An analysis of foreign experience convincingly shows that the level of science intensity of national products is directly related to the country’s position in international rankings of the productivity of university ecosystems. With a share of 0.4% in the global number of start-ups, Russia is inferior not only to developed countries but also to the BRICS countries. As of 2020, only 37 start-ups per million population are being created in the Russian Federation, while Switzerland has 1791. At the same time, in the jurisdiction of Russia, out of the total number founded in 2010–2019 start-ups remained no more than 36%. The strategies allow universities to create successful technological innovation ecosystems in the cultural, economic, and socio-political environment, which cannot be characterized as favorable for academic entrepreneurship. The analysis of factors stimulating the development of start-up ecosystems in Estonia and Portugal, including simplified residency programs for founders of foreign start-ups; ease of registration, business and taxation system; presence in the country of representative offices of large international companies and the creation of technological hubs for them, a developed system of national incubators and accelerators, including those financed by the state; safety, low cost of housing and living and comfortable living environment.

Public policies aimed at incentivizing the birth and growth of start-up ecosystems in developed countries have so far produced mixed results, and the vast majority have resulted in wasting taxpayers’ money. This failure is the result of mechanically importing policies that have worked in other countries without understanding (1) the real economic goal of start-up policies and (2) how to adopt strategies that have worked elsewhere to the local context. Countries should promote start-ups not because they are a “nice to have” but because, if done right, start-ups can boost the innovation content of an economy and spur economic growth. Governments indeed have a role to play but must target innovation, or they are wasteful. Applying this framework to the Italian 2012 Startup Act, the author finds the effort has not yet produced good results and propose some solutions.

Innovation is critical for a start-up company to succeed, especially in emerging markets. Business Model Innovation (BMI) is highly related to entrepreneurship, though researchers have not paid sufficient attention on it. This paper develops a conceptual model to address the following questions. First, the authors try to find out the drivers of BMI and the difference between developing and developed countries. Second, the way start-ups partner escrow online payment service providers in emerging markets is discussed. Lastly, this paper studies how BMI could adapt to external changes and maintain a sustainable advantage.

Case overview Deepak Ravindran, an engineering student at LBS College, Kerala, India, was attempting to launch Innoz. The company flagship product SMSGyan will allow users to access information on low-end mobile devices with no Internet connectivity. With the improvement in the Internet standards and rapidly growing smartphone users, selling SMSGyan never came easy to Innoz. The case explores challenges faced during the transformation of a start-up into a profit-generating business. The case describes the dilemma faced by Deepak Ravindran and key role players of Innoz to sustain in business in the scenario of dynamic technologies. Should they re-innovate the technology that was limited for low-end mobile users? Innoz being at the bottom of the pyramid innovation is the key competitive advantage. Low-cost or niche market or differentiation connects this case to the basic business strategy concepts. Through this case, students learn about many practical issues related to technology development in the global competitive environment. They are also exposed to broader trends and facets of start-ups and globalization. The Innoz case is designed to stimulate discussion of broad array of issues encountered by the early start-ups. In particular, it deals with introducing innovation and entrepreneurship skills leading to social change. Ejemplos clásicos de start-ups serían Facebook, Uber o AirBnB que, con comienzos modestos, pero con ideas innovadoras, se convirtieron con el paso del tiempo en empresas de ingresos millonarios. Una de las tantas preguntas al respecto sería la siguiente: ¿cómo lograr una start-up de éxito a sabiendas que el éxito no está garantizado a priori y, aún más, que la gran mayoría de estas fracasan?

Im ‚War for Talent‘ konkurrieren heutzutage große Konzerne mit innovativen Start-ups um vielversprechenden Nachwuchs. Was bestimmt die Attraktivität von Arbeitgebern bei Medien- und Kommunikationsstudierenden? Diese Frage wird im Rahmen einer quantitativen Online-Befragung untersucht, vor allem im Hinblick darauf, ob Start-ups oder Konzerne als erste Arbeitgeber präferiert werden. Befragte, denen Prestige wichtig ist, bevorzugen eher Konzerne als Arbeitgeber. Wer Wert auf ein innovatives Arbeitsumfeld und soziale Beziehungen legt, entscheidet sich vermehrt für ein Start-up. Im Wettbewerb um die besten Köpfe sind damit junge Unternehmensgründungen inzwischen eine ernst zu nehmende Konkurrenz für Konzerne.

What kind of capacity is needed to improve the performance of start-ups? How effective are government support policies in improving start-up performance? Start-ups are critical firm group for ensuring the prospective and sustainable growth of an economy, and thus many countries’ governments have established support policies and they are likely to engage more widely in forward-looking political support activities to ensure further growth and expansion. In this paper, the effect of innovation capabilities and government support policies on start-up performance is examined. We used an unbalanced panel data analysis with a random effect generalized least squares. We investigated the effect of government support policies on 4368 Korean start-ups. The findings indicated that technology and knowledge capabilities had positive effects on the sales performance of start-ups, and government financial support positively affected the relationship between knowledge capability and firm performance. However, when government financial support increased, marketing capability was negatively associated with firm performance. These results demonstrate the significant role of government financial support, including its crowding in but also its crowding out effect. Practical implications: To be more effective, governments should employ innovation-driven entrepreneurship policy approaches to support start-ups. To improve their performance, start-ups need to increase their technology and knowledge capabilities. This study extends recent efforts to understand more fully the effect of government support policies on start-ups differing in their technology, knowledge, and marketing capabilities.

