The debate about whether the digital divide between Africa and the developed world is narrowing or widening has intensified over the last five years. Some believe that access to technology is positively correlated to economic development and wealth creation, however, since the dawn of the last century, the gap between the rich and the poor within and between developed and developing countries has continued to grow. The protagonists in this debate do not seem to appreciate the notion that the digital divide is not about a single technology, and is driven by a complex set of factors that exist beyond wires. This paper attempts to deconstruct the concept of the digital divide beyond access to PCs, telephones, Internet, cable TV, etc… The authors argue that the phenomenon as currently conceived is misleading and flawed, and so are the indices for its measurement. Suggestions that a new model for mapping the phenomenon is made in order to bridge the divide between developed and developing countries. In deconstructing the digital divide, the authors use the Declaration of Principles of the World Summit on Information Society and the indices used to measure e-readiness, information society, digital opportunity, and e-government.

For social development to take place in rural areas it is necessary to involve the people and assist them in becoming technology-enabled and knowledge-enabled because knowledge is always held collectively (Hayek, 1945). It is said that the growing digital divide has added one more dimension to the already skewed process of development-underdevelopment (Castells, 2000). In reality however it has more to do with the deprivation of information and knowledge than the non-availability of hardware and connectivity. To overcome this, it is necessary to look from a fresh perspective and introduce a new socio-organizational model that builds on the principles of Information Society (Castells, 2000), Economics of Knowledge (Machlup, 1962; Arthur, 1985; Romer, 1990) and Social Capital (Coleman, 1988; Putnam, 1995) to ensure better development of human and social capital.

Resumo O presente texto faz uma leitura crítica da dinâmica da inclusão e da exclusão digital no contexto brasileiro e de suas implicações socioeconômicas, bem como demonstra algumas das falhas de interpretação calcadas em certo determinismo tecnológico e de uma visão exacerbadamente otimista acerca do papel das chamadas novas Tecnologias da Informação e da Comunicação (TICs) no Capitalismo Contemporâneo. Além disso, pretende-se abordar a relação entre a exclusão social, a exclusão digital e o fenômeno da globalização, além de apontar a relevância dos fatores qualitativo e cognitivo no que se refere às políticas públicas de inclusão digital.  Palavras-chave capitalismo contemporâneo; sociedade da informação; inclusão digital; exclusão digital; globalização Abstract This paper aims to analyze the dynamics of the digital divide in the Brazilian context and its socio-economic implications, as well to as it demonstrates some of the imperfections of some studies backed up by a kind of technological determinism and of an extremely optimistic view about the Information Technologies. Moreover, it intends to interpret the relation between the social exclusion, the digital divide and the phenomenon of the economic globalization, beyond highlighting the relevance of the qualitative and cognitive factors related to the public policies of digital inclusion. In the XXI century, it is crucial for people belonging to vulnerable and highly marginalized communities have access to telecommunications and have the minimum skills required to use technology, as they are rapidly becoming a tool for transmitting and obtaining information. In today information society, remains a digital divide between those who have access to technological computing resources and Internet, and those who do not, presenting a constant challenge for the development of our people. This paper analyzes the impact of a mixed training program, called: REBREDIG-PJA for the reduction of the digital divide in young and adult people from a vulnerable community in southeastern Mexico, which presents high levels of social marginalization. The results of this study are discussed under the guidelines of the National Development Plan (2013-2018) and the National Digital Strategy (2013) for Mexico and are compared with the guidelines stated in the State Development Plan (2012-2018) for Yucatan.

The article discusses the phenomenon of the Internet, the dynamics of its development, and the features of cultural policy in the context of information society. A certain part of the article is dedicated to the programs of informatization and internetization of our country, programs of removal of the digital divide and providing the country with the Internet access to its cultural heritage. The author presents the results of the information readiness monitoring of several regions of Russia, the results help to reveal the threats concerned with the globalization and with the implementation of information and communication technologies as well as to open the prospects and trends for future development of the Electronic Russia and the culture of “new opportunities”. The article’s publications review covers more than 50 sources. There are monographs, textbooks, dissertation abstracts, which allows to see who and how explores the new reality.

The development of the information society has led to the emergence of the phenomenon of the digital divide (the digital inequality). The article discusses the main methodological approaches to the definition of this concept, and also describes the author's approach to its identification and methods of detection. The authors identify the following factors that influence the digital divide: economic, social, technical, infrastructural, language factor, as well as the factor of knowledge and skills in the field of ICT. The significance of this phenomenon is explained by the fact that its influence on people's lives is enormous. Modern ICT are multifunctional and multitasking, penetrating into all spheres of human life. According to the authors, at this stage of the development of the information society and the electronic (digital) economy, it is necessary to develop a set of measures aimed at reducing the digital divide in order to prevent its deepening.

Abstract A Digital Agenda for Europe is one of the seven flagship initiatives of the Europe 2020 Strategy. The main objective of this initiative consists of promoting ICT, especially the Internet, as a strategic tool to improve business, healthcare services, transport and social activity in a better global standard-of-living context. The Europe 2020 Strategy recommends broadband access for all European citizens by 2013 and higher Internet speeds (30 Mbps or above) by 2020. Nevertheless, what is the real position in the European regional and urban context? This article attempts to describe and explain the current situation and trends in relation to the Europe 2020 Strategy initiative.
