Professor F. J. Fisher wrote in 1940 that the twentieth century has been ‘busily recreating the sixteenth century in its own image’. Historical re-evaluation is always in part narcissistic. Two world wars have left their scars on our view of history and, if nothing else, have given us insights into the Tudor age which, like our own, faced ideological wars of survival. The quest for economic and military security and the dream of the welfare state have led the twentieth century to forsake not only the ethical and institutional standards of the nineteenth century but also to deny its interpretation of history. The ancient shibboleths, the familiar landmarks of Tudor history, and the comfortable generalizations about despotism, mercantilism, and ‘new monarchy’ are all being swept aside by a generation of historians who claim greater understanding of the past.

For centuries, Britain’s religious life benefited from the patronage of local grandees: in rural areas major landowners were obliged by custom and by law to support the churches, and in the growing towns and cities of the nineteenth century industrialists performed a similar role. Those social obligations collapsed abruptly in the early twentieth century with the decline of the Big House, the amalgamation of local firms into national and then international companies, the growth of democracy, and the rise of the welfare state. The personally religious wealthy continued to fund religion, but the breaking of local ties released those of little faith from any obligation to promote Christianity. That change seriously weakened the churches.

Butterfield's well-known warning to historians may hold important lessons for the analysis of the contemporary welfare state. In his view, the Whig historians distorted history by interpreting the past in terms of the present. They allowed themselves to become “dispensers of moral judgments” by dividing the world into the friends and enemies of progress. Many contemporary explanations of welfare states pose the same problem, not so much because social science intentionally excludes the past, but because the search for rigorous empirical explanations of our present choices and accomplishments is divorced from the past. As Himmelfarb noted in her comments on the study of social history, the investigations of this intricate transformation of nineteenth-century liberal states are now virtually “two cultures.”

In a Musical Times review of a 1923 performance of Vaughan Williams’s Mass in G minor in Birmingham, H. C. Colles made the comment that “there hasn’t been so many parallel fifths since Hucbald.” This is just one blatant medievalist moment in a review that firmly places the Mass within a tangled web of historical images and associations. Colles’s description of the Mass evokes historicism by utilizing imagery related to the medieval cathedral and drawing on the well-rehearsed sixteenth-century/Tudor tropes prevalent during these years. More interestingly, Colles also identifies an inherent anti–nineteenth century, antiromantic sentiment underpinning the Mass, underlining his view that this work was something both very new and very old and not a throwback to a Victorian neo-Gothicism. Using Vaughan Williams’s Mass and its reception as a case study, this chapter explores the new musical medievalism current during the first decades of the twentieth century to outline changing attitudes toward the music of the past. This chapter argues that the cosmopolitan nature of Victorian medievalism was transformed into an aesthetic that worked both with nationalist agendas and with modernist ideologies in a manner that ultimately created a connection between “old” and “new” music and disenfranchised romantic, nineteenth-century forbears.

ABSTRACTThis article and its commentaries examine some of the difficulties that confront supporters of the welfare state as they encounter critical opposition which has evolved in the US in recent years. Attention is directed to trends in popular attitudes which seem to produce a more narrow vision of welfare than that usually advanced by advocates and social policy makers, the changing nature of dependency and the unexpected consequences of universal benefit programmes. Different views are presented about how to approach welfare state developments in the US in the late twentieth century.

AbstractAmerica’s first documented wooden covered bridge was erected at Philadelphia, Pennsylvania in 1805. Hundreds were constructed within two decades and at least 10,000 by the later 1800s. As settlers moved West, broad rivers were crossed with inventive structures incorporating timber trusses ingeniously developed by carpenters. Called covered bridges because of the roof and siding needed to protect the timber trusses, they became ubiquitous features on the American landscape. Over the past two centuries, most covered bridges were lost to flood, ice, arson, lightening, decay, as well as “progress,” replaced by “modern” iron, concrete, and steel spans. Of some 700 covered bridges remaining, many are mere replicas of their original forms no longer supported by timber trusses. Genuine historic bridges remain largely from the last half of the 1800s while civic boosterism has led to claims of earlier dates with often questionable authenticity. This essay presents three wooden covered bridges constructed in the 1820s along a 10-mile stretch of the Wallkill River in New Paltz, New York. Of the three, only Perrine’s Bridge, constructed first in 1821 and covered in 1822, is still standing with intact Burr timber trusses. Perrine’s is an iconic structure with exceptional heritage value because of authentic re-building and restoration in 1834, 1846, 1917, and 1968. Using documentary records, this essay establishes an accurate intertwined chronology for the three bridges, detailing nineteenth century building practices and contentious mid-twentieth century struggles pitting preservationists wanting authentic restoration against those wanting removal.

