Abstract: This study examined the problems associated with informal settlements in a planned neighborhood, using Eagle Island Port Harcourt, Rivers State as a study area. To achieve the objectives of this study, a detailed literature was reviewed on informal settlement. The study adopted survey research design as 120 structured questionnaires were designed and administered, eventually, 100 valid responses collected formed the data for analysis. The obtained data came from Eagle Island residents, officials of ministries of lands, Urban Development and Lecturers of Urban and Regional Planning in Rivers State University. In the course of the study it was discovered that the nature and conditions of existed informal settlements were identified as natural ageing of the building, poor sanitation within the vicinity, and poor health condition of the residents. The major associated problems of informal settlements as exposed by the study included increase in illness, forceful eviction, overcrowding, lack of privacy, low quality houses and uncontrolled development, marginality generation and exclusion of the vulnerable, structures demolition without prior notice and without adequate compensation. This study was restricted to Eagle Island Neighborhood, Port Harcourt, Rivers State and the selection of Eagle Island was mainly influenced by accessibility of the researcher and the recent forceful eviction and demolition of structures by the Rivers State Government, consequently the findings of this research will be taken as a representative for the entire country. The study provides detailed comprehensive propoor strategies which will contribute to the integration of informal settlements into a planned neighborhood to include poverty reduction strategies, site and services housing schemes, land regularization, provision of array basic facilities, comprehensive housing schemes and provision of public rental housing alongside the planned development. The study thus recommended that low income housing alongside comprehensive housing scheme should be provided. Similarly there should be provision of low cost public rental housing, provision of interventions in the housing sector among others. Rental housing was historically a minimal feature of urban informality. Now it is surging amid municipal attempts to “upgrade” informal settlements in São Paulo, Brazil. Drawing upon a mixed-methodological study of two favelas on São Paulo’s east side, we analyze how cycles of upgrading shape informal rental housing at the urban, community, block, and parcel levels, providing detailed comparative data for 2010–2020. Our findings suggest that rental housing redevelopment can increase precarity in urban living, but is an important source of low-income housing in already built-up and “consolidated” settlements where access is declining. Our study emphasizes the need for scholars, policy makers, and planners to further explore the praxis of informal renting and rental housing, which can be effective conduits for channeling public investments across consolidated informal settlements and into individual dwellings.

This paper develops a theoretical framework for institutional analysis of the governance of low-income housing in the city. I focus on the provision of local public goods as a central issue for low-income housing. Factors that affect the governance structure from the efficiency perspective and the equity perspective, respectively, are explored. I argue that over-subsidisation is an important problem for income-redistribution institutions and, hence, public housing or social housing becomes an important form of governmental intervention in low-income housing. The framework is then applied to low-income housing in China. In particular, I analyse the governance structures of several major types of low-income housing including public rental housing, private low-income housing, work-unit compound and urban village.

Perceived tenure security is recognised to affect the socioeconomic behaviours and wellbeing of informal settlement dwellers. The provision of perceived tenure security is centred on the developmental agenda as a key policy alternative of tenure legalisation. Despite the consensus about its importance, the reason perceived tenure security is different amongst dwellers remains unclear. To fill this gap, we introduce social capital theory to understand the formation of and disparity in perceived tenure security. The hypotheses are that dwellers living in informal settlements with higher collective social capital and having higher individual social capital tend to feel more secure on their tenure because of higher backing power attained to deter the threats of eviction. We examine the hypotheses using a structural equation model approach to a dataset collected from three small property rights housing communities, which are emerging informal settlements in urban China. Modelling results support our hypotheses and suggest that female, low-income and migrant dwellers tend to feel less secure on their tenure because of the lack of social capital to deter the threats to their tenure. This study contributes to a new sociological explanation for the disparity in perceived tenure security other than the established psychological explanation. Empirically, this study contributes to the understanding of the rapid development of small property rights housing developments in China from the perspective of how dwellers develop security on informal tenure.

Modular construction, which involves factory-based modular unit manufacturing followed by installation at a construction site, has been recognized as one of the sustainable construction methods. Its advantages are known to be implemented through (1) standardized design, (2) standardized production method, and (3) large-scale development (mass production system). These three conditions are basic requirements for modular construction market expansion, but it is difficult to define that these conditions are a prerequisite for judging whether modular construction applied or not. Nevertheless, public development companies in regions or countries where modular construction has just begun thought that modular construction should meet all three conditions that are suitable for applying public construction projects. This is because it is difficult to compare conventional construction projects with similar conditions to modular construction projects. This paper analyzes the cost and duration data of three small-scale public construction rental housing (PCRH) projects involving modular construction in Korea. These cases presented herein include a public college student dormitory, public low-rise rental housing, and public mid-rise rental housing in small-scale development projects. Those were applied not standardized design (common design and regulation), but were reflected in each project’s demands (different design and regulation). To compare it, this paper analyzed 91 public housing provision projects’ construction data from 2011 to 2017 from one of the public rental housing provision companies in Korea. Among them, 19 small-scale public rental housing data were extracted for comparing with modular construction project data. The results show that, even if not standardized, the design and production process, and modular construction durations, were more effective—but costs were similar or expensive. Based on the conclusion drawn from three cases, this paper presents important considerations for the application of modular construction in other small-scale public construction rental housing projects from the perspective of public development companies.

