The aim of the paper was to assess the competitive capacity of the main sectors of the EU, the US and Canadian food industry, using selected economic and trade indicators. Time range of the research covered the years 2007-2016. The research is based on the data from the Statistical Office of the European Union (Eurostat), the US Census Bureau, the USDA Foreign Agricultural Service's Global Agricultural Trade System (FAS/USDA) and Agriculture and Agri-food Canada. It was proved that improvement of the competitive position of the EU food industry was more determined by the scale of activity in world trade (increasing share in global exports), while competitive advantages of the US and Canadian food industry were influenced by economic advantages associated with improving the economic performance of enterprises in a given sector, its share in the real value added of the food industry as a whole and labour productivity.

The development of the bioeconomy—or the substitution of fossil-based materials and energy by bio-based solutions—is considered a strategic economic orientation by the European Commission and its Green Deal. This paper presents a methodology to monitor the contribution of the bioeconomy to jobs and growth within the European Union (EU) and its Member States. Classified as an ‘‘output-based’’ approach, the methodology relies on expert estimations of the biomass content of the bio-based materials produced in the EU and the subsequent calculation of ‘‘sectoral’’ bio-based shares by using Eurostat statistics on the production of manufactured goods (prom). Sectoral shares are applied to indicators of employment, and value added is reported in Eurostat–Structural business statistics. This paper updates the methodology and time series presented in 2018. The bioeconomy of the EU (post-Brexit composition) employed around 17.5 million people and generated €614 billion of value added in 2017. The study evidences structural differences between EU national bioeconomies, which become more pronounced over time, especially in terms of the level of apparent labour productivity of national bioeconomies. Finally, this paper describes cases of transition over the 2008–2017 period.

ABSTRACTThis paper undertakes a quantitative analysis of the socioeconomic and environmental impacts of different trade agreements for Chile. A dynamic general equilibrium model is used to compare the consequences of unilateral liberalization and trade agreements with the European Union (EU) and the United States (USA). The results show that economic gains under the trade agreements are only significant if foreign investment increases or value added taxes are modified. Winners and losers depend on the agreement; however, unskilled labor-intensive sectors always progress. Consequently, these agreements seem to be good for the poorest groups. Some natural resource intensive sectors significantly increase their production with the EU and the US agreements, also increasing the environmental pressures. CO2 and PM-10 emissions are not very different under these agreements as compared to business as usual – under which environmental pressures increase significantly. The results show the importance of economy-wide analysis of trade agreements in developing contexts.

The aim of the paper was to assess the importance of the bilateral turnover to the EU and the US foreign trade in agri-food products in 2001-2016, as well as to define the possibilities of its development after signing the TTIP Agreement. The research is based on the data from the ComExt Database in the resources of the Statistical Office of the European Union (Eurostat) and the USDA Foreign Agricultural Service's Global Agricultural Trade System. It was proved that in 2001-2016 the EU and the US were important trade partners for each other, but the value of bilateral trade in agri-food products remained relatively small, largely due to low complementarity of the Polish and American agriculture and the resulting minor demand for agricultural products from the temperate zone in the US. These products are made in the US, usually at a lower cost, and they are the export surplus of this country. The way to intensify the EU-US bilateral trade may be to develop a transatlantic free trade area, resulting in a strong effect of trade creation between the TTIP parties, with a limited impact on the relationship with other trading partners.

The objective of the paper is to examine the changes in the level of diversification of the labour productivity in the European Union countries in the years 1998-2015, and then to determine whether there is any convergence of the labour productivity among these countries. The labour productivity has been calculated as a relation of the gross value added at constant prices per one full-time employee. The study used the Economic Accounts for Agriculture (EAA) and the Agricultural Labour Input (ALI). The study covered the European Union countries, broken down by the countries of the „old” EU (EU-15) and the countries admitted to the EU after 2004. In order to determine the changes occurring in these countries, sigma-convergence (σ) and beta-convergence (β) have been used. The study shows that after 2011 there was a process of convergence among the EU countries in terms of the labour productivity in agriculture.

The main aim of the paper is to identify the changes in labour productivity in the agribusiness and to define its relationship to labour productivity in the entire national economy of the EU countries. Labour productivity is expressed as gross value added per employee in agribusiness as a whole and its three zones (I – industries manufacturing means of production and services for agriculture and the food industry, II – agriculture, III – food industry). The analysis concerns selected years from 1995 to 2010, which are the most recent available data. The gross value added in agribusiness were calculated by means of the formula suggested by Woś in 1979. As it results from the analyses, despite favorable changes, the productivity of labour in the agribusiness in the new EU Member States remains at a lower level than in most of the EU-15 countries. The main reason behind the differences in the levels of agribusiness labour productivity is a surplus of the labor force in the agriculture in the most EU-12 countries. Moreover, the EU-15 countries especially from Western and Northern Europe demonstrate smaller differences between the labour productivity in agribusiness and other sectors of the national economy.

