The article considers the procedure for financing of the construction of regional roads on the basis of the life cycle contract. Under the existing procedure for financing road construction projects, the main burden at the stage of the implementation is experienced by the private partner, which can lead to the risk of non-fulfillment of obligations under the contract of the road project. To reduce the level of risk, it is proposed to use phased financing of the project by the state partner, especially before the commissioning of the facility.

Purpose – This paper aims to identify and examine valid project termination reasons and the rebidding strategies of road construction project. Rebidding strategies is one of the measures to restructure terminated/troubled road construction project. Design/methodology/approach – An instrument which comprised 82 items entitled “Project Termination and Rebidding Strategies in Road Construction Projects in Nigeria” (PTRS) was developed to evaluate 60 randomly sampled road projects using qualified project/site managers and engineers as project respondents for the purpose of securing valid information on the terminated and rebid road construction projects. Mean, standard deviation and factor analysis shall be used as analytical tools in identifying valid termination reasons and rebidding strategies and as well as the relationship between them through regression analysis. Findings – The paper’s findings revealed major project termination reasons and rebidding strategies. It further indicated significant relationship between variables which constitutes project termination reasons and rebidding strategies through regression analysis. Practical implications – The outcome of the paper could be of immense benefits during the procurement phase of public project, especially regarding road construction. Stakeholders involved in the road procurement should seek relevant information concerning the road project reprocurement from the expert prior to contractual obligations. Originality/value – Major challenges confronting the road construction project involve inappropriate procurement practices which frequently culminate into late deliveries of project. Rebidding strategies serve as a model through which cost, time and quality needs of the project client can be reassured in restructuring a terminated/troubled project.

AbstractThe work contains information on the implementation of surveying works in the road construction process. The aim of the research was to identify geodetic risk factors occurring at the stage of preparation of a construction project, the presence of which can greatly disrupt the undertaking such as the road construction. The research was carried out on the basis of expert knowledge, documentation obtained from various road construction projects and the analysis of disturbances at the initial stage of works.

Abstract The overall rise in deaths from preventable communicable diseases in the African Region is of utmost concern from a public health perspective. Sub-Saharan Africa (SSA) is home to a severe generalized HIV epidemic with the value of targeted health promotion only recently gaining momentum. The transport sector and transport corridors represent a major transmission route for HIV, fueled by unemployment, multiple sexual partnerships, gender-based violence (GBV), migrant workers and poor access to quality health information and services. In Tanzania, targeted sensitization and health promotion interventions spanning two major road corridors and their large-scale construction projects led to improved knowledge and behavior change among the road construction workers, community leaders and local residents in the communities along the road project as measured during a baseline and end line survey. Taking a comprehensive approach to health promotion the road project in Tanzania focused on: Educational and behavioral change campaigns, aimed via road shows at creating awareness on HIV and AIDS, STI, TB and GBV and encouraged people to know their sero status at mobile outlets of the HIV Counselling and Testing Services (HTS) during community bonanzas, featuring edutainment.Training peer educators from communities and road construction workers on basic knowledge and communication skills to transfer information along the roads, within the communities and in the nearby schools.Establishing village multi-sectoral HIV/AIDS committees.Development of SBCC materials with targeted messages to road construction workers and community members, developed jointly with multiple stakeholders.HIV Testing Services in collaboration with districts and health facilities along the roads.Capacity development of health workers and relevant stakeholders. Lessons learnt can provide guidance for similar settings in SSA and stimulate also a fresh view on promotive activities in Europe.

Some road construction projects use petrasoil additive to increase soil stabilization, one of then is the Improvement of Tabarfane-Hokmar (Chemical Petrasoil) Road Project in Aru Selatan Timur District, Aru Islands. To obtain the influence of petrasoil aditive material as soil stabilization in swamp areas, a research is needed. petrasoil additives that powder shape are dissolved in water with 3 variations, namely 500 liters, 750 liters, and 1000 liters of water. Tests which carried out include compaction testing, index properties, and CBR. The results showed that the addition of petrasoil mixture with water without being combined with other added ingredients could lead to increasingly unstable soil conditions where the soil water content increased and the dry weight of the soil diminished, meaning that soil density decreases, and the CBR value of soil decreases.

The article deals with current problems of the road construction projects adaptation to the global climate change realities. It is shown that the existing regulations do not take into account the risks of extreme thermal processes. The method for the events statistical analysis of the extreme temperature realization are presented. The high-resolution statistical studies results of previously unknown regularities of the maximum and minimum temperatures intensity fluctuations evolution in the period from 1973 to 2009 are presented. Quantitative forecasting of tendencies in realization of the maximum and minimum daily temperatures for the period of all life cycle of buildings is shown. These estimates are intended to account for extreme temperature loads in the design of road construction objects and engineering systems. The paper first presented quantum regularities of the air temperature variations in the surface layer of the atmosphere obtained by the author and previously unknown. As an example, the article deals with the statistical analysis of the extreme temperatures variations in London. The graphic materials over the statistical studies of the maximum and minimum temperatures intensity evolution a period of more than 36 years are presented. The results of studies of integral and differential trends into the maximum and minimum temperatures evolution are given. The article deals with the forecast of the warming expected rate in London until 2067.