Throughout Africa, the population in urban areas is increasing rapidly, often exceeding the capacity and the resources of the cities and towns to accommodate the people. In sub-Saharan Africa, the majority of urban dwellers live in informal settlements served by inadequate sanitation facilities. These settlements present unique challenges to the provision of sustainable and hygienic sanitation, and there is insufficient information on access to improved facilities. This paper reports findings of a study undertaken in low-income informal settlements using a mixed methods approach to assess access to sanitation and identify the barriers to household uptake of improved sanitation facilities. More than half of the respondents (59.7%) reported using sanitation facilities that are included in the WHO/UNICEF Joint Monitoring Programme definition of improved sanitation. However, a high proportion of these facilities did not provide access to basic sanitation. Less than 5% of all the respondents did not report problems related to sustainable access to basic sanitation. The findings highlight the urgent need to develop specific and strategic interventions for each low-income informal settlement, to upscale the sustainable access and use of improved sanitation in urban centres.

AbstractOver the last three decades or so, neoliberal policies have had a significant effect on housing sectors across a wide range of societies. State rental sectors, in particular, have been in the ideological firing line. Portrayed as inefficient, unresponsive, monopolistic and anachronistic, they have been typically marketised, privatised and downsized. At the same time, wider societal changes have impacted on their social role and social composition. The overall effect on many public rental sectors is now very familiar – growing social and spatial segregation, enclaves of concentrated and multiple disadvantage and increased stigmatisation. Against this background, Hong Kong's public rental sector has survived relatively unscathed and continues to accommodate around a third of its households. This paper examines the experiences and perceptions of Hong Kong public rental housing among those within and outside the sector. How are public tenants perceived in relation to ideas of social status and social equality? How do public tenants see themselves? The paper draws on a survey of 3,000 individuals in Hong Kong which is part of a larger study concerned with housing provision and social change in the Special Administrative Region.

Low-cost housing, so-called affordable housing, is an important subject as it affects many aspects of people's well-being and city planning. The urban poor, who form a respectable percentage of cities' residents in many developing countries, are the most affected segment by the availability and affordability of housing. Governments often try their best to provide affordable housing through housing interventions and programs. However, many low-income people end up in informal settlements including slums and squatter settlements. This research analyzes state-led low-cost housing initiatives compared to informal affordable housing in developing countries. The importance of this research is mainly associated with understanding how governmental housing initiatives and laws affect the housing preferences of the urban poor. The research starts by providing a brief background about the subject and its importance from the literature. The research uses mixed methods approach and a case study of Greater Cairo Region following the massive migration during the period between the 1980s and the 2000s to provide an in-depth understanding of the situation. The research then analyzes/discusses some housing initiatives, and uses both quantitative/qualitative data in order to explain potential malpractice and issues. Finally, the research will highlight the key findings and provide some recommendations for change/improvement.

Informal rental housing remains a hidden – yet central – pillar of low-cost shelter markets across the global South. The large informal settlement of Mathare Valley illustrates Nairobi’s rapidly changing informal rental housing markets, with the ongoing rise of tenements alongside metal shacks. Informal single-room rental units (shacks and tenements) already house most Nairobi residents in low-quality but highly profitable shelter. This case study describes how multiple exclusions can shape access to rental housing and examines the politics of shelter delivery. We underscore the importance of private rental markets and offer recommendations for inclusive, multi-pronged interventions combining support for rental housing, land governance and infrastructure delivery. Through a better understanding of the myriad actors and dynamics of informal rental housing, it may be possible to develop strategies that serve low-income tenants for whom renting is often the only viable option.

Most cities in low- and middle-income countries have substantial proportions of their population living in informal settlements—sometimes up to 60% or more. These also house much of the city’s low-income workforce; many informal settlements also concentrate informal economic activities. These settlements usually lack good provision for water, sanitation, and other essential services. The conventional government responses were to bulldoze them or ignore them. But from the 1960s, another approach became common—upgrading settlements to provide missing infrastructure (e.g., water pipes, sewers, drains). In the last 20 years, community-driven upgrading has become increasingly common. Upgrading initiatives are very diverse. At their best, they produce high-quality and healthy living conditions and services that would be expected to greatly reduce illness, injury or disablement, and premature death. But at their worst, upgrading schemes provide a limited range of improvements do nothing to reduce the inhabitants’ exclusion from public services. There is surprisingly little research on upgrading’s impact on health. One reason is the very large number of health determinants at play. Another is the lack of data on informal settlement populations. Much of the innovation in upgrading is in partnerships between local governments and organizations formed by informal settlement residents, including slum/shack dweller federations that are active in over 30 nations. Community-driven processes can deal with issues that are more difficult for professionals to resolve—including mapping and enumerations. Meanwhile, local government can provide the connections to all-weather roads, water mains, sewers, and storm drains into which communities can connect.
