Adaptation of the non-profit concession model to the system of management of socio-economic development of the Kostroma Region

The present study is devoted to an analysis of the state and prospects of a practice of inter-municipal cooperation of a subjects of the Russian Federation in the aspect of an implemented spatial neoliberal policy — a key element of the global neoliberal paradigm of socio-economic development of countries and their regions. So, in an opinion of most researchers, the indicated practice (intermunicipal cooperation) is one of a possible option for mitigating a consequences of large-scale budget cuts in municipalities in countries of the World — the main provision of neoliberalism implemented in public policy. Main methods used in this work were descriptive and correlation analysis, which allow analyzing the main trends in the dynamics and relationships of a processes and phenomena considered in the study. As a result of the study, it was found that the most common practice of inter-municipal cooperation in Russia is a participation of the Ministry of Defense in inter-municipal non-profit organizations. The practice of creating inter-municipal commercial organizations is much less often used. At the same time, the authors determined that over time (for a period from 2007 to 2020), a use of both practices is gradually decreasing. It was also revealed that there is a mutual, mainly positive, influence of dynamics of a participation of municipalities of subjects of the Federation in a practice of inter-municipal cooperation and a development of social infrastructure (educational organizations, health care institutions, cultural and sports organizations) facilities in them. Based on the results obtained, in a future, it is necessary to expand analysis of the studied processes and phenomena, focusing on, on the one hand, the conditions for the functioning of the created inter-municipal organizations, on the other, on the main circumstances of the reduction of social infrastructure facilities. In addition, according to the authors, a thorough study of determinants that have a differentiated effect on an established relationships are necessary. A theoretical significance of results of the study is to expand a theoretical understanding of process of socio-economic development of local territories, considered in an aspect of an implemented neoliberal policy. In practical terms, findings allow authorities at various levels to assess effectiveness of an implementation of a practice of inter-municipal cooperation in Russian regions.

Purpose of the study: This paper is an analysis of the role of NPOs in addressing the challenges of society and communities they operate in. This is with the intention to understand the value of a non-profit organization to any society and their significant contribution to socio-economic development. Methodology: In order to carry out this analysis, the researchers adopted a systematic literature review, relying prominently on secondary data. Main Findings: This review highlights a number of very important lessons. Firstly, non-profit organizations are involved in a range of activities such as health and wellness, socialization, and education. Secondly, they assist governments to reach out to citizens who may not easily access government services. Thirdly, sustaining non-profit organizations is vital to any economy owing to the diverse range of essential goods and services they offer. This review also notes that more research needs to take place to further unpack the place of non-profit organizations in South Africa. Applications of this study: This review can be beneficial to Non-Profit Organisations, the Government, and the funders who support these NPOs. An understanding of the significance of NPOs in socio-economic development will be helpful in developing policies and support mechanisms that will necessitate their existence, continuously deliver social value and contribute to socio-economic development. Novelty/Originality of this study: The authors confirm that this is the first known literature review of its kind especially with reference to South Africa and therefore, accomplishing such an arduous task required a careful assembly of pertinent reference materials. Our position is that if who and what non-profit organizations have become clearer, issues of sustainability - marketing, finance, government/private sector relations - will be better understood.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.

The review outlines the connection between E. Reinert’s book and the tradition of structural analysis. The latter allows for the heterogeneity of industries and sectors of the economy, as well as for the effects of increasing and decreasing returns. Unlike the static theory of international trade inherited from the Ricardian analysis of comparative advantage, this approach helps identify the relationship between trade, production, income and population growth. Reinert rehabilitates the “other canon” of economic theory associated with the mercantilist tradition, F. Liszt and the German historical school, as well as a reconside ration of A. Marshall’s analysis of increasing returns. Empirical illustrations given in the book reveal clear parallels with the path of Russian socio-economic development in the last twenty years.

The article proposes an approach to the analysis of social change and contributes to the clarification of concepts of economic policy. It deals in particular with the notion of "change of system". The author considers positive and normative aspects of the analysis of capitalist and socialist systems. The necessary and sufficient conditions for the system to be changed are introduced, their fulfillment is discussed drawing upon the historical and statistical data. The article describes both economic and political peculiarities of the transitional period in different countries, especially in Eastern Europe.
