Using Duality Theory to Reframe E-Government Challenges

The design of information and communication systems for e-government is burdened with a host of conflicting objectives. For example, systems should be standardized and stable, but at the same time they should also be flexible and responsive to the needs of various stakeholder groups. When systems are designed properly, ICT (information and communication technologies) features can help resolve some of the tensions created by conflicting objectives. This chapter uses duality theory as a basis for a new framework that demonstrates how many of the tensions found at various stages of e-government (development, implementation, and adoption) can be reframed as dualities. When e-government systems are designed for duality, ICT mitigates many of the barriers and obstacles and increases the system's effectiveness and acceptance by the citizenry.

Today, technological achievements that significantly influence communication management are Social Networks in virtual environment. The latest research clearly indicates that this trend is going to last in the future. It is considered as a fact that there are many changes and innovations in the field of information and communication technologies during the past few decades. Development of communication technologies has provided a new framework for organizing corporate communication processes, both internally and externally. Channels for the transfer of relevant information had been faced with huge technological improvement, but fact analysis and former research do not provide insight into specific motivation patterns for usage of Social Networks among employees, nor into their influence on Communication Satisfaction within the organizations.

Concerns with global warming prompted many governments to mandate increased proportion of electricity generation from renewable sources. This, together with the desire to have more efficient and secure power generation and distribution, has driven research in the next-generation power grid, namely, the smart grid. Through integrating advanced information and communication technologies with power electronic and electric power technologies, smart grid will be highly reliable, efficient, and environmental-friendly. A key component of smart grid is the communication system. This paper explores the design goals and functions of the smart grid communication system, followed by an in-depth investigation on the communication requirements. Discussions on some of the recent developments related to smart grid communication systems are also introduced.

Recent technological developments allowed to envision the low-power (solar power) and low-cost (open hardware) sensor devices (Agrisens/FieldServer/Flux Tower/FieldTwitter) with multimode (ZigBee/WiFi/3G/WebGIS) information and communication technologies (ICTs), a model in which is christened as GeoSense. Integrating these multimode and multi-level communication systems with distributed ambient sensory network location-based service (LBS) is a challenging task, which could be a potential technology for monitoring various natural phenomena. This integrated model is introduced to provide and assist the rural stakeholders with real-time decision support system (DSS) with dynamic information and modeling services for precision agriculture through GeoSense cloud service. This GeoSense research has been experimented in semiarid tropics in India under Indo-Japan initiative on multi-disciplinary ICT program.

Introduction. The article gives an assessment of the e-government development in Russia from 2008 to 2018. E-government contributes to the development of the state’s information infrastructure, improves the effciency of public service delivery to the society and attracts the public to participate in the process of developing and adopting government decisions. The article presents a comparative analysis of the development of the electronic government of Russia with other countries. The key issues of improving e-government in Russia are identifed on the basis of the UN e-government development index. This indicator allows assessing whether the state is ready to provide electronic public services to citizens and what are its opportunities for using information and communication technologies in providing these services.Materials and methods. Electronic government has become the subject of a wide range of disciplines, including political communication and sociology. Currently, scientists are paying increasing attention to the intersection of technological factors, equipment and culture in the adoption and use of information and communication technologies (ICT), e-government research has begun to demonstrate some diversifcation. Russian scientists mostly focus on the statistic data of implementation of egovernment and consequences for governance and society. This investigation is based on following methods: 1) content-analysis of offcial documents of the Russian Federation concerning e-government; 2) declarations and interviews of offcial authorities; 3) monitoring of mass media; 3) international and national statistics data analysis.Study results. Russia has relatively good indicators of e-government development in the world (according to UN e-Government Development Index), and the introduction of e-government is quite fast. But, in comparison with the leading countries, Russia still lags far behind in many respects because of: huge territory; low level of distribution of electronic services; low activity of mobile communication; weak dynamics of the increase in the number of Internet users; lack of the necessary law regulatory framework; low computer literacy of many government offcials.

The digitalisation in the manufacturing and industrial sectors has been fast ‘exported’ in tourism industry as well. The technological revolution has highly affected both the supplier and the consumer of tourism products and services. There is recently an increasing attention from the industry and academia in order to highlight the challenges of ICT use in tourism and the drivers of “smart tourism” in world level. Our study joins these efforts with the goal to observe the use of information and communication technologies in Albanian tourism and detect the elements of smart tourism in it. The survey and interviews with a sample of experienced medium size tourism companies were used to assess the expansion of ICT in their overall activity. The data collected and processed did enable to point out the penetration of digital technologies in Albanian tourism. Further on, some features of smart tourism are highlighted and some drivers of digitalization in Albanian tourism are brought to the attention of stakeholder groups.

