The COVID-19 pandemic interrupted many trends that had developed before it and again updated the issue of modernizing the Russian economy, restarting the mechanisms of economic growth and sustainable socio-economic development. The key to resolving these issues is to increase the investment activity of the business. The investment climate is one of the key characteristics that testify to the freedom of entrepreneurial activity, the ease of opening and conducting business, the quality of regulatory procedures in the economy, the effectiveness of business entities, and the provision of equal opportunities for the development of the private sector. A favorable investment climate reveals the potential for the development of private companies. The article considers the system of state procedures in the field of improving the national investment climate, gives a brief description of the main tools and projects to improve the investment climate, analyses the changes in the main target indicators of investment attractiveness of the Russian Federation.

The paper examines the impact of improving the characteristics of the national investment climate rating of a subject of the Russian Federation on economic development. Based on the analysis of regional panel data for the period from 2014 to 2018, it was shown that an increase in the rating of a region is associated with an inflow of investments and an increase in GRP. One of the identified channels of this influence is associated with the market of highly skilled labor. It is demonstrated that, given the inaccessibility of detailed information about the results of the regions development to investors, the rating does not fully function as a signal to them. Based on the obtained results, the recommendations for improving the rating methodology were formulated.

The growing issue of attracting private investment in the Russian economy from year to year gave rise to the development of new measures of support from the state in relation to organizations implementing an investment project, which also form the most favorable investment climate in the country. Such preferences, which consist in a stabilization clause, are contained in the new Federal Law No. 69-FZ of 01.04.2020 “On Protection and Promotion of Capital Investments in the Russian Federation”. However, based on the conducted research, it is concluded that there are a number of legal imperfections, which are expressed in a number of conditions, non-compliance with which entails the inadmissibility of concluding an agreement on the protection and promotion of investment between a private and public person. At the same time, those provisions are so unattainable, infringing and limiting that the question of the expediency of the analyzed investment law will be justified. That is why proposals were made to adjust the rules, which would allow widening the range of persons entitled to state support and thereby attract their capital as an investment in the Russian economy – that is, to achieve the goals originally set.

It is the active investment activity of a particular subject of the Russian Federation that is a prerequisite for its development. Attracting investments to the region is a key task, which actualizes the study of the theoretical and methodological features of the investment attractiveness of the region and its criteria. The article summarizes the conceptual apparatus of investment attractiveness and systematizes the criteria of investment attractiveness.

The article analyzes the structure and dynamics of investment activity in the Russian Federation, as well as the number of foreign direct investments (FDI). The main factors that can improve the investment situation of the countries affected by the pandemic are identified. Possible ways to develop the investment potential of the Russian Federation, as well as ways to improve the investment climate of the country, are identified. Special attention is paid to the role and importance of investment resources for countries affected by the pandemic, as well as ways to improve the investment climate. As a result of the analysis, it was revealed that investment resources are one of the key factors that can lead the world economy out of such a difficult situation as the crisis.

The problems of inadequacy in the assessment of the activities of economic entities in the Russian economy are exaggerated in scientific thoughts and public consciousness for quite a long time and, in fact, have acquired a constant and increasingly deepening process. The unresolved nature of these problems have the adversely affects on the economic and social growth of the state, hinders its development. The identified issues were raised in 2004 in the monograph "Actual problems of assessing the activity and investment of business entities in modern Russia," the main provisions of which served as material for writing and defending a doctoral dissertation at the Academy of National Economy under the Government of the Russian Federation (Moscow, 2008). And, now, after a long period of time (about 10 years), one can say that the problems and shortcomings in the Russian economy raised in the monographs and the thesis are not only not solved, but they are even more deepened. Authors in the article from critical positions assess the current situation with the objectivity and adequacy of assessing the activities of economic entities, tax administration by the state of small business functioning, the impact of these problems on investment flows in the Russian Federation.

The essence, purpose and concept of electronic customs have been considered. According to the results of the analysis of regulatory legal acts and scientific literature, a conclusion about the absence of a system concept of electronic customs has been drawn. Based on the identified key characteristics, the corresponding author’s definition has been formulated. The problems of the development of the electronic customs institute in the Russian Federation have been analysed, the main ones are the imperfection of the technologies used, the insufficient qualifications of electronic customs personnel, the imperfect mechanism of interaction between electronic customs and other elements of the system, the absence of criteria for the effectiveness of electronic customs, the theoretical foundation and the conceptual framework of the electronic customs institute. The prospects for the development of electronic customs have been determined and conclusions about the need to improve the theoretical, legislative and technical basis for the development of customs authorities in the context of the digitalization of the economy of the Russian Federation have been made.

The general economic situation of the countries can be characterized by one important factor – the investment climate. A favorable investment climate is the most important condition for attracting investment flows and subsequent eco-nomic growth in the country. Important criteria for making decisions in the field of investment activity are the assess-ment of the investment climate at the macro level. The article analyzes the current state of the investment sphere and the investment climate in the Russian Federation. The study provides an assessment of the dynamics of the number of foreign direct investment projects in the country from 2015 to 2019, the main investment donor countries for Russia as of 2019, and the most attractive industries and sectors of the Russian Federation for 2010–2019. The article considers the main regions-recipients of foreign investments. The study contains an analysis of the implementation of investment projects in the Russian Federation as of 2019. When studying the investment climate of the Russian Federation, it is necessary to take into account the corona virus pandemic, since this crisis could not but affect the volume of invest-ments and the implementation of investment projects. That is why the data for 2020 are considered separately: the impact of the corona virus infection on the implementation of investment projects, the factors of the corona crisis af-fecting investment flows, and the forecast state of the investment market at the end of 2021. The article presents the megatrends that have intensified after the pandemic and affect the investment climate of countries.
