The 2nd pillar of the Common Agricultural Policy plays a very significant role in shaping the image of a modern, European village. It’s impact on the development of agriculture and rural areas seems to be obvious, for example because of the place it occupies in the structure of the European Union budget. However, it’s very important to precisely determine the effects of its implementation. Therefore, in this article the main goal was to show the reasons for diversifying the implementation of the Rural Development Program 2007–2013 in the countries of Central and Eastern Europe. Against the background of differences in the economic and production situation of the agricultural sector, the design of the Programs was evaluated and it’s impact on changes in the agricultural sectors of these countries was compared. To show the impact of the funds of the second pillar of the CAP, the time range presenting changes in agriculture covers the years before and after integration. Based on them, a comparison of the implemented activities and the structure of their financing has been made.

The chapter is structured in two parts: the first part presents the agricultural policy of the European Union in accordance with the Treaty of Lisbon and the Europe 2020 Strategy. At the same time, the National Rural Development Program of Romania is presented. In the second part of the chapter an econometric analysis of the agricultural sector is made. The linear multifactorial regression model presented in the second part of the chapter was based on data provided by Eurostat: surface cultivated with pesticides, GDP/capita, net investment in agriculture. The model proposed in this chapter explains and highlights the existence of a positive, linear, and significant relationship between the variables included in the model. The multiple linear regression model indicates that, with the increase of one million euros per GDP, the value of the surface cultivated with pesticides in Romania will grow by an average of 132.08 hectares.

Having evaluated the situation in agriculture and rural areas, and having assessed the significance of new external and internal conditions, the European Commission has decided to reform the Common Agricultural Policy of the European Union. This article presents the essence of the part of the reform plan which affects the direct support system. The author of the article also examines the impact of the reform on the system’s capacity to achieve the set goals, and on its efficiency. The research showed that the new legal framework proposed by the Commission would not directly improve the efficiency of the system, but the increased decision-making authority it grants to Member States provides an opportunity to reduce administrative outlays on the functioning of the scheme. Likewise, the effectiveness of a reformed direct support system in achieving the set goals will largely depend on decisions made by Member States, i.e. on the appropriate choice of instruments, and the accuracy of their form, as well as the equitable distribution of the available funds.

Rural development within the European Union has been a continuous evolution of rural space through which it has responded to the needs and challenges of the European Community. Thus, the European Union has created and implemented the Common Agricultural Policy, and rural development is its second pillar. In the case of Romania, agriculture and rural development is a priority sector in terms of economic and social growth, due to the large area occupied by rural areas, but also due to the large area of agricultural land that is found on the territory of Romania. This article is intended to be an objective analysis of the impact that European funds have had on the development of the Romanian rural area regarding the allocation of these funds. At the same time, the degree of absorption of the National Rural Development Program (NRDP) was analysed.

The effects of globalization have often been adverse for the agricultural sector, especially its most vulnerable element—the small farm. The importance of the agricultural sector as a whole and small farms in the sense of ensuring food security, employment and viability of rural areas, implies a necessity to support the sector and small farms in particular. For this purpose, the Common Agricultural Policy (CAP) of the European Union (EU) seeks to boost the sustainability of agriculture in multiple dimensions. The 2013 reform of the CAP has provided a particularly strong impetus towards this direction. This paper establishes an indicator system to quantify the effects of the CAP direct payments on the socioeconomic sustainability of small farms. Expert survey and multi-criteria assessment are used to this end. The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method is applied for the multi-criteria analysis. Lithuania is taken as a case study. The results show that, in the case of Lithuania, the direct payment system did not contribute to the improvement in socioeconomic sustainability of small farms up until 2013 CAP reform when its impact became undeniable.

