Healthcare activities and all that are related with it are conducted by people. This single fact has brought up many precautions about patients and about information related with their health. Using information and communication technologies to support this kind of information requires particular attention about what happens, namely about who can use it and for what it can be used. This chapter intends to identify the vulnerabilities that could be explored, using an international security standard to support a proactive attitude in face of potential threats that explore the identified vulnerabilities, damaging organizational information assets. Another intention is the establishment of a basis of references in information security to define a level of risk classification to build a referential to the potential that a given threat has to exploit the vulnerabilities of an asset, preventing damages to personal and organizational property, including information, and also activity continuity.

The chapter “The Evolution of Virtual Currencies: Analyzing the Case of Bitcoin” by Manrique and Manrique was recently published in the book Information and Communication Technologies in Public Administration. It was written at the height of the bitcoin controversy when its value skyrocketed and waned. More than a year has passed since research on that was undertaken, and it seems that the issues with regards to bitcoin as a virtual acceptable currency has calmed down. It is the purpose of this chapter to give an update on the status of bitcoin as a currency and to determine its stability and ability to become a real currency.

The design of information and communication systems for e-government is burdened with a host of conflicting objectives. For example, systems should be standardized and stable, but at the same time they should also be flexible and responsive to the needs of various stakeholder groups. When systems are designed properly, ICT (information and communication technologies) features can help resolve some of the tensions created by conflicting objectives. This chapter uses duality theory as a basis for a new framework that demonstrates how many of the tensions found at various stages of e-government (development, implementation, and adoption) can be reframed as dualities. When e-government systems are designed for duality, ICT mitigates many of the barriers and obstacles and increases the system's effectiveness and acceptance by the citizenry.

Concerns with global warming prompted many governments to mandate increased proportion of electricity generation from renewable sources. This, together with the desire to have more efficient and secure power generation and distribution, has driven research in the next-generation power grid, namely, the smart grid. Through integrating advanced information and communication technologies with power electronic and electric power technologies, smart grid will be highly reliable, efficient, and environmental-friendly. A key component of smart grid is the communication system. This paper explores the design goals and functions of the smart grid communication system, followed by an in-depth investigation on the communication requirements. Discussions on some of the recent developments related to smart grid communication systems are also introduced.

Recent technological developments allowed to envision the low-power (solar power) and low-cost (open hardware) sensor devices (Agrisens/FieldServer/Flux Tower/FieldTwitter) with multimode (ZigBee/WiFi/3G/WebGIS) information and communication technologies (ICTs), a model in which is christened as GeoSense. Integrating these multimode and multi-level communication systems with distributed ambient sensory network location-based service (LBS) is a challenging task, which could be a potential technology for monitoring various natural phenomena. This integrated model is introduced to provide and assist the rural stakeholders with real-time decision support system (DSS) with dynamic information and modeling services for precision agriculture through GeoSense cloud service. This GeoSense research has been experimented in semiarid tropics in India under Indo-Japan initiative on multi-disciplinary ICT program.

PurposeThe study is designed to explore the application of information technology in various operations and services in special libraries in Kuwait.Design/methodology/approachThe data were collected through a questionnaire accompanied by interviews with head librarians in 25 special libraries in Kuwait.FindingsThis study provides baseline data on the current status of the application of information and communication technology (ICT). The majority of the libraries are partially automated. The library catalogue was found to be the most popular area for automation. More than one fourth of the libraries are still using manual systems in their library operations and services. Lack of adequate personnel, ICT training programs, and low priority of libraries within their organization are major obstacles for ICT application in special libraries.Practical implicationsThis paper will have implications for the development of special libraries in Kuwait. It also indicates existing obstacles, difficulties, suggestion and recommendations for further development.Originality/valueIt is the first study of the status of ICT applications in special libraries in Kuwait. Its findings should help researchers and decision makers to improve the current information infrastructure

Modern mobility and adaptation of transport and communication systems to the requirements of the inhabitants are both inseparable elements of the developed concept of smart cities. One of the important stages in the implementation of this concept is the planning stage, taking into account the complexity and a large number of determinants that impact the effectiveness of decisions related to the planning of transport, communication and logistic systems. The purpose of the article is to lay out a model of a system based on the integration of selected Internet of Things tools used in smart cities to support urban development planning processes in the scope of the ongoing modification of transport, public communication and logistic systems. The model was developed on the basis of the cooperation between the authors and the boards of selected cities’ observations made during the authors’ travels and on the basis of identification and analysis of IT systems types and ICT (Information and Communication Technologies) tools in use within the smart city concept. The need to integrate IoT tools in support of the smart city concept resulted from the synthesis of previous research experience and the existing gap between the capabilities and the scope of applications of the tools in discussion. The results of the analysis allowed to develop a procedure that in an automated way allows to improve the communication, transport and logistics order in the area of interested cities.

The recent transformations in scientific communication are reviewed. These changes are owing to information and communication technologies increasingly used by scientific community. The main trends in the “Big Science” scientific communication are specified. The developing system of book and periodical publishing, scientific events, scientific schools and invisible colleges is discussed. The institution of peer reviewing is described. Presentation of library and information scientific publications in international science citation databases is characterized. Main features of scientific schools and invisible colleges within library and information science under the circumstances of wide use of information and communication technologies are defined. The conclusions are made on the status of scientific communications and communications between researchers and practitioners. The modern digital communication channels enable to enhance the interaction and to apply research findings to the library and information sphere which, in its turn, will support greater transparency and visibility of scientific activities and research and their intensive use by professional community.

Empowered by the emergence of novel information and communication technologies (ICTs) such as sensors and high-performance digital communication systems, Europe has adapted its electricity distribution network into a modern infrastructure known as a smart grid (SG). The benefits of this new infrastructure include precise and real-time capacity for measuring and monitoring the different energy-relevant parameters on the various points of the grid and for the remote operation and optimization of distribution. Furthermore, a new user profile is derived from this novel infrastructure, known as a prosumer (a user that can produce and consume energy to/from the grid), who can benefit from the features derived from applying advanced analytics and semantic technologies in the rich amount of big data generated by the different subsystems. However, this novel, highly interconnected infrastructure also presents some significant drawbacks, like those related to information security (IS). We provide a systematic literature survey of the ICT-empowered environments that comprise SGs and homes, and the application of modern artificial intelligence (AI) related technologies with sensor fusion systems and actuators, ensuring energy efficiency in such systems. Furthermore, we outline the current challenges and outlook for this field. These address new developments on microgrids, and data-driven energy efficiency that leads to better knowledge representation and decision-making for smart homes and SGs.

This research aimed to identify the basic problems and gaps in the process of introducing information and communication systems and technologies in institutions of higher professional education and to outline the possibilities of their later use as the main component of e-education. Research methods: systematization, generalization, comparative analysis, systems analysis, logical approach, synthesis. Results. Based on the analysis of the results of the introduction of information and communication technologies during the organization of training in higher professional education establishments, the urgency of using information technology training technologies was proven; the advantages and disadvantages of e-learning and distance (distance) education platforms were considered; it was distinguished which technical means of information communication systems and technologies were most effective under the condition of a rational combination of the most recent and traditionally existing means of teaching.
