The improvement of water management calls for action in the Republic of Armenia. Nowadays, the development of the hydrobiological monitoring approaches and procedures is the main goal. However, a lack of knowledge on the background conditions prevents further activities of revaluating of the methods used for water monitoring in Armenia with the EU WFD principles. Following the results of baseline studies conducted in the Debed River system, it was concluded to investigate small tributaries in order to find the most relevant and the best available site in the drainage basin. The study aims to analyse the community of benthic macroinvertebrates of the Tandzut River. We suggest the Tandzut River as a relevant substitution for the recent best available site in the area due to the ecological status of the upper reaches of the Tandzut River, which is by one category higher than the recent best available site of the Pambak River system according to BMWP index.

<p>The EU-funded program European Water Initiative Plus for Eastern Partnership Countries (EUWI+), which is the biggest commitment of the EU to the water sector in the EaP countries, helps Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine to bring their legislation closer to EU policy in the field of water management, with a main focus on the management of transboundary river basins. It supports the development and implementation of pilot river basin management plans, building on the improved policy framework and ensuring a strong participation of local stakeholders.</p><p>In 2019, with the support of EUWI+, groundwater experts from Ukraine and the Republic of Belarus identified transboundary groundwater bodies (GWBs) in the Dnipro River Basin of Ukraine and the Republic of Belarus. In total eight (3 unconfined and 5 confined) transboundary GWBs in Ukraine were identified as transboundary linked with six GWBs in Belarus. As some of these GWBs are significantly large, follow-up studies in 2020 aimed at identifying those sub parts of the GWBs which are subject to transboundary groundwater interaction. Finally, on both sides of the border, transboundary corridors at a distance of 50 km from the state border were identified as sub-zones of the existing large GWBs. This distance was chosen to capture the recharge areas of the zone of active water exchange (watersheds) and the areas of groundwater discharge (river valleys).</p><p>The investigated transboundary territory is located in Polissia, a zone of excessive moisture, where the GWBs are mainly recharged by precipitation - the unconfined GWBs all over the whole territory, the confined GWBs at places where shallow water-bearing rocks occur. In the transboundary zone, the regional recharge area is located in the Ukrainian Shield; most of the aquifers are recharged on its slopes. The direction of groundwater flow is from the Ukrainian Shield towards the artesian basins in Belarus. </p><p>The Ukrainian part of the territory, where the confined aquifers are recharged, is characterised by minor anthropogenic pressures - very low population density and no large industrial enterprises. Therefore, impacts from the Ukrainian side on the GWBs in Belarus are limited. In contrast, the border area in the Republic of Belarus is one of its most developed industrial regions.</p><p>The analysis showed that the groundwater monitoring network in the Ukrainian 50-km transboundary zone has practically been destroyed due to long-term underfunding and it requires substantial restoration. In Belarus, the monitoring network is quite representative and requires some improvements; in some GWBs  the monitoring network is unevenly distributed and in some GWBs, the number of monitoring wells is insufficient</p><p>Within this study a comprehensive set of analytical material on geological-hydrogeological, hydrogeochemical, hydrodynamic aspects of the study area was collected, a number of open issues were identified, which will substantially contribute to the development and harmonization of not only the groundwater monitoring system of the transboundary territory of the Pripyat and Dnieper river basins in Ukraine and the Republic of Belarus, but also the groundwater monitoring system of the countries as a whole.</p>

The EU Flood Directive states that flood risk management plans should focus on prediction, prevention, protection and preparedness. The legal framework of flood management in all countries of Western Balkan is aligned with the EU Flood Directive. Based on the Strategy for Water Management in the Republic of Serbia up to 2034, sector reforms will be implemented in order to achieve the necessary standards in water management. Structural measures (construction of flood defenses). Structural measures identified as “non-regret” in the Action Plan will be implemented through the EU Instrument for pre-accession assistance. The existing system of protection in the Republic of Serbia relies primarily on passive measures. In spite of such important infrastructure facilities, the concept of the fight against floods has proved to be unsustainable in recent times. Whereas the meteorological and hydrological conditions cannot be controlled early warning, preparedness and flood forecasts are essential to reduce the damages of flooding.

