A survey of the state legislation on public utilities for the period 1936-38 reveals the continuation of certain trends which were pointed out in the article published by the author in this REVIEW in June, 1936.The period under consideration in the present article (1936–38) witnessed a marked extension of the exercise of regulatory functions by the Federal Government, and at the same time a notable strengthening of the powers and an increase in activities of the public utilities commissions in several states.

After reviewing the provisions of the Alberta Gas Utilities Act, particularly the recent amendments thereto, the author submits inter alia, that the Alberta Public Utilities Board, despite s. 28(2) of the Public Utilities Board Act and s. 27 of the Gas Utilities Act, may not have the power to set producer or wholesale prices of natural gas, propane and butane where these products are not intended for use and consumption within the province, because such regulation is matter for the Federal Government pursuant to its jurisdiction over extra-provincial trade. As well, the author examines generally the practice, procedure and jurisdiction of the Alberta Public Utilities Board.

A proposta do artigo é analisar a organização administrativa dos poderes públicos piauienses a partir da criação de legislação e de órgãos de assistência á  saúde de mães e crianças entre 1930 e 1945. Dessa forma, objetiva-se abordar como a questão da saúde materno-infantil passou a ser tratada como responsabilidade do Estado. Tratava-se de uma iniciativa que estava de acordo com o ideário de preparação do futuro cidadão, vinculando-se á  formação do trabalhador nacional. Para a realização da análise foram utilizadas autoras como Besse, Freire e Martins. O corpus documental foi composto de mensagens do governo do Piauá­, legislação estadual e artigos de jornais impressos. Verificou-se que a formulação de leis e órgãos ficou condicionada á  estruturação da administração estadual, sendo estabelecidas as condições para a proteção de crianças e mulheres, estas, no entanto, receberam atenção apenas no que se referia á  condição materna.Palavras-chave: Polá­ticas públicas. Materno-infantil.  THE PUBLIC POLICIES FOR THE PROTECTION OF MATERNAL AND CHILD  HEALTH IN PIAUá (1930-1945)Abstract: The purpose of this article is to analyze the administrative organization of public authorities in Piaui from the creation of legislation and health care agencies for mothers and children between 1930 and 1945. Thus, the objective is to address the issue of maternal health was treated as the responsibility of the State. It was an initiative that was in accordance with the ideals of the preparation of the future citizen, being linked to the formation of the national worker. To perform the analysis, authors such as Besse, Freire and Martins were used. The documentary corpus was composed of messages from the Piauá­”™s government, state legislation and printed newspaper articles. It was verified that the formulation of laws and organs was conditioned to the structuring of the state administration, establishing the conditions for the protection of children and women; these, however, received attention only regarding the maternal condition.Keywords: Public policies. This paper is part of the third and final study conducted on the state of internal audit in the public sector of Malaysia. The first study was concerned with the internal audit operations in the state and local governments found in  Peninsular Malaysia (Azham et al 2007a), while the second study was concerned with internal audit in the nation’s federal government ministries, departments and agencies (Azham et al 2007b). This third study covers 47 organizations at the federal government level, comprising 27 statutory bodies and 20 government-linked companies. From the face-to-face interviews conducted with internal auditors over the three year period 2005 to 2007, several notable audit features emerged as common to all 47 organizations. Some are depressing, while a few others are encouraging. All in all, however, the internal audit function in a majority of the organizations still leaves much to be desired. Also, it is notable that these findings are very much like those of the previous two internal audit studies (Azham et al 2007a; 2007b), and to make sense of the dismal state of the internal audit function in the public organizations, there is perhaps a need to look at the bigger context within which the internal audit function is found.

For much of last century it was taken for granted in many countries that it was the duty of the State to care for its citizens ‘from cradle to grave’: to provide education, pensions, medical services, and public utilities, and to hold out a safety net for the less fortunate so that they had food, shelter, and the other necessaries of life. Since the late 1970s, however, these functions of the State have been put in question by the worldwide march towards privatization. The privatization movement was said to be a response to budget deficits and mounting public debt, perceived inefficiencies in government operations, and a loss of faith in the ability of governments in the developed world to meet the expectations of their citizenry of an ever-increasing standard of living. This article discusses the influence of economic theory on the privatization movement; the impact of changes in the economy (namely, the privatization movement) on law, particularly legal scholarship; the meaning of privatization; the public/private law divide; and privatization in the UK; corporatization and public sector reforms; deregulation; and contracting out.

