This study aims to explore the implementation process of religious moderation carried out by the High School Laboratory of the Universitas Pendidikan Indonesia through its learning process. As an open educational institution, this school accepts students from various backgrounds, including the term of their religion. Encountering various ideologies in one learning platform is predicted to trigger tensions between religious adherents. But in fact, this school laboratory can minimize those potential tensions through various approaches. Based on an ethnographic approach, wherein the data gathered through intensive observation and in-depth interviews with several key informants, the results of this study reveal that the efforts made by school principals and teachers through strengthening the understanding of religious moderation concept, which is implemented into learning curricula and teaching models inside and outside of the school classroom, it turns out to be able to make students moderate and tolerant.

Purpose – The purpose of this paper is to probe the extent to which principals, as boundary spanners, manage with the influence of the local educational authority (LEA) and the superintendent over school matters. Design/methodology/approach – The study is based on sequential quantitative→qualitative explanatory mixed research design. It is based on a sample of 161 Hebrew elementary school principals in two school districts in Israel who completed a questionnaire and on in-depth interviews with four school principals. Findings – The findings indicated that school principals initiate assistance from the superintendent and the LEA depending on the influence they have in schools. However, they utilize their relations with each external agency differently. With the LEA, they established mutual exchange relations whereas school principals engage with the superintendent in order to negotiate more effectively with the LEA. By doing so, principals can control external agencies’ involvement in schools along with strengthening the power of the central educational authority. Originality/value – The study makes a unique contribution to the literature on school principals’ role with external agencies by revealing their navigation and balancing among the various factors that influence schools. The study highlights the agential role of school principals.

Purpose – The purpose of this article is to highlight the importance of waqf in financing higher education. Nowadays, higher education is costly and this has prevented students, especially those who are self-financed, from accessing such learning environments. This paper offer an alternative solution to relieve such a situation, namely, through the application of an endowment-based or waqf educational institution. The study suggests a way to establish an endowment university by concentrating the discussion on the concept and principles of its establishment, as well as sharing the experiences of the Malaysian waqf universities and the Turkish Foundation Universities/Vakif Üniversitesi in financing their universities using waqf, i.e. a pious endowment instrument. Design/methodology/approach – The empirical data were mainly collected using in-depth interviews with the universities’ higher management authorities and some of the members of the board of trustees. Findings – The findings show that the role of waqf or pious endowment is significant in providing financial assistance to their communities as well as strengthening their academic quality. In addition, tawhidic epistemology together with morality and ethics have influenced waqf donors or founders to donate their wealth and property to enrich and sustain universities and higher education. Originality/value – This article provides the experiences of the Malaysian Waqf Universities and the Turkish Foundation Universities/Vakif Üniversitesi in financing their universities using waqf. It also contains some good examples from the experience of several earlier Islamic civilizations, in particular those of the Ottoman Empire and the Mamluk Sultanate of Egypt. In addition, examples of the implementation of waqf and endowment-based universities in the UK and USA as well as the Al-Azhar University of Egypt is also included.

The alumni of Vocational Schools (VS) have contributed to the increasing number of unemployment recently. At the onset, the main objective of vocational education is to produce ready to work alumni. However,  the more the schools produce alumni, the higher the number of jobless people in this country. To tackle the issue,  the government launch revitalization programs for VS’s across Indonesia. The implementation of the program is intended to cut down the number of unemployment and poverty. To explore the implementation of the program within a vocational context, this study was undertaken to look at the understanding of VS principals about the revitalization programs as well as the ten core strategies of the program. Besides, the study was also conducted to explore the problems faced the principals and their expectations of the revitalization program. A qualitative phenomenology study using in-depth interviews were conducted to garner the data from nine school principals of private and public VS’s in South Kalimantan Province, Indonesia. The findings indicate that the improvement of the competency of certified teachers is essential. Furthermore, the availability of business and industrial based (DUDI) facilities and learning resources, as well as the availability of professional development training through a link and match programs, are also important. On the other hand, the establishment of Management Information System (SIM) based on School Automation System (SAS), industry-based curriculum, teaching factory, tutorial video, local wisdom, and the role of VS as the triggers of the local economy needs more socialization by the government.

