There was a discrepancy found between the practice of identification of the soldiers who went missing in action during the Great Patriotic War and also the reburied ones and the possibilities of automated processing of the war and post-war archive documents using modern information technology. Using the practical application of the mix of technologies of the databases, geographic information systems and the Internet as an example there is a possibility demonstrated to establish the destiny of a soldier who was considered missing in action. As far as the GIS technologies are concerned the methods of forming the atlas of rastre electronic maps and vector maps with the data from the archive sources have been the most significant. The atlas of raster electronic maps of the Great Patriotic War period for the Kalinin Battle Front and the 30th army which was formed in the process of research has been registered in Rospatent in the form of database. The Internet has already now revolutionised many industries. The biggest changes are yet maybe to come in many industries, but the banking field can be seen as a pioneer in the application of modern information technology in general and of the Internet in particular. For example, in banking hardly anyone speaks about e-Banking: e-activity is banking as normal, no especial “e” is needed. This chapter discusses the banking industry as a user of the Internet and other modern information and communication technology (ICT). Germany and Finland are used as case examples and make comparisons between them. The banking industry has utilized several technologies of computer networking over several decades, and also got a “flying start” to the Internet technologies, that nowadays are a backbone of the banking industry. As stated, this chapter compares some of the related developments in Germany and in Finland.

Reservation of health care service appointments has traditionally been performed through telephone. This takes a lot of time and resources at both ends of the transaction, and can be error-prone. Especially dentist appointments are standard as compared to many other health service provision activities, and are thus a natural candidate for rationalization through modern information technology. Appointments can of course be made through the Internet, but using phones, especially mobile phones, adds flexibility to the performing of the transaction. In this article we take a look how the middle-sized Finnish city of Lahti has taken a comprehensive approach to develop new innovative services in dentist appointment management.

Modern information technology offers new ways of fulfilling democracy’s goals. Various public services are now more efficiently facilitated through the Internet. Online information, particularly in regard to budgetary matters makes governments visible and open. Efforts remain inadequate, however, in harnessing electronic means to foster greater links between governments and citizens. In this chapter we argue that performance-based government accountability should accompany efforts to increase citizen engagement. We explore this area using a recent, intergovernmental arena of e-governance: the state websites for the American Recovery and Reinvestment Act of 2009 (ARRA). We find that states are better at including engagement data than at demonstrating performance-based accountability. At the end of the chapter we suggest enhancing e-governance relationships through a dialogue on performance and sustaining digital democracy, including its intergovernmental aspects.

The Internet and modern information technology have had an immense impact on society and healthcare. This chapter describes how the Internet can be used to deliver evidence-based psychological treatment for chronic health conditions, including headaches, irritable bowel syndrome, and insomnia. The practice of Internet-delivered cognitive-behavior therapy is described, including the role of a technology that is constantly changing, with a range of platforms and security considerations. Examples of research are presented. The chapter also discusses problems and hurdles that can be encountered when conducting and implementing Internet interventions. The chapter concludes with some future directions for research and practice.
