A methodical approach to the formation of indicators of the information base of management decisions on the development of freight JSC “Ukrzaliznytsia”, which consists in calculating the taxonomy of the level of development of freight by substantiating systems and its elements: eighteen static systems, elements of which are six regional railways; seven dynamic systems – regional branches and in general JSC “Ukrzaliznytsia”. A spatial and temporal comparison of the development of freight transportation of selected systems is carried out. The taxonomy index is calculated on the basis of five indicators of freight traffic for the period 2002-2019. The analysis of static systems made it possible to identify the uneven development of freight transportation of regional branches of JSC “Ukrzaliznytsia” for the studied 18 years. The temporal comparison of the levels of development of freight traffic by each railway in particular also showed their instability. Fluctuations are observed in the last three years of the study period. In 2018, JSC “Ukrzaliznytsia” demonstrated the lowest level of freight transportation development for the entire analyzed year 2002-2019. It was established that both external and internal factors caused the negative impact on rail transportation, in particular: the economic crisis of 2014-2015; military action in eastern Ukraine; ineffective management at different levels of government. The introduction of quarantine measures due to the COVID-19 pandemic caused unprofitable and deteriorating financial and economic performance of JSC Ukrzaliznytsia, and its six regional branches in 2020, in particular, revenues from freight transportation decreased by 10.3% compared to 2019, and net loss amounted to UAH 11.9 billion. Implementing the anti-crisis plan by the management of JSC Ukrzaliznytsia and the improvement of operational work in the freight segment has yielded some positive results. However, for the effective planning and management decisions in the field of freight transportation an important component is the proper formation of an information base. The proposed methodological approach will serve as an effective tool not only in the management of the freight segment of individual regional branches or enterprises in particular, but also the economic development of JSC “Ukrzaliznytsia” in general and can be used by other large companies.

The study focuses on the ambiguity of management decisions in conditions of economic competition and quarantine restrictions. It is concluded that in the field of freight transportation there are antagonistic interests of the environment in the process of making management decisions by managers of JSC “Ukrzaliznytsia”. The classification of information situations related to the uncertainty of the environment is used, according to which the fifth information situation most closely corresponds to the current situation in the market of transport services. The choice of the fifth information situation is due to the factors caused by the government’s decisions to impose quarantine restrictions. Most of these factors have had a negative impact on the expectations of businesses in general and cargo owners in particular. The state of economic competition in the field of freight transportation was studied by analyzing the structure of goods by different modes of transport for January-November 2019-2020, indicating the absence of significant changes or restrictions on freight traffic. Thus, quarantine restrictions did not cause irreparable damage to the railway industry directly, but they indirectly affected a number of indicators. Analysis of economic competition, level of uncertainty, degree of ambivalence of government decisions and structural and dynamic analysis of the market of transport services in January-November 2019-2020, allowed creating a methodology that ensures the validity of management decisions in economic competition and ambivalence of government actions. It consists of 6 stages: formulation of the purpose; formation of the corresponding information base; formation of an expert group; direct survey; selection of the most promising solutions for stabilizing the situation in the field of rail freight; assessment of the homogeneity of the expert group. The application of this technique gives railway companies additional competitive advantages, even in conditions of growing uncertainty and risk.

Subject. The article considers the need to study the financing of investment and innovation processes and creating an effective system of project financing. Objectives. The purpose is to search for new opportunities to enhance the competitive advantages of enterprises of the dairy subcomplex, to ensure their financial stability and steady position in specialized agricultural food-product markets. Methods. The study draws on the theoretical and methodological approach to the impact of project management of innovation and investment activities on improving the efficiency of the project financing system and financial stability of enterprises operating in the dairy subcomplex. Results. The findings show that four levels can be distinguished in the formation and improvement of the system of project financing and the management of innovation and investment activities, depending on the depth of transformation. The principle that provides the integration of the said system with the current model of management of the dairy subcomplex enterprise is defined as a driver. The paper offers a number of levels of the system transformation to gain competitive advantages. Conclusions. I present a mechanism for creating and improving the system of project financing and the management of innovation and investment activities, and a mechanism for interaction of the network of automated information systems, intended to make management decisions, with the automation of information support to innovative solutions.