ABSTRACT  The purpose of this research to uncover the practice of supervision on school financial management. The data used in the form of primary to be collected through the questionnaire and in-depth interviews. Respondents and informants of this study were school principals and supervisors. Quantitative and qualitative research methods were used in this study. The results of the research show that supervision at the planning and implementation stage is very good, as evidenced by the involvement of stakeholders in the preparation of school plans, although with different patterns. Supervision at the reporting and accountability stage are still at a good position. The role of supervisor is very needed in supervising school financial management. Supervisory competence regarding financial management must be improved through training, socialization and technical guidance. Keywords :  School , supervision , efficiency and effective         ABSTRAK Tujuan penelitian ini untuk mengungkap praktik pengawasan pengelolaan keuangan sekolah. Data yang digunakan berupa data primer yang akan dikumpulkan melalui kuesioner dan wawancara mendalam. Responden dan informan penelitian ini adalah kepala sekolah dan pengawas sekolah. Metode penelitian kuantitatif dan kualitatif digunakan pada penelitian ini. Hasil riset menunjukkan pengawasan pada tahap perencanaan dan pelaksanaan sangat baik,  terbukti dengan keterlibatan stakeholders dalam penyusunan rencana sekolah, walaupun dengan pola yang berbeda-beda. Pengawasan pada tahap pelaporan dan pertanggungjawaban masih berada pada posisi baik. Peran pengawas sangat dibutuhkan dalam pengawasan pengelolaan keuangan sekolah. Kompetensi pengawas tentang pengelolaan keuangan harus ditingkatkan melalui pelatihan, sosialisasi dan bimbingan teknis. Kata Kunci : Sekolah, Pengawasan, efisiensi dan efektif.

Purpose The purpose of this paper is to examine the perceptions of school principals of the evaluator’s role and to learn about their requirements of school evaluators. Design/methodology/approach The current study is based on the qualitative paradigm of data collection and analysis. This paradigm provides a profound a description of the phenomenon in the context in which it takes place, based on the respondents’ perceptions and how they interpret their experiences. In the course of the study, the authors used semi-structured in-depth interviews. Findings Findings indicated that principals had regarded the role of the school evaluator mainly as that of an expert, a managerial partner and an implementer of school evaluation culture. Research limitations/implications The interviewers were the teachers who had been trained for the school evaluator’s position. Practical implications The “school evaluator” and the principals bear the complex task of evaluation on their shoulders, and their success in fulfilling it depends on their insights about how to delineate and implement the evaluator’s role. The paper outlines some crucial benchmarks for resolving the issue of role definitions between them. Social implications As a relatively new profession, derived from other professions and research areas, evaluation has no solid, historical occupational legacy in schools. This paper broadens the merit of school evaluator as the facilitator of quality assurance. Originality/value The increased responsibility placed on schools, the demand of accountability as well as transparency, have obliged the schools to broaden and deepen the internal evaluation activities. This paper reveals the essence of school evaluator’s role and suggests some key points for his/her valuable work.

Abstract: The increasing quality of education in Indonesia until now is inseparable from the role of non-government employees teacher. Non-government employees' teacher is referred to as non-permanent teachers (GTT) in addition to being educators who play roles as operators in improving the quality of education in schools. This study aims to describe the role of non-permanent teachers as classroom teachers and school operators including 1) the role of non-permanent teachers as classroom teachers 2) the role of non-permanent teachers as school operators 3) school principals' policy in facing the role of non-permanent teachers who have roles double as a classroom teacher and school operator. In this study, researchers used a descriptive qualitative approach. Data collection techniques using in-depth interviews, observation, and documentation. Test the validity of data by extending the time of attendance and source triangulation. The results of the study showed that 1) non-permanent teachers in carrying out their role as classroom teachers cannot run optimally because they are often left behind to carry out their duties as school operators who leave the class at any time. 2) non-permanent teachers in carrying out their roles as operators have multiple tasks, namely as diasporic operators and BOS operators. 3) Principal policies that appoint non-permanent teachers as class teachers and school operators have an impact on the learning process in the classroom.Keywords: Temporary Teacher, School Operator, Principal Policy Abstrak: Membaiknya kualitas pendidikan di Indonesia sampai dengan sekarang tidak terlepas dari peran guru non PNS. Guru non PNS disebut sebagai guru tidak tetap (GTT) selain sebagai pendidik berperan sebagai operator dalam meningkatkan mutu pendidikan di sekolah. Penelitian ini bertujuan untuk mendeskripsikan tentang peran guru tidak tetap sebagai guru kelas dan operator sekolah diantaranya: 1) peran guru tidak tetap sebagai guru kelas 2) peran guru tidak tetap sebagai operator sekolah 3) kebijakan kepala sekolah dalam menghadapi peran guru tidak tetap yang memiliki peran ganda sebagai guru kelas dan operator sekolah. Pada penelitian ini peneliti menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara mendalam, observasi dan dokumentasi. Uji keabsahan data dengan memperpanjang waktu kehadiran dan triangulasi sumber. Hasil penelitian menunjukkan bahwa 1) guru tidak tetap dalam menjalankan peran sebagai guru kelas tidak dapat berjalan secara maksimal karena sering di tinggalkan untuk melaksanakan tugasnya sebagai operator sekolah yang sewaktu-waktu meninggalkan kelas. 2)guru tidak tetap dalam menjalankan peran sebagai operator memiliki tugas ganda yaitu sebagai operator dapodik dan operator BOS. 3) Kebijakan kepala sekolah yang mengangkat guru tidak tetap menjadi guru kelas dan operator sekolah berdampak terhadap proses pembelajaran di kelas.Kata kunci: Guru Tidak Tetap, Operator Sekolah, Kebijakan Kepala Sekolah