This chapter addresses Article XXV of the Colorado Constitution, which governs public utilities. Added in 1954, the article grants the general assembly authority, which it had lacked, to regulate privately owned public utilities operating in home rule cities. It also affirms the general assembly’s power over privately owned utilities located elsewhere in the state and its authority over the Public Utilities Commission (PUC). A bit unusual is the article’s delegation to the PUC of full legislative discretion until the general assembly provides otherwise. This gave the PUC rather open-ended powers for a short time. The general assembly has now preempted the field with specific legislation. Meanwhile, Article XXV’s last phrase states that it does not “apply to municipally owned utilities.” This preserves immunity from legislative, and thus PUC, control.

We analyze the influence of the annual increase in tariff rates for housing services and utilities on the financial condition of enterprises of this sector of the economy, the renovation of their main funds and communal infrastructure; the necessity of works aimed at the renovation and modernization of the main funds of the objects of the communal infrastructure is motivated. It is shown how big the need for a strategy of a stable functioning and development of the industry is, the need for the development of the main principles and evaluation criteria of its implementation, indicators of the level of the achievement of the desired goal and directions of perfection of the state regulation of housing services and utilities with the strengthening of regulatory functions. A special attention is paid to the development of the investment strategy of public utilities and to the change of the adjustmentmechanism of current tariff rates.

La Reforma Educativa de 2013 originó una creciente resistencia de los maestros del nivel básico a su aplicación y un fuerte cuestionamiento a su fundamentación educativa, proveniente de diferentes grupos de académicos. A tres años de su decreto, las acciones de rechazo se sostienen y el conflicto entre maestros y el gobierno federal no muestra señales de resolución. El propósito del presente artículo es realizar una comparación de la gestión en las reformas educativas consumadas en 1993 y 2013. Para ello, se fundamenta teóricamente la relación del Estado y el sector educativo, se reconstruyen las acciones de gobierno al implementar las reformas, el manejo de los brotes de rechazo y su perfil de atención. La comparación, revela diferencias en la articulación de las reformas, en los instrumentos de política educativa, en las estrategias de consulta a la sociedad y, fundamentalmente, en las formas de negociar los contenidos y su ejecución con el gremio magisterial, situación que desencadenó la escalada de oposición a la reforma de Peña Nieto.AbstractThe Educational Reform of 2013 originated an increasing resistance of the teachers of the basic level to his application and a strong question to his educational foundation from different groups of academicians. To three years of his decree, the actions of rejection are supported and the conflict between teachers and the federal government, it does not show signs of resolution. The intention of the present article is to realize a comparison of the management in the educational reforms in 1993 and 2013. For it, there is based theoretically the relation of the State and the educational sector, the actions of government are reconstructed on having implemented the reforms, the managing of the outbreaks of rejection and his profile of attention. The comparison reveals differences in the articulation of the reforms, the instruments of educational policy, in consultation with the society strategies, and, most importantly, in the forms of negotiating content and its implementation with the Magisterium, which triggered the escalation of opposition to reform Peña Nieto.Recibido: 24 de abril de 2016Aceptado: 06 de octubre de 2016

This article is concerned with a closer investigation of the growing tendency for the state to intervene in contemporary party politics. It examines two trends. First, it looks more closely at the increased levels of regulation of party activity and behaviour in European democracies, discussing the empirical practice as well as the underlying normative paradigms of party regulation. Second, it examines the increased availability of public funding to political parties from a comparative perspective, while also exploring the motivations for its introduction in light of particular understandings of party democracy. It is argued that both dimensions constitute part of the way in which parties have strengthened their linkages with the state in recent years, and that parties, as a result of the increased involvement of the state in their internal affairs and external behaviour, have become increasingly defined as public utilities or semi-state agencies.