The article considers the problem of reforming national finances at the present stage of economic development, taking into account the features of the functioning of the national economy and fiscal threats. The purpose of this work is to determine the strategy for reforming the fiscal system and substantiate the main directions of its development. The relevance of the study is due to an integrated approach to the formation of fiscal policy, including both its main components: tax, budget, debt policies, and the need to improve the mechanism to ensure their effectiveness. To implement this mechanism, it is necessary to use both innovative methods of planning and forecasting fiscal flows, and to modernize the legal framework that strengthens the foundations of managerial decisions in the field of finance. Based on the goal, a comparative assessment of the forecast and actual scenarios of the development of fiscal relations in the republic was carried out, the most acute points of fiscal policy formation were analyzed: social payments, tax administration, budget financing, debt obligations, information support for the movement of financial flows. Based on the results of the research conducted in the article, conclusions and suggestions are made regarding all areas of improving fiscal policy as the basis for ensuring an effective national financial management strategy. Priority measures have been identified to reduce the negative impact of risks on the stability of the fiscal system. Instruments of regulatory impacts on negative economic and social trends are determined by the choice of areas of strategic management and the mechanism of their organizational support. Scientific novelty lies in the substantiation of a set of elements of fiscal policy as the basis for developing a strategy for managing national finances that takes into account the increase in the social and economic efficiency of using the financial resources of the state.

The article substantiates the theoretical and methodological principles of forming a methodological platform for diagnosing the economic activity of a trading enterprise as a basis for implementing a diagnostic process focused on the formation of special information used for making management decisions. It is noted that the diagnostics of economic activity of a trade enterprise as a component of management is a set of actions aimed at providing information support to management that requires from management staff systemic theoretical knowledge and applied skills of instrumental methods of identifying economic activity, trends, assessing causes of change, forecasting and the practical implementation of the identified opportunities to increase it, taking into account changes in the business environment and the needs of stakeholders. It is proved that the efficiency of diagnostics of economic activity is ensured by the appropriate methodology, which normalizes the organization of the diagnostic process, procedures and operations into a holistic system with clearly defined prerequisites, component composition and process of their implementation. The methodology framework is determined and the problem tree analysis of the formation of the methodological platform for diagnosing economic activity of trade enterprises is carried out. The architectural structure of the system of diagnosing economic activity of a trade enterprise through a combination of functional and support components, which are defining for productive functioning of the mechanism and efficiency of the diagnostic process, is considered. The sequence of stages of the diagnostic process and procedural aspects of verification of each of them is determined. It is proved that the efficiency of the process of diagnostics of economic activity is provided by an appropriate mechanism, which through a set of rules, special tools, methods and techniques launches and maintains a diagnostic study, thus ensuring the integrity of the diagnostic system. A conceptual model of the methodological platform for diagnosing economic activity of trade enterprises is developed, which integrates the identified preconditions and component composition of the methodology on the basis of systematicity and ensures the effectiveness of the process of obtaining information for management. The developed model allows to deepen and expand understanding of the essence of the system for diagnosing economic activity of the enterprise, its structure, regularities, the purposes and tasks of functioning, to provide high-quality instrumental support of the realization of diagnostic procedures and operations, to streamline the process of reception of the information for making management decisions focused on achieving target parameters of development of economic activity taking into account the dynamic changes in the business environment and consumer preferences.

The success of innovation activities of industrial enterprises to create product innovations depends on many factors. One of the main factors in this list is an objective assessment of their market prospects. This assessment can be carried out using the procedure of marketing testing, as it contains necessary methodological support and tools to determine the commercial prospects of product innovation at each stage of the innovation cycle. The effectiveness of marketing testing largely depends on how successfully organized this process in the enterprise, which actualizes the development of organizational and economic mechanism for managing marketing testing of market prospects for product innovations. This research is devoted to this question. The article presents the organizational and economic mechanism for managing marketing testing of market prospects of product innovations of industrial enterprises. The developed mechanism contains: subsystem of information support (internal and external information), target subsystem (tasks and purposes, criteria and principles of management of marketing testing), control subsystem (subjects which carry out management and functions which they carry out), the managed subsystem (divisions of the enterprise). Involved in marketing testing), providing a subsystem (methods and resources of management) and a subsystem of controlling the procedure of marketing testing of market prospects of product innovations. The mechanism also includes a subsystem of marketing testing, which consists of the author’s theoretical and methodological approaches to assessing the market prospects of product innovations at the stages of the innovation cycle of their development. It is based on the following approaches: theoretical and methodological approach to foresight research of future needs in product innovations; theoretical and methodological approach to the criterion base of evaluation and selection from a number of alternatives of innovative projects for the development of product innovations; theoretical and methodological approach to marketing testing and evaluation of market prospects of product innovations; theoretical and methodological approach to the diagnosis and strengthening of consumer capital of the enterprise; methodical approach, by which decisions are made on the readiness of product innovations to enter the market and complete the work on the procedure of marketing testing. The marketing testing mechanism contains the relationships between the subsystems (influence, coordination, and adjustment, feedback) to obtain an overall result. The result of the implementation of the proposed mechanism is tested for market success, developed product innovation, which is ready for commercialization, which is predicted to succeed, and the developer, thus, will receive all planned revenues and profits from its sale on the market. The conducted analysis is a future basis for the implementation of the developed organizational and economic testing mechanism in the practical activities of domestic innovative industrial enterprises.

