The authors’ research is interconnected with the socio-economic policy of the Republic of Belarus. Structural components and metrics of economic efficiency in the scientific work are studied based on government demand, which is reflected in the National Strategies for Sustainable Socio-Economic Development of the Republic of Belarus until 2020 and 2030. In addition, statistical data on the activities in economic sectors allows us to identify the most vulnerable areas of business, where telematics solutions can be used as drivers of growth and development. Considering that in the Republic of Belarus there are no fundamental studies on the application of business solutions based on the telematics tools for socio-economic development, the relevance, and reasonableness of the study is subsequently substantiated by economic results obtained from the analysis of the implementation of telematics solutions in foreign practice and in Belarusian business, that’s reflecting significant savings and cost reduction.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

Abstract Small towns, compared to larger cities, are specific group of municipalities with weaker performance in many spheres of socio-economic development. The aim of the paper is to comprehensively evaluate development of twelve small towns in the region of East Slovakia over the centuries up to present. The paper deals with question how their demographic and economic developments have been reciprocally influenced under particular historical circumstances. Using various sources of statistical data and employing traditional historical, mathematical-statistical and cartographical methods, regularities and patterns were identified that enabled us to categorize small towns and evaluate their development trajectories and current roles in the settlement system. In the most cases, they are still valid nodes for their hinterlands even though their past situation has been unfavourable.

Complex adaptive systems, which are energy and economic systems, evolve with changes in both the external and internal environment. To form an effective state energy and economic policy, it is necessary, on the one hand, to identify the incentives that make these systems change, and on the other, to determine the trends of the changes taking place. The importance of this task is determined by the fact that without its solution, an effective state policy, consisting in stimulating positive adaptive changes and correcting undesirable changes, cannot be implemented. The purpose of the research is to identify key features of economic and energy systems and also reveal the facts that influence their further development. The use of the systematic approach allowed us to give a definition of economic and energy systems and examine the features of their functioning and development. As a result of the content analysis of publicistic and scientific literature dedicated to sustainable development, a pyramid of priorities for social and economic development was elaborated. Relevant structural changes of economic and energy systems were also revealed and main trends in the evolution of their structural ties in the transition to a new paradigm of socio-economic development were identified. The obtained results can be used for increasing effectiveness and rationality of management decisions which influence state energy and economic policy.

The texts of the strategies of socio-economic development of the constituent entities of the Russian Federation are analyzed. The studied database includes 240 strategic documents approved in the period from 1997 to 2020. Based on the analysis of the selected strategic documents, the prerequisites for their actualization are identified. Based on the results of studying the dynamics of the approval of strategic documents, the author’s periodization of the “waves of interest” in the development of socio-economic development strategies is proposed: from the year of the introduction of a new type of planning document to the current stage of development strategies. General ideas about the individualization of strategies for the socio-economic development of territories of different levels are founded.

Every development and production process needs to operate within a circular economy to keep the human being within a safe limit of the planetary boundary. Policymakers are in the quest of a powerful and easy-to-use tool for representing the perceived causal structure of a complex system that could help them choose and develop the right strategies. In this context, fuzzy cognitive maps (FCMs) can serve as a soft computing method for modelling human knowledge and developing quantitative dynamic models. FCM-based modelling includes the aggregation of knowledge from a variety of sources involving multiple stakeholders, thus offering a more reliable final model. The average aggregation method for weighted interconnections among concepts is widely used in FCM modelling. In this research, we applied the OWA (ordered weighted averaging) learning operators in aggregating FCM weights, assigned by various participants/ stakeholders. Our case study involves a complex phenomenon of poverty eradication and socio-economic development strategies in rural areas under the DAY-NRLM (Deendayal Antyodaya Yojana-National Rural Livelihoods Mission) in India. Various scenarios examining the economic sustainability and livelihood diversification of poor women in rural areas were performed using the FCM-based simulation process implemented by the “FCMWizard” tool. The objective of this study was three-fold: (i) to perform a brief comparative analysis between the proposed aggregation method called “OWA learning aggregation” and the conventional average aggregation method, (ii) to identify the significant concepts and their impact on the examined FCM model regarding poverty alleviation, and (iii) to advance the knowledge of circular economy in the context of poverty alleviation. Overall, the proposed method can support policymakers in eliciting accurate outcomes of proposed policies that deal with social resilience and sustainable socio-economic development strategies.