Bioeconomy is a response of the European Union and its member states to global challenges such as ensuring food security, mandatory sustainable management of natural resources, mitigating climate change and reducing dependency on non-renewable resources. One of the sectors playing an important role in the development of bioeconomy is agriculture, which accounts for the largest part of biomass used as a raw material for producing bioproducts. This paper is an attempt to answer the following questions: What is the essence and significance of the bioeconomy sector in the EU? How significant is agriculture to the bioeconomy sector? What is the potential and competitiveness of agriculture in EU countries? Data used in surveys is sourced from the Data-Modelling platform of agro-economics research and covers the years 2008–2017. The position of agriculture in the bioeconomy was determined based on measures such as level of employment and gross value added (GVA), turnover, while its competitiveness was assessed based on labour productivity. The results of surveys showed that more than 50% of all bioeconomy workers were employed in agriculture. The sector produced nearly 30% GVA and had a more than 18% share in bioeconomy turnover. Member states of the European Union featured diverse agricultural potential. At the same time, the productivity of agriculture was one of the lowest in the bioeconomy sector. The importance of agriculture stems not only from its food function, but also from the production of biomass. However, its social function is equally important, and in the face of escalating environmental problems the function connected with reducing external costs and producing environmental public goods has become complementary.

Secrecy and informality rather than transparency traditionally reign trade negotiations at the bilateral, regional, and multilateral levels. Yet, transparency ranks among the most basic desiderata in the grammar of global governance and has been regarded as positively related to legitimacy. In the EU’s case, transparent trade diplomacy is quintessential for constitutional—but also for broader political—reasons. First, even if trade matters fall within the EU’s exclusive competence, the EU executive is bound by the Treaty on the Functioning of the European Union (TFEU) to inform the European Parliament, the EU co-legislator, in regular intervals. Second, transparency at an early stage is important to address public reluctance, suspicion, or even opposition regarding a particular trade deal. This chapter chronicles the quest for and turning moments relating to transparency during the EU trade negotiations with Canada (CETA); the US (TTIP), and various WTO members on services (TiSA).

Abstract Background This study aims to analyse the relative importance of the health care sector (health care activities and services), its interrelations with the rest of productive activities, aggregate supply and demand, employment requirements and apparent labour productivity in the European Union (EU) economy as a whole, and in the economies of member countries. Methods The methodology used is based on input–output analysis. Data are extracted from National Accounts and, specifically, from the input–output framework for 2010. Data in national currencies are adjusted using as a conversion factor, specific purchasing power parities for health. Results In the EU, market production predominates in the provision of health care activities, which are financed mainly by public funding. However, there is significant variability among countries, and, in fact, non-market production predominates in most EU countries. The health care sector has direct backward and forward linkages lower than the average for all sectors of the economy and the average for the services sector. Thus, this sector is relatively independent of the rest of the productive structure in the EU. The health care activities industry is key because of its ability to generate value added and employment. Regarding apparent labour productivity, there are significant differences among EU countries, showing that productivity is positively related to the weight of market production in health care activities and negatively related to the number of hours worked per person employed. Conclusions Our results provide useful insights for health authorities in the EU, as they analyse the effect of health policies on macroeconomic indicators using an input–output framework, as well as comparing these effects with those in EU member countries. To the best of our knowledge, an analysis of the health care sector in the EU economy and the countries that integrate it using an input–output framework has not been undertaken. In addition, to compare health care expenditure between countries, data in national currencies have been adjusted using specific purchasing power parities for “health”, and not ones referring to the total economy (GDP), which is common practice in many previous studies.

The purpose is to verify trends of scientific production from 2010 to 2020, considering the best universities of the United States, China, the European Union (EU), and private companies. The top 30 universities in 2020 in China, the EU, and the US and private companies were selected from the SCImago institutions ranking (SIR). The positions in 2020, 2015, and 2010 in SIR and three sub-indicators were analyzed by means of non-parametric statistics, taking into consideration the effect of time and group on rankings. American and European Union universities have lost positions to Chinese universities and even more to private companies, which have improved. In 2020, private companies have surpassed all other groups considering Innovation as a sub-indicator. The loss of leadership of European and partly American universities mainly concerns research linked to the production of patents. This can lead to future risks of monopoly that may elude public control and cause a possible loss of importance of research not linked to innovation.

AbstractThe literature on the European Union Emission Trading System (EU ETS) is by now very rich. Much is known about the efficiency, the effectiveness, and the environmental and distributional impacts of the EU ETS. Less, however, is known about the carousel value-added-tax (VAT) fraud phenomena in the European carbon market. This article evaluates the welfare effects of carousel VAT fraud in the EU ETS using a computable general equilibrium (CGE) analysis. According to our findings, if VAT fraud occurs in the EU ETS, the effects on welfare for the EU Member States are negative, with welfare loss significantly higher than the VAT fraud value. This article also discusses the reverse charge mechanism that EU Member States could adopt to reduce the VAT fraud phenomena in the European carbon market.
