This research aimed to identify the basic problems and gaps in the process of introducing information and communication systems and technologies in institutions of higher professional education and to outline the possibilities of their later use as the main component of e-education. Research methods: systematization, generalization, comparative analysis, systems analysis, logical approach, synthesis. Results. Based on the analysis of the results of the introduction of information and communication technologies during the organization of training in higher professional education establishments, the urgency of using information technology training technologies was proven; the advantages and disadvantages of e-learning and distance (distance) education platforms were considered; it was distinguished which technical means of information communication systems and technologies were most effective under the condition of a rational combination of the most recent and traditionally existing means of teaching.

The article deals with the potential application of information and communication technologies in modern higher professional education, which serve as a continuous source of creation and implementation of innovations in the educational process and teaching foreign languages. The author of the article describes the didactic functions and methodological potential of educational technologies as a tool for the development of students’ professional competencies, the forms of their use and methods of effective implementation in teaching foreign languages in the process of professional training of IR (International Relations) students. The article analyses various approaches to the use of information and communication technologies in the process of teaching foreign languages and highlights the advantages and disadvantages of their use. The examples of the application of these technologies in teaching foreign languages of IR specialists, which help to enrich and diversify the educational process, are given.

Elaboration and implementation of electronic educational resources and its main component electronic content is an integral part of information and communication technologies development. An overview of properties of information, which fills the resource, enables to identify different types of electronic content: text, graphic, interactive and video one. The article focuses on the research of interactive content, since it provides opportunities for continuous communication between participants in the educational area and facilitates their interaction. An analysis of existing online services and platforms is carried out in the article. The classification of electronic educational resources is developed based on the types of interactive content through the lens of their potential capabilities: tests and crosswords; quizzes, games and polls; interactive posters; multiservices. The description of H5P and LearningApps multiservices is provided; their advantages and disadvantages when using in the mathematics lessons are specified. The practical basis of the research is development of interactive posters through H5P and Thinglink services. This allowed to outline the principles of their creation and most appropriate ways to use in the educational process. In addition, the blogs and authors’ interactive posters developed by mathematics teachers during the certification program "Pedagogical program tool "Designer of Interactive Poster" are analysed. The importance to select the interactive content based on the educational goal and objectives is emphasized.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

The article is devoted to the methodological problem of the use of information and communication technologies in the system of higher education. The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

It goes without saying that the advances of Information and Communication Technologies have brought many changes in various forms of traditional commerce including gambling industry. Nowadays, e-gambling has dramatically changed the way of wagering and is considered as one of the fastest growing sectors of contemporary e-commerce. Every day even more individuals are moving from terrestrial to online gambling venues or start wagering exclusively online taking advantage of the numerous playing options. Characteristically, the global internet gambling gross market is expected to exceed US$51 billion by 2018. Consequently, its dynamics has forced many researchers to investigate e-gambling scientific field from different perspectives trying to gain an improved insight into gamblers behavior in the cyberspace. This chapter aims to investigate the perceived advantages and disadvantages of terrestrial versus online gamblers towards e-gambling activities focusing on university students. Furthermore, it aims to identify possible similarities and differences between the two groups examined.

The design of information and communication systems for e-government is burdened with a host of conflicting objectives. For example, systems should be standardized and stable, but at the same time they should also be flexible and responsive to the needs of various stakeholder groups. When systems are designed properly, ICT (information and communication technologies) features can help resolve some of the tensions created by conflicting objectives. This chapter uses duality theory as a basis for a new framework that demonstrates how many of the tensions found at various stages of e-government (development, implementation, and adoption) can be reframed as dualities. When e-government systems are designed for duality, ICT mitigates many of the barriers and obstacles and increases the system's effectiveness and acceptance by the citizenry.

Nowadays, information and communication technologies (ICT) are being used in the mental health field to improve the quality of the services provided. Several studies refer both advantages and disadvantages for these practices. E-therapy appears as a new way to help people in their life and existing relationships, and there is proven evidence that online therapy helps, for instance, to reduce depression symptoms. It is also seen as a complement of the technological and traditional techniques, to improve the effectiveness and efficiency of the therapeutic process. As a matter of fact, some people tend to be more comfortable with the computer than in face-to-face therapy. Besides patients and physicians, other direct players could be found in this domain, namely, families and caregivers. All players will be directly affected by the use of existing services and thus, a correct assessment of the effectiveness of e-therapy solutions and studies is required. eSchi is a multimedia portal that enables an e-therapy setting for schizophrenia patients. Currently under development, the system is described and future trends in the area are depicted.