Water management has traditionally looked at the physical-chemical measurements which arenot enough to protect the ecosystems in a more detailed watershed management. TheEuropean Union (EU) and Brazil have been attempting to improve their water status by theimplementation of the Water Frame Directive (WFD) and the Brazil's National WaterResources Plan (PNRH) respectively. Despite of many similarities between the policies, theymainly differ in the use of bioindicators. Macroinvertebrates are the most common biologicalindicator used to show disturbances in the water bodies. The aim of this paper is to explainhow macroinvertebrates have been adopted to classify the ecological status of the waterbodies by the Brazilian and EU water policies. In the WFD it was defined the AQEMbiomonitoring program, which uses macroinvertebrates index. On the other hand, the PNRHdoes not require biomonitoring. The use of bioindicators is the main difference between bothwater management policies. It reflects the concept of the water as a resource in Brazil and asan ecosystem in the EU.

In accordance with the EU Water Framework Directive (WFD), Norway has made the river basin the basis for coordination of sectoral policies. New units of River Basin Districts and Sub-Districts have been introduced. In each district, the joint water management plan and program of measures is formulated by cross-sector and multi-level networks. This network structure is added to and clearly subordinated to the primary structure following the sectoral principle and hierarchical steering. Therefore, the WFD objectives of good environmental status of all waters must be integrated into the goal structure and policy priorities of different sector authorities and levels of government. This paper examines whether and, if so, how the activities within the secondary structure of water governance influence the policies and practices of the agricultural sector regarding diffuse water pollution mitigation. The analyses of sector policy documents and water management plans reveal that even though the WFD’s aim of good ecological status of water is integrated into the objectives of the agricultural environmental program, only minor changes have been made in instrument targets and settings. Economic incentives and voluntary measures still dominate. This leads to the conclusion that the corporatist governance mode of the agriculture sector dominates the sector’s choice of policy objectives and instruments.

The Burana Land-Reclamation Board is an interregional water board operating in three regions and five provinces. The Burana Land-Reclamation Board operates over a land area of about 250,000 hectares between the Rivers Secchia, Panaro and Samoggia, which forms the drainage basin of the River Panaroand part of the Burana-Po di Volano, from the Tuscan-Emilian Apennines to the River Po. Its main tasks are the conservation and safeguarding of the territory, with particular attention to water resources and how they are used, ensuring rainwater drainage from urban centres, avoiding flooding but ensuringwater supply for crop irrigation in the summer to combat drought. Since the last century the Burana Land-Reclamation Board has been using innovative techniques in the planning of water management schemes designed to achieve the above aims, improving the management of water resources while keeping a constant eye on protection of the environment.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

The 2003 Stockholm Water Symposium was the first in a new series within the overall topic of Drainage basin security - Prospects for tradeoffs and benefit sharing in a globalised world. Where population continues to grow, and the need increases to produce more food and other goods and services, the complexity of water management also increases. Ways have to be found in which to manage the chain of consecutive users, interests and quality degrading activities in the catchment so that all relevant uses/demands/polluting activities can be properly balanced.

Hydropower plants produce renewable and sustainable energy but affect the river’s physico-chemical characteristics and change the abundance and composition of the aquatic organisms. The impact of large HPPs on the ecological conditions of surface water bodies have been extensively studied, but less attention has been paid to environmental impact studies of small hydropower plants (SHPs). The impact of hydropeaking on both the river flow regime and ecosystems has been well-studied for peaking mode plants, mainly medium to large-sized ones. However, for small hydroelectric power plants, and especially for those in lowland rivers, the available information on water quality, benthic macroinvertebrates communities and fish abundance, and biomass is not sufficient. Ten small hydropower plants were selected, and the ecological status of water bodies was assessed in different parts of Lithuania. The studies were performed at the riverbed upstream from the SHPs, where the hydrological regime has not changed, and downstream from the SHPs. It was found that the small hydropower plants do not affect the physico-chemical values of the water quality indicators. This study demonstrated that the total number of benthic macroinvertebrates taxa (TS) is influenced by the concentration of nitrogen and suspended solids, the water flow, the river area, and the current speed; the number of EPT (Ephemeroptera (mayflies), Plecoptera (stoneflies), and Trichoptera (caddisflies)) taxa is influenced by the concentration of nitrogen and suspended solids. The studied indicators do not have a significant impact on biomass. The SHPs affect the fish abundance and biomass. The Lithuanian fish index (LFI) is influenced by the average depth and area of the river. Some SHPs operating in lowland areas may yield somewhat significant hydrograph ramping but more detailed investigation is needed to support the significance of this impact on the biological indices.
