This introductory chapter introduces a “crisis of counting” during the early years of the People's Republic of China (PRC). In its simplest form, the crisis in the PRC was understood as a problem of building a centralized statistical system. At the heart of the varied solutions attempted by Chinese statisticians was a contentious debate about the very nature of social reality and the place and efficacy of mathematical statistics—in particular, probability theory—in ascertaining that reality. This debate played out against a backdrop populated by three divergent methodological approaches to statistics and statistical work. After all, abstract ideas about the nature of the world, whether defined by chance or certainty, have real world consequences. Chinese deliberations over such questions and their engagement with the Ethnographic, Exhaustive, and Stochastic approaches during the 1950s exemplify some of those consequences. The chapter unpacks these choices and traces how statistics in its various forms—as a (social) science, as a profession, and as an activity—came to be formulated and practiced, shedding light on fundamental questions germane to the histories of the People's Republic, statistics and data, and mid-century science.

This chapter focuses on the theoretical and ideological justification of socialist statistical work. It also provides an assessment of Soviet technical aid and introduces the Soviet statistical experts who were instrumental in helping organize statistical activity in the People's Republic of China (PRC). The chapter first uncovers and understands the socialist critique of statistics and, second, analyzes the role of the Soviet statistical experts who spent time in China and who were instrumental in the rise of socialist statistics to a position of epistemological and administrative dominance. It provides a discussion of the 1950s (or, more accurately, the years after 1945) as a period when the imperative to ascertain social fact took on added urgency throughout the world. There existed, however, competing approaches to ascertaining social fact. The chapter thus moves on to the rise of socialist statistics, in particular its rise in the Soviet Union (USSR), and contrasts it with other approaches to statistics. It then explores the Soviet experts who spent extended periods of time in the PRC, examining the variety of ways—teaching, translation of textbooks, and consultation—by which their expertise was mobilized by the Chinese as it sought to disseminate a correct understanding and implementation of socialist statistics.

Over time, the fields of economics and ethics have become more distinct with economics focusing on the rationality of actors, the incentives they face, and the outcomes of interacting within an amoral market setting. However, in the real world, economics and ethics are more interconnected. Humans are social and ethical beings regardless of setting. Recent studies have shown that individuals reward trustworthiness, punish dishonesty, and can develop meaningful social bonds within markets. Economists, seeking to better understand the world, should incorporate ethics into their economics. We argue that Adam Smith is an exemplar of pursuing a fuller approach to social science, and utilize his arguments on both economics and ethics to advance a study of ethical markets.

The socio-environmental challenges the world faces are ‘swamps’: situations that are messy, complex, and uncertain. The aim of this paper is to help disciplinary scientists navigate these swamps. To achieve this, the paper evaluates an integrative framework designed for researching complex real-world problems, the Integration and Implementation Science (i2S) framework. As a pilot study, we examine seven inter and transdisciplinary agri-environmental case studies against the concepts presented in the i2S framework, and we hypothesise that considering concepts in the i2S framework during the planning and delivery of agri-environmental research will increase the usefulness of the research for next users. We found that for the types of complex, real-world research done in the case studies, increasing attention to the i2S dimensions correlated with increased usefulness for the end users. We conclude that using the i2S framework could provide handrails for researchers, to help them navigate the swamps when engaging with the complexity of socio-environmental problems.

To understand the distinctiveness of ports under state socialism, it is necessary to shift the focus from the built environment to flows of people, goods, knowledge and capital. In so doing, this article examines the operation of Yugoslavia's main shipping line, Jugolinija, from its inception in 1947 until 1960. This enterprise was based in the port of Rijeka, with both firm and port experiencing rapid growth during this period. The impact of state socialism can be seen in the primacy of the political over the profitability of the firm, with Jugolinija used to advance Yugoslavia's foreign trade and foreign policy, its interests being subordinated to the project of building self-managed socialism. It can also be seen in the unique challenges posed by having to operate at the intersection of the global market and a highly regulated economy – a situation that also created opportunities for the firm as a whole, as well as for its employees, who had access to foreign currency, travel and knowledge of the world. Jugolinija's privileged access to the world in what was still very much a closed society also created opportunities for ‘leaks’ of personnel and goods. Finally, socialist ideology left its imprint on Jugolinija's operations and shaped the ways in which its employees understood their work and the place of the firm within the Yugoslav economy. While it is tempting to see state socialism as ‘getting in the way’ of Jugolinija's business, in actuality the firm was remarkably successful both at operating within the Yugoslav socialist state framework, and capitalizing on the opportunities provided by access to the global market. Jugolinija's employees, in turn, profited from the mobility that came with working for the firm, sometimes at the expense of the enterprise and the state.

The computer has revolutionized the use of statistical techniques in social science research. In recent years microcomputers have begun to replace large mainframe computers in such applications as word processing, accounting and data base management. While the use of microcomputers as statistical processors is still in its infancy, and existing software leaves a lot to be desired, the economics and convenience of statistical work on microcomputers point to an increasing role for micros in this area.This article will survey the costs and benefits of doing statistical work with microcomputers. It is not a discussion of individual statistical programs but instead focuses on the general issues of what you need and what you can expect to do.

Before the onset of the industrial revolution, China and India were the two biggest powers in Eurasia. Their total population comprised almost half of the world’s population. And the GNP of premodern China was half of the combined GNP of the world. Before circa 1600 CE, most of the textiles and iron in the world were manufactured in these two countries. China and India suffered a temporary eclipse during the age of colonialism. However, with the rise of the economic and military power of China and India from the late 20th century, it seems that these two countries are bound to reclaim their traditional positions as big powers in the international system. However, there is a caveat. In the premodern era, the Himalayas prevented any intimate contact between the ‘dragon’ and the ‘elephant’. But, from the mid-20th century, advances in technology, economic competition and the annexation of Tibet by the People’s Republic of China (PRC) among other factors resulted in China and India coming into direct contact with each other. The result has been cooperation–competition–conflict. And this has had consequences not only for these two countries but for the whole world. The present article attempts to trace the troubled trajectory of India’s China policy from the late 1940s (when these two countries became independent) up to the present day.

Gigerenzer and his co-workers make some bold and striking claims about the relation between the fast and frugal heuristics discussed in their book and the traditional norms of rationality provided by deductive logic and probability theory. We are told, for example, that fast and frugal heuristics such as “Take the Best” replace “the multiple coherence criteria stemming from the laws of logic and probability with multiple correspondence criteria relating to real-world decision performance.” This commentary explores just how we should interpret this proposed replacement of logic and probability theory by fast and frugal heuristics.
