The trends in state public utilities legislation which were clearly discernible in 1933 continued in somewhat modified form in state legislation during the biennium 1934–35. Only a comparatively few out of the vast number of proposed utilities measures became law. The laws enacted, however, contain features which if adopted generally may have far-reaching effect upon the future of state regulation of public utilities. The intended effects of such features are: (1) to further the creation of public corporations empowered to furnish public utility services; (2) to establish a new method of utilities regulation in the form of contractual relations between the federal government or federal agencies on the one hand and public utilities corporations on the other; (3) to stimulate municipal ownership and operation of selected public utilities.

A large-scale Cyber-Physical System (CPS) such as a smart grid usually provides service to a vast number of users as a public utility. Security is one of the most vital aspects in such critical infrastructures. The existing CPS security usually considers the attack from the information domain to the physical domain, such as injecting false data to damage sensing. Social Collective Attack on CPS (SCAC) is proposed as a new kind of attack that intrudes into the social domain and manipulates the collective behavior of social users to disrupt the physical subsystem. To provide a systematic description framework for such threats, we extend MITRE ATT&CK, the most used cyber adversary behavior modeling framework, to cover social, cyber, and physical domains. We discuss how the disinformation may be constructed and eventually leads to physical system malfunction through the social-cyber-physical interfaces, and we analyze how the adversaries launch disinformation attacks to better manipulate collective behavior. Finally, simulation analysis of SCAC in a smart grid is provided to demonstrate the possibility of such an attack.

Annotation. Introduction. One of the key tasks of the formation of a socially oriented economy is to ensure a high level and quality of life of the population, which implies the satisfaction of the most necessary needs of citizens in comfortable housing, energy, sanitary and technical, transport services, etc. Satisfaction of the above needs is possible only under the condition of the efficient and uninterrupted functioning of utilities, since the main task of the utilities is to provide the population with heat, water, gas, electricity and other services on which the comfort of housing, the state of human health, the constant mode of operation of enterprises, improvement districts, ecological state of settlements. The efficient operation of enterprises of communal ownership largely depends on their financial condition. Therefore, the study of the development and financial support of public utilities, the effectiveness of their activities is relevant, especially in the context of decentralization. Now, the problems of public utilities require much attention, among which their financial condition is significant. Purpose. The purpose of the work is to analyze and study the financial condition of utilities and develop proposals for its improvement. Results. The article considers, analyzes and compares such indicators of the financial condition of utility companies in some cities of Ukraine as: financial results, depreciation of fixed assets, return on assets, absolute liquidity ratio. Factors influencing the financial results of utilities have been identified. The main ways to improve the financial condition of utilities have been identified. Conclusions. According to the results of the analysis of their financial condition, the prevailing loss, high level of depreciation of fixed assets and low capital productivity of most enterprises in this industry have been determined. The reasons for this situation are the lack of effective directions of financial policy in this area, the imperfection of the regulatory framework and miscalculations in the management of financial resources. The current state of this industry gives grounds to talk about the need to improve the effectiveness of its state regulation in order to solve the basic problems of its socio-economic development.

The purpose of the research is to suggest scientific approaches to prove the necessity of conducting state regulation, to construct a mechanism for the state regulation of the insurance system and to find some opportunities to improve this mechanism in order to develop both the insurance system and the national economy. The article analyzes the conceptual and categorical framework of the theory of the state regulation of the insurance system and considers various approaches to understanding the concept of the state regulation mechanism in the insurance sector. The main specific features of the state regulation in the insurance market, one the one hand, and the state regulation in the insurance system, on the other hand, is highlighted. It is determined that the development of the insurance system is influenced by a combination of factors, so the system’s regulation provided by the state acquires specific features subject to the time, country and economic policy adopted. A new take on the concept of the state regulation of the insurance system is proposed, defining it as the application of the state leverage to influence the bunch of elements that ensure the effective performance of the insurance system in order to achieve its stable development and economic growth. A mechanism of state regulation of the insurance system development has been built, which should include the following elements: the strategic goal, tasks, subjects, objects, principles, functions, methods and tools, forms of the state regulation and factors influencing the insurance system development. The following principles of the state regulation of the insurance system development are highlighted: sufficiency, adequacy, consistency, openness, fairness, expediency, efficiency, stability. The following forms of the state regulation have been studied: statutory regulation, administrative regulation, antitrust regulation, tax regulation, price regulation, financial monitoring.