Falls are the leading cause of injuries and death in elderly individuals who live alone at home. The core service of assistive living technology is to monitor elders’ activities through wearable devices, ambient sensors, and vision systems. Vision systems are among the best solutions, as their implementation and maintenance costs are the lowest. However, current vision systems are limited in their ability to handle cluttered environments, occlusion, illumination changes throughout the day, and monitoring without illumination. To overcome these issues, this paper proposes a 24/7 monitoring system for elders that uses retroreflective tape fabricated as part of conventional clothing, monitored through low-cost infrared (IR) cameras fixed in the living environment. IR camera records video even when there are changes in illumination or zero luminance. For classification among clutter and occlusion, the tape is considered as a blob instead of a human silhouette; the orientation angle, fitted through ellipse modeling, of the blob in each frame allows classification that detects falls without pretrained data. System performance was tested using subjects in various age groups and “fall” or “non-fall” were detected with 99.01% accuracy.

AbstractStart-ups tend to form with a central idea that differentiates them from their competitors in the market. It is crucial for them to efficiently transform the idea into a marketable product. Prototyping helps to iteratively achieve a minimum viable product and plays a crucial role by enabling teams to test their ideas with limited resources early on. However, the prototyping process may have wrong focus leading to a suboptimal allocation of resources. Previously, we proposed role-based prototyping for fuzzy front-end development in small teams. It supports (1) resource allocation, (2) the definition of responsibilities, and (3) structuring the development process with milestones. In recent research this was a promising yet incomplete approach. We extend the previous work by refining the prototyping process by adding a prototyping matrix with two dimensions (purpose and lens), a prototyping cycle (plan, execute, test, reflect, assimilate), and a modified Kanban board (Protoban) for planning, managing, and reflecting cycles. This process, named PETRA was tested with a start-up developing an autonomous trash picking robot. The extended approach supported the team significantly in providing a clear idea of what to do at what time.

Decreasing trends in birth rates in developed countries during the past decades, which threaten the sustainability of their populations, raise concerns in the areas of employment and social security, among others. A decrease in willingness to bear children has been examined in the international literature from several (biological, socio-cultural, economic, and spatial, etc.) aspects. Among these, the question of the effectiveness of fiscal incentives has been raised, with arguments that these are positive, but not significant, to birth rates; our study also concludes this. In Hungary, from 2010 onwards, the government has introduced very high tax allowances for families and, from 2015, has provided direct subsidies for housing purposes, all within a framework of a new family policy regime. This paper presents an evaluation of family policy interventions (e.g., housing support, tax allowances, other child-raising benefits), with the conclusion that fiscal incentives cannot be effective by themselves; a sustainable level of birth rates can only be maintained, but not necessarily increased, with an optimal design of family policy incentives. By studying the Hungarian example of pro-birth policies there is shown to be a policy gap in housing subsidies.

PurposeDespite the significance, university student start-ups and student entrepreneurship ecosystems (SEEs) have been subject to little research. This study aims to apply a qualitative emergent enquiry approach to explore best practice SEEs in Australia, complimented by narratives from leading scholars in higher education institutions with the aim of delineating the integrative components of SEEs.Design/methodology/approachAdopting the entrepreneurial ecosystem framework and aligned to the social cognitive theory, this paper explores the components and dynamics of SEEs, contributing to an understanding of how such components can better support the growth, sustainability and success of student start-ups. The authors extend entrepreneurship research on social construction using narrative research.FindingsThe findings provide guidelines for researchers, entrepreneurship scholars and educators, entrepreneurship students, policymakers and practitioners to enhance the impact and success of university student start-ups by adopting a student ecosystem approach.Research limitations/implicationsThe narratives represent a limited number of universities with an opportunity for further research to empirically measure the impact and outcomes of SEEs. The research is exploratory, inherently conceptual and emergent, providing an opportunity for validation of narrative frameworks in future studies.Practical implicationsThe findings may assist university managers to be more aware of their own subconscious preferences to student entrepreneurship and start-up initiatives, which may be useful in refining their impact and offerings regarding a quest toward the entrepreneurial university.Social implicationsFrom social perspectives, the alignment of the components of SEE has the ability to enhance and shift the entrepreneurial mindset of entrepreneurship students, notwithstanding enhancement of intentionality and self-efficacy.Originality/valueThis is the first study of SEEs in Australia, highlighting the importance of the integration of entrepreneurship education programs, entrepreneurship education ecosystems, the entrepreneurial university and specific start-up initiatives such as university accelerators. Furthermore, students may enhance their entrepreneurial mindset by actively engaging in such ecosystems.
