Indonesian adolescents are 37 per cent of the total of population of this country. The large quantity, however, is comparatively unequal to the right of reproduction health service they receive. They are often seen in the position as an "isolated tribe". Consequently, not only few adolescents, especially the female ones become victims of "Mimi Momo". This writing begins with a description of a case related to the reproduction health hitting an adolescent, then besides being related to the Cairo action program, it is also correlated with the recommendation on the policies of the reproduction service for adolescents.

A committee was set up in Britain in 1975 under the Chairmanship of Mrs Peggy Jay to look into the staffing of mental handicapped residential care in the National Health Service. Part of the task was to consider the Briggs Committee’s recommendation that “… a new caring profession for the mentally handicapped should emerge gradually”. The findings and recommendations of the committee were however radical and far-reaching, involving an enormous shift in financial resources and causing much concern and outcry from the nursing profession which considered the new category of care given as a threat to their existence.

Libraries have a strong role on promoting culture and knowledge as intermediaries between creators and readers. In the analogical world, such usages didn't have relevant effects on the normal exploitation of copyrighted works. However, digitisation had a strong effect on rightholders' interests by facilitating and democratizing access to works, considering that libraries may reproduce them and promote their online accessibility. Litigation regarding the referred actions has dramatically increased in the last years as they may stress the normal exploitation of copyrighted works and the exclusive rights of reproduction and of distributing. Based on the European Union's legislation and jurisprudence, the present chapter analyses the lawfulness of public libraries digitisation of books from their collection in order to make them available to users without the right holder's consent, confronting them with the exclusive right of reproduction and the making available right.

All EU nationals have the right to health services that are affordable for everyone under the same conditions. Sector-specific regulations provide that health services are services of general interest that must be implemented through a national legal framework. The state must design the universal health services in a way that respects the principle of public health service affordability for all citizens. In the study, we focused on understanding the legal framework which serves as foundation the regulating universal health services in Slovenia, sector-specific regulations and other acts, and tried to assess the strengths and weaknesses of the Slovenian legal framework. Our efforts have been directed towards studying the legislative framework of the European Union and defining the legal guidelines that establish the legal framework for universal health service creation.

Form of medical entity and medical servicesHealth undoubtedly belongs of the fundamental existential values for human. Current legal regu­lations state that everyone is entitled to health care. Health care is agovernment task, executed especially by local government units. An individual has the right to claim medical services related to the protection of life and health from the public health service. For their practical implementation, government establishes a system of entities obliged to take action in this field. Unfortunately, the actions taken do not create a unified system in which the patient and his health are the most important value.

Abstrak Program Jaminan Kesehatan Nasional (JKN) dilaksanakan atas hak setiap warga negara memperoleh layanan kesehatan, baik yang bertempat tinggal di perkotaan maupun di perdesaan termasuk di daerah terpencil perbatasan kepulauan. Pelaksana program JKN dilaksanakan oleh unit pelayanan kesehatan mulai dari pelayanan kesehatan di puskesmas sampai dengan pelayanan kesehatan rujukan di rumah sakit dengan pembayaran yang dilakukan oleh Badan Pelaksana Jaminan Sosial Kesehatan (BPJS) kepada unit pelaksana pelayanan kesehatan dengan mekanisme transfer berdasarkan sistem dana kapitasi. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelaksanaan penganggaran dan penerimaan dana kapitasi tenaga kesehatan program jaminan kesehatan nasional di daerah terpencil Puskesmas Mapaddegat Kabupaten Kepulauan Mentawai dengan mengunakan metode kualitatif. Pengumpulan informasi melalui observasi wawancara mendalam terhadap informan dan informan kunci dan Dokumentasi. Penelitian dilaksanakan bulan januari s/d juni 2017. Hasil penelitian menggambarkan bahwa pelaksanaan penganggaran dan penerima dana kapitasi tenaga kesehatan pada tahun 2014-2015 belum berjalan sesuai ketentuan pembayaran, tahun 2016 masih ditemukan permasalahan pembayaran norma kapitasi oleh BPJS Kesehatan sudah normatif namun belum sesuai dengan jumlah peserta yang terdaftar. Tahun 2017 penerimaan dana kapitasi sudah berjalan lebih baik dibuktikan dengan telah teradministrasi dan terdokumentasi semua bentuk pemanfaatan dan realisasi belanja pencairan dana kapitasi untuk seluruh petugas di puskesmas dan jaringannya. Kata kunci: Tenaga kesehatan, penganggaran, penerimaan dana kapitasi dan program JKN. Abstract The National Health Insurance Program (JKN) is implemented on the right of every citizen to receive health services in both urban and rural areas, including in remote border areas of the island. Implementing the JKN program is implemented by health care unit starting from health service at puskesmas to referral health service in hospital with payment made by BPJS to health service implementation unit with transfer mechanism based on capitation fund system. This study aims to describe and analyze the implementation of budgeting and receiving capitation funds health workers national health insurance program in remote areas Mapaddegat Puskesmas Mentawai Islands by using qualitative methods. Information gathering through in-depth interview observation of key informants and informants and Documentation. The study was conducted from January to June 2017. The results of this study illustrate that the implementation of budgeting and recipients of capitation funds of health personnel in 2014-2015 has not run according to payment terms, in 2016 still found the problem of payment of capitation norms by BPJS Health has been normative but not in accordance with number of registered participants according to the provisions. In 2017, the capitation of the capitation funds has been better implemented as proven by the administration and documentation of all forms of utilization and realization of capitation fund disbursement expenditure for all officers at the puskesmas and its network. Abstract Background: Bangladesh has attained substantial progress in healthcare services and population health. This study examines the knowledge and awareness about the linkage between human rights and healthcare among patients, healthcare providers and members of civil society in Bangladesh. Methods: A questionnaire was distributed between May and August 2018 to 483 respondents among patients (health service users), providers, and other groups (includes members of civil society, politicians, social and religious elites, media personnel, and rights-based groups) in a regional area in Bangladesh. Of these participants, 58% were from urban areas and 42% from rural areas. As many as 78% were male and 22% female. A survey method and descriptive data analysis was performed to complete the study. Results: Participants in the study were aware and had knowledge about the linkage between human rights and health service provision, but they claimed the right to health has not been implemented in practice. The non-implementation of the right to healthcare is suggestive of a lack of political will, which negatively contributes to the social well-being of the larger population. It has undesirable effects on the development of the health system and the population’s health status. This reflects poor monitoring and performance of public institutions which has ramifications on the wider social parameters of social justice, equity, democratic values, transparency, and accountability. Conclusion: The development of population health is rooted in maintaining and promoting the right to healthcare. The ethical principle of human rights lies in the notions of human dignity, equity, equality, and social justice. The government should adhere to these values at societal levels and engage multiple stakeholders to promote the right to health for the benefit of a wider population.