The welfare state emerged in 1948 when the National Assistance Act finally abolished the New Poor Law Forty-two years later, as politicians and bureaucrats struggle to keep increasing expenditure within bounds, the existence of the welfare state in its present form is under threat. Just over 150 years ago, the Old Poor Law was presenting parish ratepayers with a similar problem of rising costs, leading in 1834 to a fundamental reorganisation into the New Poor Law It may therefore be profitable to see how effective in practice the New Poor Law was when it replaced a system widely regarded as profligate, and to consider the extent to which benefits payable through the welfare state were available a hundred years or more ago.This study examines in detail how the New Poor Law, and other forms of relief, affected the whole population of the rural parish of Colyton, in south Devonshire, during the thirty years from 1851 to 1881. It will first describe the sources from which a poor person in Colyton in the mid nineteenth century could look for relief; next discuss how widespread poverty was and who the poor were; then look at what kinds of relief were available, under what conditions; and finally assess the comparative importance to the poor of the different agencies providing assistance.

La aparición del Estado del bienestar a mitad del siglo XX tuvo consecuencias sanitarias que culminan con el reconocimiento del derecho a la protección de la salud y el deber de asistencia sanitaria del Estado, con una extensión de la medicina a campos desconocidos, medicalizando la vida de las personas. El TDAH es un caso paradigmático, convirtiéndose en una patología psiquiátrica a partir de su inclusión en el DSM-III 1980, con inconsistencias y subjetividad en las clasificaciones. La etiología del trastorno es desconocida, su diagnóstico es subjetivo y dudoso, su tratamiento poco efectivo y con riesgos, incrementando el número de casos diagnosticados y los beneficios de la industria farmacéutica. Desde la Bioética se impone una reflexión sobre los posible daños derivados de la medicalización (no-maleficencia), una prudente actuación de los profesional (beneficencia), respeto al criterio de niños y adolescentes (autonomía) y una perspectiva crítica en relación con el gasto derivado de su diagnóstico (justicia). The emergence of the welfare state in the mid-twentieth century had health consequences that culminated in the recognition of the right to health protection and the duty of health care of the State, with an extension of medicine to unknown fields, medicalizing the life of people. ADHD is a paradigmatic case, becoming a psychiatric pathology due to its inclusion in the DSM-III 1980, with inconsistencies and subjectivity in the classifications. The etiology of the disorder is unknown, its diagnosis is subjective and doubtful, its treatment ineffective and with risks, increasing the number of cases diagnosed and the benefits of the pharmaceutical industry. From the Bioethics a reflection on the possible damages derived from the medicalization (nonmaleficence), a prudent action of the professional (beneficence), respect to the criterion of children and adolescents (autonomy) and a critical perspective in relation to the expense is imposed derived from his diagnosis (justice).

The reforms of social protection and employment policies that took place in Greece over the past three decades were dictated mainly by domestic priorities and needs. Contrary to international tendencies, social protection reforms in Greece obeyed mainly to the need for expansion of the welfare state in new areas, in order to fill the structural and historical social deficits. Policies and initiatives of European inspiration were succesfull only in so far as they pointed towards a direction of further strengthening of the welfare state

IN 1990, Gøsta Esping-Andersen published The Three Worlds of Welfare Capitalism, a work which has turned out to be the single most important and decisive contribution to welfare state research in the past thirty to forty years. In essence, Esping-Andersen argued that we can observe systematic variation in the character of the developed welfare states of the West, which he grouped into three distinct welfare state models: a Scandinavian social democratic model, a conservative continental European model, and a liberal Anglo-Saxon model. This chapter provides a short description of Esping-Andersen’s three regimes; introduces a fourth, Southern European model, which will then be described in somewhat more detail; and outlines a historical and genealogical account of the development of all four models. Finally, the chapter briefly expands on the comparative perspective with a short discussion on whether the regime concept or the understanding of distinct welfare models can also be applied to other regions, such as Latin America and Asia.

The conclusion points out the multidimensional interactions of many factors in the functions of Chinese law and justice in the past and present and delineates four overlapping historical contexts for an understanding of such functions. These are the indigenous traditions in the long history of China; Western influences from the nineteenth century and especially on the transformations in the twentieth century; interactions between lawmakers and state agents, and between state actions and societal responses; and the reality of justice being done in relative and imperfect ways under the best circumstances, due to human fallibility.