The purpose of this study is to describe the role of learning leadership and the obstacles faced by school principals in improving student learning outcomes at SMK Pelita Bangsa Sumberlawang Sragen. This research is a qualitative research that produces descriptive data in the form of words, written or oral from people and observed behavior. Data collection techniques carried out by in-depth interviews, observation, and documentation. Data analysis techniques using an interactive model of analysis. The results showed, first, the principal was the most instrumental element in improving the quality of education and learning. Learning leadership at SMK Pelita Bangsa Sumberlawang Sragen is carried out in 3 dimensions, namely through the formulation of school missions, good learning management, and building a conducive school climate. Second, the obstacles in implementing leadership learning in SMK Pelita Bangsa Sumberlawang Sragen include several things, namely the lack of professional teachers, conventional curriculum, incomplete supervision, and incomplete learning infrastructure.

The majority of pesantren, the oldest Islamic educational institution in Indonesia, are still giving a priority to men for most important positions and roles in managing the pesantren. However, there is an interesting phenomenon at Pesantren Roudhotul Qur'an in Jember, East Java, where Nyai Mulazimah took unusual position as a leader of the pesantren, as well as the teacher of Tafsir Jalalain, the most influential tafsir books at pesantren. One of her contribution is conducting a reading of Tafsir Jalalain using a gender approach. This article aims to analyze the role of Nyai Mulazimah and her influences on shaping socio-religious traditions within her pesantren, especially related to the interpretation of the Qur'an (tafsir). This study uses a qualitative approach with data collection techniques through observation and in-depth interviews with Mrs. Nyai Mulazimah and several students. The results reveal that the presence of Nyai Mulazimah as a teacher, who makes an interpretation of the Qur’an using a gender perspective, has created a new distinction to the tradition of teaching a tafsir within a pesantren which has been dominated by men. Therefore, this also gives rise to more diverse perspectives on the interpretation of certain verses within the pesantren, especially those related to the role and social position of women.Mayoritas pesantren di Indonesia masih memprioritaskan laki-laki pada posisi dan peran-peran penting di pondok pesantren. Salah satu fenomena menarik di Pondok Pesantren Roudhotul Qur’an di Jember adalah keberadan Bu Nyai Mulazimah sebagai pemimpin pondok sekaligus pengajar Tafsir Jalalain. Melalui peran Bu Nyai Mulazimah, pengajaran Tafsir Jalalain diajarkan dengan pendekatan gender. Artikel ini bertujuan untuk menganalisis peran Bu Nyai tersebut dan pengaruhnya terhadap tradisi sosial-keagamaan di pesantren khususnya dalam konteks penafsiran al-Qur’an. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi dan wawancara  mendalam terhadap Bu Nyai Mulazimah dan beberapa santri. Hasil penelitian ini mengungkapkan bahwa keberadaan Bu Nyai Mulazimah sebagai pengajar tafsir dengan perspektif gender telah memberikan nuansa baru dalam tradisi pengajaran tafsir di pesantren yang selama ini didominasi oleh kaum laki-laki. Sehingga, hal ini memunculkan sudut pandang yang lebih beragam tentang tafsir ayat-ayat tertentu di pesantren, khususnya yang berkaitan dengan peran dan posisi sosial perempuan dalam masyarakat.

Agent(s) role in the implementation of policies is frequently considered as the determining factor for the success of policy implementation. This is reflected quite clearly in the “principle- agent” theory that describes how self-interested agent influences the implementation process. However, is self-interested agent still relevant in explaining Indonesia’s broadcasting policy implementation? What if policy implementation involved many actors with their respective personal interests? How will agents position themselves amidst numerous personal interest- bearing actors? By using the political economy approach, this research aims to reveal the role of agents in the constellation of actors’ relation to Indonesia’s broadcasting policy implementation. The operation of digital terrestrial free-to-air television broadcasting case is used to provide a reflection of agents’ position and political behavior in responding to the interest among actors. This research was conducted using the qualitative approach by implementing the data collection technique through in-depth interviews and document analysis. The research result shows that broadcasting policy implementation is not merely influenced by a self-interested agent but is also influenced by political interconnection and multiple-principles’ political-economic interest.
