This paper deals with the influence of having council appointed mayors on local governments. Five elements of local government systems are considered: the electoral system and its influence on the political composition of the local government; the local government structure and the distribution of functions and powers between mayor and council; the role of political parties; scrutiny of the executive and accountability; and citizen participation. This analysis highlights the effect that a council appointed mayor system has in terms of accountability and legitimacy, transparency and efficiency.

During the last two and a half years France has lost three great writers, Pierre Loti, Anatole France, and Maurice Barrès. Loti, because of his impressionistic novels of the most artistic kind which record his tireless quest of sensations in all countries of the world, France, because of his epicurean philosophy and Voltairean wit expressed in two-score works of the most finished style, and Barrès, because of his triple rôle of author, politician, and leader of traditionalism in France,—all three have left a profound influence on the contemporary literature of their country. Of these three, Barrès, in spite of the conceit of his early egotism, the narrowness of his nationalism, and the occasional arrogance of his confidence in the superiority of French culture, is by far the most highly endowed and representative; and on this account his work will receive more and more attention from serious students of the political, social, and literary movements of the last thirty years in France. He was one of the first to make his voice heard against the extreme naturalism of Zola and his school; he founded a group of enthusiastic young writers striving toward a new order of things; and, after a period of hesitation, he stood forth as the champion of the best traditions of his country. The purpose of this paper is not, however, to make a comparative study of the relative greatness of these three writers, but rather to trace the struggle between the classical and romantic elements in Barrès' composition, and to show that the latter were not only predominant in his first writings but continued to the end of his life as a strong undercurrent in his novels and books of travel.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

CENTRAL TO THE STUDY OF DEMOCRATIC POLITICS IS THE IDEA of popular control over the activities of elites. More specifically, how can the preferences of citizens be aggregated into a political choice for a government policy or government personnel? Popular control, the effects of citizen participation in political life, is the basis of a major value orientation in the discipline: the notion of participant democracy. The degree of citizen participation becomes the key to the nature of democracry in a society : the more participation, the more democratic the political life of a country becomes. Political participation may take a variety of forms, e.g., running for office, holding office,voting, soliciting votes, and campaigning for, or contributing funds to, I the party of one's choice. However, voting is the most emphasized aspect of citizen participation, since it is the only form of active participation many engage in. The limitations placed on voting as a mechanism for popular control over political choices are well documented. Voters do not choose when to vote, nor the agenda. They have minimal input into the selection of candidates and the choice of issues which divide the parties at elections. Public participation in the selection and resolution of important policy issues between elections is severely restricted.

Purpose The purpose of this paper is to explore the role of local entrepreneurs, embedded in both the civil and the business arena, in creating public value by establishing strategic collaboration around smart technologies. Design/methodology/approach The paper suggests a novel – the local entrepreneurial – type of smart bottom-up initiative between civil grassroots and market-based initiatives. This idea is further evolved in the paper to define the patterns of this alternative type of smart bottom-up initiative. For this purpose, the paper conducts a case study of a community-based sustainable energy and mobility system launched by a local entrepreneur in Utrecht, the Netherlands. Findings The local entrepreneur has played a catalyzing role in public value creation by initiating and upscaling cooperative practices around smart technologies. This success has mainly been achieved due to the entrepreneurial attitudes of pioneering and risk-taking as well as the capability to bridge between the state, the market and society to accelerate urban sustainability transition. Practical implications This paper offers a practical illustration of the potential of local entrepreneurs to evolve cooperative practices with smart technologies for societal change. It also shows the vital role of local governments in the achievement of bottom-up initiatives contributing to urban smartness. However, in the case of commercializing initiatives, governments also need to take a balancing role to safeguard the needs of all citizens based on fairness and equity, which is at the core of public value creation. Originality/value The study adds to the citizen participation literature by revealing a novel type of active citizen grasping technological opportunities to mobilize networks to cooperate for the collective good. The research also contributes to a better understanding of the bottom-up smart city as a form of governance, and its advantages as well as drawbacks concerning public value creation.

