Рассматривается вопрос применения информационно-технологической безопасности в процессе подготовки офицерских кадров для нужд Федеральной службы войск национальной гвардии Российской Федерации. Акцентируется внимание на том, что образовательная сфера претерпевает существенные изменения, что в свою очередь вносит огромное корректирующее значение в процесс обучения будущих офицерских кадров Росгвардии. Описывается, что военная наука существенно отличается от традиционной системы образования в гражданских образовательных учреждениях и развитие военного образования осуществляется как самостоятельная отрасль специального образования. Приводится проблематика проводимых исследований по эффективности процесса обучения в военных образовательных организациях высшего образования Росгвардии, данные исследования набирают колоссальную популярность и значимость. Описаны основные значимые тенденции развития информационно-технологической безопасности как составной части информационной безопасности, дается понятийное определение информационно-технологической безопасности, что ставит обеспечение безопасности на одну из передовых позиций, реализующих определенные интересы государства и общества в информационном обмене. Рассматриваются существующие уровни информационно-технологической безопасности по критериям ее использования. Описывается информационная направленность в военном образовании, которая позволит достичь определенных образовательных целей в ходе подготовки будущих офицерских кадров для нужд Росгвардии. Делается акцент на то, что применение информационных технологий в процессе обучения не заменит полностью опыт профессорско-преподавательского состава по направлению соответствующей отрасли, а только облегчит понимание и усвоение курсантами учебного материала. В заключительной части делается обобщающий вывод о том, что информационно-технологическая безопасность выдвигает на первоочередную позицию проблематику, имеющуюся по вопросам обеспечения информационной безопасности в ходе подготовки будущих офицерских кадров Росгвардии. The article deals with the application of information technology security in the process of training officers for the needs of the Federal Service of the National Guard of the Russian Federation. Attention is focused on the fact that the educational sphere is undergoing significant changes, which in turn makes a huge corrective value in the process of training future officers of the Russian Guard. It is described that military science differs significantly from the traditional education system in civilian educational institutions and the development of military education is carried out as an independent branch of special education. The problems of ongoing research on the effectiveness of the learning process in military educational institutions of higher education of the Russian Guard are given, that these studies are gaining tremendous popularity and significance. The main significant trends in the development of information technology security, as an integral part of information security, are described, a conceptual definition of information technology security is given, which puts security in one of the leading positions that implement certain interests of the state and society in information exchange. The existing levels of information technology security are considered according to the criteria for its use. The informational orientation in military education is described, which will allow achieving certain educational goals in the course of training future officers for the needs of the Russian Guard. An aspect is made that the use of information technologies in the learning process will not completely replace the experience of the teaching staff in the direction of the relevant industry, but will only facilitate the understanding and assimilation of the educational material by the cadets. In the final part, a generalizing conclusion is given to the fact that information technology security brings to the fore the issues available on the issues of providing information.

Attention to women’s low participation in information technology is framed in Canada and elsewhere in terms of concern over availability of well-qualified human resources (ITAC & IDC, 2002) as well as equity issues (Applewhite, 2002; Ramsey & McCorduck, 2005). In most of these discussions, IT Professional is equated with Computer Scientist or Engineer in spite of the evidence that the profession is more diverse. This article suggests that while those directions are worthwhile, the very definition of “information technology professional” framed in the discourse may have unintended consequences which tend to exclude women. Framed by the literatures on gender and institutionalization of professions, this article applies critical discourse analysis to a variety of “texts” concerning the IT profession in Canada as well as available empirical data. Critical discourse analysis focuses on surfacing the political structures which underlie taken for granted assumptions (Fairclough, 1995). We maintain that while it is critically important to continue to attract females to study computer science and engineering, it is equally important to ensure that multiple paths are available and respected and that narrow definitions are not systemic barriers to the participation of women in the IT profession. In addition, more inclusive definitions which broaden the perspective on information technology (and match the reality of the industry) will promote good technology practices.

A comprehensive and dynamic definition of information technology will help develop and coordinate interventions to ensure that a viable, diverse, and talented workforce is available to support information technology innovation, development, implementation, maintenance and application. A viable, diverse, and talented workforce is essential if the United States is to remain competitive in the economy. It is therefore necessary to establish consensus among information technology stakeholders on a definition of information technology prior to proceeding with classification of the workforce and development of educational programs. Wiki and ontology (Topic Maps) are two recent information technology innovations that provide the technological infrastructure necessary to achieve these goals.

The article deals with the problem of forming the readiness of future officers of the national guard of the Russian Federation to perform service and combat tasks in extreme situations within the walls of military educational institutions of higher education in the course of educational activities. The directions of modeling the main factors of the enemy's combat resistance, the impact of extreme situations on students, through practical actions and the use of mental capabilities of the students themselves, are proposed.

The article examines the perspectives of cross-media in the field of political journalism and positioning of relevant publications in the modern media. It focuses on the psychological aspects of perception of materials of political journalism by the readership. The basic description of media tools for improving journalistic publications of political content is represented. In the sphere of political information the transition from traditional to the newest forms of information exchange, in which communications, based on technological mechanisms, become the priority. In different countries of the world, the information environment is modified in terms of new technologies, which are gradually moving into the Ukrainian information space. In journalism it is traced factually the transition into cross-media age. In the article, except the general definition of cross media as “the ability to distribute information in convincing, user-friendly and visually understandable form with various communication tools and platforms”, an alternative definition is proposed for a better understanding of this information phenomenon. The need for cross-media research in the field of political journalism is related to the general reformation of the Ukrainian information space into a cross-media version. The results of the study can be used in the form of addendum to journalist lectures in educational institutions, as well as as practical application in the work of young journalists, advertisers and publishers.

The article is devoted to the General characteristics of the competency approach introduced in the training of investigators as part of training in specialized educational institutions of the MIA of the Russian Federation. Recognizes the crucial role of the investigative unit of the MIA of Russia in the implementation of law enforcement, the investigation of crimes. The necessity of modernization of the system of professional training of investigators in the framework of specialized universities in connection with the constant complication of the tasks solved by these employees in the framework of their professional activities is substantiated. Such modernization is largely associated with the introduction of a competency-based approach that ensures the formation of the necessary set of knowledge, skills and personal qualities of students. This approach also makes it possible to objectively assess the level of training of a specialist in the framework of higher education. Attention is drawn to the existing difficulties of implementing the competence approach. The article points to the need for a uniform understanding of the terms "competence" and "competence", discusses modern approaches to the interpretation of these concepts. The analysis of the approaches to the definition of the types of competencies and investigative personnel of the interior Ministry, educated in government schools. The article also presents the authors ' opinion on the understanding of the forensic aspect of the formation of professional competencies of investigators of the Ministry of internal Affairs of the Russian Federation.

Рассмотрена профессиональная подготовка курсантов вузов войск национальной гвардии, проведен анализ состояния процесса формирования профессиональной готовности курсантов вузов Росгвардии к управлению подразделениями при охране общественного порядка. В качестве основных методов исследования использовались анализ, синтез ведущих идей, сравнение, сопоставление. Выявлены основные пути повышения эффективности профессиональной готовности. Выработаны рекомендации при определении содержания военно-профессионального обучения в вузах Росгвардии. The main research methods used were analysis, synthesis of leading ideas, comparison, and comparison. The main ways to improve the effectiveness of professional readiness are identified. Recommendations are developed when determining the content of military-professional training in the universities of Rosgvadiya.