The relationship between the perspective of sustainable development of States and the degree of their involvement in scientific and technological progress has been considered. The role of information and communication technologies in the development of society, as well as the importance of the Internet in the modern world to provide information and communication functions have been noted. The data describing the spread of the Internet in the countries of the world have been presented. The trend of increasing the number of Internet users has been traced. The high efficiency of digital communications in comparison with traditional means of communication has been emphasized.Such an important sphere of application of information and communication technologies in Russia as E-Government has been highlighted, the range of tasks assigned to it, advantages and possible problems in its use have been characterized. Ten countries as leading providers of public services and information via the Internet have been defined. The criteria for assessing the level of E-Government development: the online service index, the telecommunications infrastructure development index, the human capital index, as well as a single indicator – the E-Government development index, have been considered. The high place of Russia in the ranking of countries that have implemented E-Government has been noticed. The importance of ensuring transparency and accountability, protection of personal data, ensuring uninterrupted service and preventing the emergence of a digital barrier when using E-Government has been emphasized.Areas, where digital services are particularly needed, have been described. The experience of ten leading countries in the implementation and use of E-Government, as well as in the field of communication of government structures and entrepreneurship has been studied and analyzed. Such important aspects as the need to develop effective, convenient, secure services for online services, the feasibility of automating business reporting, conducting tender purchases in a digital format, and the introduction of cloud computing in the public sector have been highlighted. The development of digital services should be accompanied by ensuring the security of staying in the digital space and improving the computer literacy of citizens. Implementing digital innovation is necessary, but it should not be an end in itself.

The use of information and communication technologies (ICT) is increasing rapidly in many spheres of contemporary life in Europe. The ethical use of ICT in all areas of its application is of growing importance. This is especially evident in the field of healthcare. The regional, national, and Europe-wide electronic aspects of health services and systems are related fundamentally to these two developments. This chapter explores the relevance of ethics to eHealth generally. It outlines two main contrasting ideas that have influenced ethical thought: Kantian ethics and consequentialism. It investigates the ways in which teaching and practice for ICT professionals and trainees can be enhanced and extended to increase the awareness of ethical issues in eHealth. It takes as examples two technological applications that are in increasing use in the eHealth field: electronic health records and radio frequency identification devices. The chapter ends with a brief discussion and conclusions about how this ethical awareness can be expanded beyond ICT professionals to other stakeholder groups, and to other eHealth technologies or applications.

Modern mobility and adaptation of transport and communication systems to the requirements of the inhabitants are both inseparable elements of the developed concept of smart cities. One of the important stages in the implementation of this concept is the planning stage, taking into account the complexity and a large number of determinants that impact the effectiveness of decisions related to the planning of transport, communication and logistic systems. The purpose of the article is to lay out a model of a system based on the integration of selected Internet of Things tools used in smart cities to support urban development planning processes in the scope of the ongoing modification of transport, public communication and logistic systems. The model was developed on the basis of the cooperation between the authors and the boards of selected cities’ observations made during the authors’ travels and on the basis of identification and analysis of IT systems types and ICT (Information and Communication Technologies) tools in use within the smart city concept. The need to integrate IoT tools in support of the smart city concept resulted from the synthesis of previous research experience and the existing gap between the capabilities and the scope of applications of the tools in discussion. The results of the analysis allowed to develop a procedure that in an automated way allows to improve the communication, transport and logistics order in the area of interested cities.

Empowered by the emergence of novel information and communication technologies (ICTs) such as sensors and high-performance digital communication systems, Europe has adapted its electricity distribution network into a modern infrastructure known as a smart grid (SG). The benefits of this new infrastructure include precise and real-time capacity for measuring and monitoring the different energy-relevant parameters on the various points of the grid and for the remote operation and optimization of distribution. Furthermore, a new user profile is derived from this novel infrastructure, known as a prosumer (a user that can produce and consume energy to/from the grid), who can benefit from the features derived from applying advanced analytics and semantic technologies in the rich amount of big data generated by the different subsystems. However, this novel, highly interconnected infrastructure also presents some significant drawbacks, like those related to information security (IS). We provide a systematic literature survey of the ICT-empowered environments that comprise SGs and homes, and the application of modern artificial intelligence (AI) related technologies with sensor fusion systems and actuators, ensuring energy efficiency in such systems. Furthermore, we outline the current challenges and outlook for this field. These address new developments on microgrids, and data-driven energy efficiency that leads to better knowledge representation and decision-making for smart homes and SGs.

This research aimed to identify the basic problems and gaps in the process of introducing information and communication systems and technologies in institutions of higher professional education and to outline the possibilities of their later use as the main component of e-education. Research methods: systematization, generalization, comparative analysis, systems analysis, logical approach, synthesis. Results. Based on the analysis of the results of the introduction of information and communication technologies during the organization of training in higher professional education establishments, the urgency of using information technology training technologies was proven; the advantages and disadvantages of e-learning and distance (distance) education platforms were considered; it was distinguished which technical means of information communication systems and technologies were most effective under the condition of a rational combination of the most recent and traditionally existing means of teaching.