The aim of this study was to create an explanatory model that allows analyzing the predictive power of a set of variables related to political knowledge; more specifically, to analyze the relationship between the education level of young adults and the variables, interest in politics and internal political efficacy. We also analyzed the combined relationship between these variables, together with age, and political knowledge. We worked with a sample group of 280 young adults between the ages of 18-30 from the city of Córdoba (Argentina). The data was subjected to a structural equation modelling SEM analysis, which allowed for the corroboration of the following hypotheses: the higher the education level, the more the interest in politics; the higher the education level, the better the perception of internal political efficacy; the higher the education level, the more the political knowledge; the more the interest in politics, the more the political knowledge; and the better the perception of internal political efficacy, the more interest in politics. Moreover, the following hypotheses could not be verified: the older an individual, the more the political knowledge; and the better the perception of internal political efficacy, the more the political knowledge. The model obtained allows for discussion of the explanatory value of these socio-cognitive variables.

Globalisation and the information revolution are profoundly influencing the division of power within, across, and beyond nation-states. Within nations, this mega change has led to a diminished economic relevance of the intermediate order of government (states and provinces) and an enhanced need for home rule (empowered local governments) in both unitary and federal countries. Considerations of peace, order, and good government further warrant that intermediate orders of governments must assume a relatively less prominent role in multi-order governance. The recent fiscal crisis and the ever-growing concern about corruption have further heightened the need to the get the government right, thereby creating additional pressures to limit the size of the government by possibly downsizing the role of the states/provinces and reconstituting these as provincial councils of local governments to perform inter-local functions and coordination. These economic imperatives, calling for an hourglass model of federalism, are at odds with the political realties in countries conforming to the traditional dual federalism model, i.e., federalism of the provinces model of economic governance as prevalent in Australia, India, Mexico, and Pakistan, among others. The political order in these latter countries has blocked local governments from assuming their due role as the primary agents of the people providing oversight on the shared rule and as facilitators for network governance to improve the economic and social outcomes. Such a role of local government is also critical to international competitiveness and growth as demonstrated by the experiences of China, Japan, Korea, and the Nordic countries. This paper outlines reform options for multi-order governance to conform with the new world economic order. The paper elaborates the role of local governments under ‘glocalised governance’—the new vision of multi-order governance—and argues that growth and economic prosperity of nations in the coming decades would critically depend on how quickly political and institutional impediments to the new (or the oldest?) paradigm of local governance are overcome. The paper concludes that path dependency makes such radical reforms infeasible in countries with strong provincial governments run by feudal, military, and industrial elites.

Abstract. Research on the political behavior of young people often approaches psychological factors such as political efficacy or interest as antecedents of political participation. This study examines whether efficacy and interest are also outcomes of participation and if this effect differs across three types of political participation. Data from a two-wave longitudinal survey of 768 Czech adolescents (aged 14–17 years at Time 1, 54% females) was used. Findings support the proposition that psychological factors are affected by participatory experiences. Cross-lagged models showed longitudinal effects from participation to changes in psychological factors, but not effects in the opposite direction. Protest participation predicted higher interest and internal political efficacy, but lower external political efficacy, volunteering predicted higher external political efficacy, and representational participation had no effects on psychological factors. Overall, our findings point out the formative role of participatory experiences in adolescence and the diverse effects of different types of political participation on political development.

The purpose of this story is to identify the role of information in the municipal public group with a view to New Public Governance and the need for mutual exchange between citizens and public bodies. The conducted analysis is quantitative subjective; the theory is demonstrated through the focus of a real case to increase the understanding of theoretical assumptions. The carried-out elaboration, after having identified the variables considered and the possible mathematical relationship between variables. The New Public Governance (NPG) sees public affection closely related to the need for information, this leads to study the real effects towards a new theory of citizen choice. The study shows that the use and dissemination of communication and processing tools in local authorities can have a positive impact on responsibility and transparency, improving trust in local governments and citizen participation in civic or political life. The information provided through open organic data on all sectors ensures greater trust in local public bodies and civic participation. The use of social indicators is a useful tool for assessing population satisfaction and understanding of the information provided to better plan and plan public services and municipal group interventions. The identified tools can be used to analyse the relapse and the involvement of both information and processing tools in the process of communicating the outputs to the stakeholders. All municipal groups have new tools for assessing planning and control. New analysis of the role of information in NPG.