This article examines the possibility of automatic collection of overdue receivables using the example of coal producers in the course of legal collection and enforcement proceedings. Researchers used system and business analysis to examine generation of information in the absence of formalized data correlations by formulae and the existence of this information only in the form of management decisions and actions in response to recent developments. At the same time, management decisions and actions are linked in a specific sequence and are regulated by the deadlines at each stage of these events, detailed in both statutory and other enterprise regulations. Using the infological model the researchers proposed to create an automated workplace that ensures timely information support of litigation work and enforcement proceedings in collection of overdue receivables, as for each debtor or contract, and in general for all claims.

The main task is to select a model for creating a reliable system for analyzing urban freight traffic. Demand assessment models were chosen as input data because they are the most representative for assessing urban freight transport performance.

The issues of psychosocial and other impact of COVID-19 on the epidemiological specificity of the disease are considered in the interests of effective medical, psychological and social interventions to preserve the epidemiological well-being in society during the period of the COVID-19. It is shown that the spread of this disease had a sharply negative impact on the economy, in particular, of our country, since for a long time certain industries that served as sources of budget revenues were paralyzed, and the populations ability to pay sharply decreased, the volume of financial inflows into the service sector decreased, which is reflected in the field of public health. Therefore, within the framework of the anti-crisis COVID-19 measures, one can single out such areas as education, employment, support for vulnerable groups and information support, which are carried out in various countries based on the existing practices, methods and financial capabilities. In addition, the fact that the current outbreak of COVID-19 provokes stigmatization and discriminatory behavior of society towards representatives of certain ethnic groups, as well as towards people suspected of having contact with carriers of the SARS-CoV-2 coronavirus infection, is of great epidemiological significance. The widespread prevalence of COVID-19 is believed to be not a pandemic, but a syndemia (not just comorbidity, but an integration that identifies biological and social interactions important for prognosis, treatment and health policy), characterized by biological and social interactions between conditions and conditions, interactions that increase a persons susceptibility to harm or worsen their health. Thus, in the case of COVID-19, the fight against non-communicable diseases (hypertension, obesity, diabetes, cardiovascular and chronic respiratory diseases, cancer, snake bites, epilepsy, kidney disease and sickle cell anemia) and socioeconomic inequality will also become a prerequisite for its successful containment.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

A layered architecture for freight transportation demand modeling entails the construction of a statewide freight transportation demand model by separately simulating traffic for one commodity at a time. Layers can then be added together to construct a comprehensive model that includes the most significant freight flows. Most state or regional economies are dominated by a few economic sectors, and models can be constructed for those sectors that generate the most freight traffic and/or are the most important to the regional economy. Freight traffic demand modeling in intercity applications is more likely to focus on economic development, local infrastructure improvements, maintenance, and similar policy and planning concerns than on system capacity issues. Thus, it is more important to understand changes in traffic growth by economic sector than as the composite of all freight traffic. This method is less data intensive and more easily understood by transportation professionals than previous approaches. The layered approach is therefore more likely to achieve the desired objectives than would general models, which attempt to forecast heterogeneous freight transportation demands simultaneously. This approach is demonstrated through a case study using the meat products and farm machinery industries in Iowa. Other commodities will be added in the future to complete a model of Iowa’s statewide freight transportation demand. A framework is presented for organizing and identifying planning goals, key issues, and predominant commodities for intercity freight transportation. Although examples are provided, specific recommendations addressing the full range of issues, data collection activities, tools, and urban applications are suggested for further study. A case study demonstrates the approach used for one issue, one mode, and two commodities, which could be repeated elsewhere for similar applications.
