Purse siene fishery is a capital-intensive and labor-intensive business, but it carries considerable business risk due to climate change, increased operating costs, decreased fish stocks and unstable fish prices. The purpose of this study was to determine the financial feasibility of a purse seine fishery business in Buton Waters. This research was conducted in October 2020 in Balimu Village, South Lasalimu District, Buton Regency, Southeast Sulawesi Province. This study used a survey method using a questionnaire. Data were analyzed descriptively quantitative. The results showed that the average amount of profit earned during the peak fishing season was IDR 277,263,939 / month. The NPV value is IDR 4,021,035,338 (> 0), the Net B / C Ratio value is 6.63 (> 1), the R/C Ratio value is 6.10 (> 1), the IRR value is 2.87 ( > 15% interest rate), the payback period is 8 months and 5 days, and the ROI value is 2.31%. Thus, purse seine fishery activities in Balimu Village, South Lasalimu Subdistrict during the peak fishing season are financially feasible.

Knowledge on seasonal fishing pattern is essential in fisheries research in order to increase the effectiveness of fishing and at the same time protecting the fishing ground from excessive fishing practices. Determining the seasonal fishing pattern of large pelagic fishes, namely large tuna (yellowfin and bigeye), small tuna (mackerel) and skipjack tuna were the objective of this study. Data from the 2013-2015 fishing operation time series were used to analyze the fishing season using the percentage average per unit effort (CPUE) method. The main focus of this study was purse seine fishery. The research showed that high fishing season of large pelagic fishes allegedly occurred during May to July, which reached its peak on May. On the other hand, low fishing season occurred during January to April, with the lowest on March. There were similarities between large tuna, small tuna and skipjack in term of their seasonal fishing pattern, although they did not show any good correlation (r<0.5). This might due to fact that even tough large tuna, small tuna and skipjack tuna shared the same ecological niche but apparently, they did not show any interaction (symbiosis) but competition.

During the time, framework of fisheries resources management was based on reference point of potency value and criteria (maximum sustainable yield), while net growth of fish stock and fisheries dynamics have been ignored. From data combination available obtaining result of size of fish stocks was dynamic due to change of parameters of surplus production. The Level maximum sustainable yield showes that CMSY method of Gompertz was higher than logistics method, on the contrary EMSY compared to lower than logistics method. Consequently, these results were obtained the level of BMSY (biomass at level maximum sustainable yield) and the peaks of exploitation from purse seine fishery were also diffrent, for Gompertz method revealed that the level of BMSY (37% from initially biomass) occurred in the period of 1978 to 1981, while logistics method (50% from initially biomass) occurred in the period of 1990 to 1992. Trend biomass in state of decline reached 92 to 96,5% from intially biomass for Gompertz method, while for the method of logistics reached 70 to 93% from intially biomass. Seems that the development of purse seine fisheries (catch effort) followed function growth logistics rather than the function growth Gompertz. However, the decrease of fish stock pelagic supported by the catch of pelagic fish showed a declining trend, while fishing days have tend to increase.

This study aims to analyze the factors that affect income levels, estimate economic value, analyze financial feasibility and study alternative policies for the development of goldfish (Cyprinus carpio) cultivation in floating net cages in an effort to develop fishery potential in Koto Panjang Hydroelectric Reservoir, Kampar Regency, Riau Province. The sampling location is determined based on (purposive sampling). The method used in this research is a survey method. Determination of the population in the study using the Census method. Factors that significantly influence the income of goldfish cultivators (Cyprinus carpio) at the real level α = 5% are the yield (HP) kg / unit and the number of cages (JK) unit. The surplus value of goldfish cultivation producers (Cyprinus carpio) is IDR 42,102,269,258.00 / year. The results of the analysis of the financial feasibility value (NPV) of Rp. 77,136,617.10, - / unit for the volume of cages 6 x 6 x 4. Whereas for the volume of cages 6 x 8 x 4, it has a value (NPV) which is much greater than Rp. . 173,394,632.39, - / unit. The second value (NPV) is positive based on the criteria for a feasible business investment if the value (Net B / C) is greater than 1, the value (IRR) is the same as 12.00% for both cage size categories. The sensitivity analysis shows that the cultivation of goldfish (Cyprinus carpio) KJA in the Koto Panjang Hydroelectric Power Plant is more sensitive to changes in decreased production compared to changes in decreasing price of carp feed (Cyprinus carpio). Based on the Exponential Comparative Analysis (MPE), it is found that the best alternative development policies to be developed and implemented are capital strengthening and improvement of facilities and infrastructure related to fish cultivation development.
