this paper, reliability in location and routing problems was considered as the probability of failure in depots, vehicles, and routs. The problem has two objectives, minimizing the cost and maximizing the reliability, the latter expressed by minimizing the expected cost of failure. First, a mathematical model of the problem was presented and due to its NP-hard nature, it was solved by a meta-heuristic approach using a NSGA-II algorithm and a discrete multi-objective firefly algorithm. The efficiency of these algorithms was studied through a complete set of examples and it was found that the multi-objective discrete firefly algorithm has a better Diversification Metric (DM) index; the Mean Ideal Distance (MID) and Spacing Metric (SM) indexes are only suitable for small to medium problems, losing their effectiveness for big problems.