Research background: The main goal of the Common Agricultural Policy (CAP) is to support farmers and improve their productivity. Agriculture is a specific sector of the economy, characterized by income support for farmers to ensure the availability of quality food. However, the question remains whether Slovak farms are financially healthy under the influence of the reformed CAP of European Union (EU)? Purpose of the article: The main goal of the article is to evaluate the financial health of Slovak farms using selected prediction techniques pointing to the impact of the CAP of EU. Methods: We have used data obtained from the financial statements of Slovak farms in the years 2009-2020. The financial health of farms will be assessed using selected generally constructed models of multivariate discriminatory analysis (Altman Z-score, IN 05, Creditworthiness Index, Taffler model), but also prediction models that have been specially constructed for the Slovak agricultural sector, such as G-index and CH-index. To detect the statistical differences between the years 2009-2013 and 2014-2020 in the value of prediction models of farms were used statistical t-tests of conformity in the surveyed sample. Findings & Value added: The results can be evaluated on two levels. The first of them is a look at the analysis of the financial health of Slovak farms in the context of the interpretation of the regulations of the Common Agricultural Policy of EU. The second output is an evaluation of the financial health of farms in the selected time period.

The agricultural sector in Bulgaria has undergone significant changes over the past three decades. In the early 1990s, the land was shattered between small owners. This leads to a drastic decline in revenue and a reduction in productivity per unit area. In recent years, as a part of the Common Agricultural Policy of the European Union (EU), which is one of the most important EU policies, due to its high share in the Community budget – almost 50%, and also to the large territory and the large number of people directly affected by it, the country has implemented a number of measures aimed to support farmers and for land consolidation. They are targeted to supporting various activities and are aiming to improve the quality of production, reducing the cost per unit and improving the overall quality of life of farmers and the population in rural areas as a whole. The main objective of the paper is to evaluate the overall impact of the implementation of policy measures targeted to stimulate the agricultural sector in Bulgaria in last ten years.

The paper’s main aim is to assess the measures implemented within the Rural Development Program (RDP) 2007–2013 in Poland. This programme is dedicated to the diversification of business activities in rural areas and rural livelihood and, thus, the improvement of the multifunctionality of rural areas. The analysis covered two measures from Axis 3, Improvement of the quality of life in rural areas and diversification of rural economy: M311, diversification into non-agricultural activities; and M312, Establishment and development of micro-enterprise. The study and the discussion are presented from a geographical perspective and, in a broader context, take into account several conditions (natural, urban, agricultural and historical) and the spatial diversity of the allocation of European Union (EU) funds. Models of a policy of multifunctional rural development, implemented after accession to the EU, are presented. The research’s spatial scope covers Poland’s territory on two spatial scales: the system of regions (16 NUTS2 units) and poviats (314 LAU level 1 units). The analysis covers all the projects implemented in Poland under the two measures of Axis 3 of the RDP 2007–2013. A set of conditions was prepared for all LAU1 units, forming the background for assessing the impact of the EU funds on the development of non-agricultural activities. To determine the relationship between the RDP measures and the selected groups of conditions, a synthetic index and a correlation index are used. They are also used to determine the mutual relations between the two analyzed activities in terms of the spatial scales used. Access to the EU funds (RDP) has considerably enlarged the opportunities for accelerating agricultural modernisation and restructuration towards multifunctional development, as well as the opportunities for implementing new development and work methods in the countryside in Poland. The attractiveness of the two studied RDP measures varied across regions. The beneficiaries’ activity depended on the local potential (resources), culture and tradition of the region, and size and potential of the farm. In the areas where agriculture is deeply rooted, beneficiaries were more willing to engage in ventures tapping into the resources available in their farms. Thus, they create additional livelihood of income and workplaces for household members. In turn, the beneficiaries from the areas where farms are smaller and economically weaker often undertake activities related to setting up a new business (outside farming).

The objective of this study is to determine the impact of adenotonsillectomy on the quality of life of postoperative patients.The study is observational, cross-sectional, and retrospective. The files of all postoperative adenotonsillectomy patients in Otorhinolaryngology Service, Hospital de Clínicas, San Lorenzo Paraguay. The Obstructive sleep apnea – 18 questionnaire (OSA 18) was applied, asking patients about symptoms before and after surgery. An effective sample of 143 postoperative patients was obtained. The average age was 6.05 ± 2.08 years, 55.10% (81) were male and 44.89% (66) were female, 65.30% (96) were from urban areas and 34.69% (51) from the rural areas. The t test was performed for means of two paired samples, comparing the results of the Obstructive sleep apnea – 18 questionnaire surveys before and after surgery which presented a significant difference (p <0.05) with a tendency to improve the quality of life after surgery. It has been shown that there is a significant difference, a considerable improvement in the quality of life of patients after adenotonsillectomy.