The concept of sustainability in the road construction sector is a complex issue because of the various steps that contribute to the production and release of greenhouse gas (GHG) emissions. Addressing this issue, the European Commission has put various policy initiatives in place to encourage the construction industry to adopt circular economy (CE) and industrial symbiosis (IS) principles e.g., the use of recycled materials. Cooperativa Trasporti Imola (CTI), a company located in the Emilia-Romagna region (Italy), has been chosen for the current case study to examine practices, management, and the industrial symbiosis network among various companies in the road construction and rehabilitation sector. In this regard, the use of steel slags, obtained by an electric arc furnace (EAF), and reclaimed asphalt pavement (RAP), obtained by the deconstruction and milling of old asphalt pavement have been investigated. Two mixtures of recycled hot Mix Asphalt (HMA) i) were prepared incorporating different recycled material percentages for the wearing and binder course, respectively, ii) were characterized in terms of size distribution, strength modulus and volumetric properties, iii) and finally were compared to the performances of two mixtures entirely designed by virgin materials for the wearing and binder course, respectively. Therefore, the Life Cycle Assessment (LCA) tool was chosen to evaluate the environmental impacts that affect the designed road life cycle. The results show that recycling RAP and EAF slags in a CTI batch plant provides benefits by reducing the consumption of virgin bitumen and aggregates and by reducing CO2eq emissions. Finally, practical implications on the use of recycled materials in new asphalt mixtures from a life cycle and industrial symbiosis perspective are provided.

A large acreage of land is occupied temporarily or permanently by road construction projects. In the later stage of road construction projects, land reclamation is a key issue for land resource protection. Basing on investigation and study, this paper is to conclude the land reclamation methodology and key technologies, and provide technical reference.

Purpose: Major road construction projects across Kilifi County have experienced delays in delivery due to a majority of contractors, both local firms and government agencies, failing to adhere to agreed-upon completion dates.it is in the backdrop of these problems that influenced the researcher to establish the influence of time management on the implementation of road projects in Kilifi County. The main purpose of this study was to examine the influence of time management on the implementation’s road constructions projects in Kilifi County.Methodology: The study adopted cross sectional research design and collect data using questionnaires from 120 engineers/project managers, supervisors/inspectors and technicians/foremen from 12 organizations including five construction companies involved in urban road construction projects in Kilifi County, five service providers whose utility facilities run along road construction corridors in Kilifi County, and two state corporations charged with the management of road construction in Kenya. Data was analysed using both descriptive and inferential statistics with the help of IBM SPSS Statistics. Descriptive analysis involved the use of frequencies, percentages, mean and standard deviation in order to summarize the results of the various study variables. Inferential analysis involved the application of Pearson correlation and regression analysis to determine the nature of relationship between time management and implementation of road projects in Kilifi County.Results: The study found out that activity sequencing positively and significantly affects road constructions projects in Kilifi County (r = 0.688, P=0.000 < 0.01). The study further determined that a unit improvement in activity sequencing would lead significantly lead to improvement in road project implementation (β = 0.127, t = 2.037, P=0.044 <0.05). It was also determined that resource estimation positively and significantly affects implementation of road constructions projects in Kilifi County (r = 0.721, P = 0.002 < 0.01). the analysis also showed that a unit improvement in resource estimation would lead to a unit improvement in road project implementation (β = 0.218, t = 2.741, P = 0.005<0.05). The study also determined that activity control significantly and positively predicts implementation of road constructions projects in Kilifi County (r = 0.909, P= 0.000< 0.01). The regression analysis showed that a unit improvement in activity control would significantly lead to an improvement in implementation of road construction projects in the county (β = 0.173, t =3.045, P = 0.003<0.05). Finally, the study found out that institutional capacity affects road projects implementation (r = 0.558, P=0. .003 < 0.01). It was also determined that institutional capacity has moderating influence on the relationship between time management and road project implementation (β = 0.185, t = 4.302, P=0.000 < 0.05).Unique contribution to theory, policy and practice: The study recommended that for effective time management during implementation of road construction projects, there should be stakeholder involvement as this will facilitate ideas and perspective. Stakeholder involvement in time management and planning, will better their correspondence, improve accuracy of information, increase credibility and acceptance findings and finally improve the quality road constructions projects in Kilifi County.

Abstract: The mountain roads are impacted by social, environmental and economic challenges. The financial management around the road construction and rehabilitation requires fine management and administrative skills to be done effectively by the local and the federal authorities. The objective of this study is to understand the factors affecting the low-cost road construction and rehabilitation in the unstable mountain areas and to analyze the solutions to the specific barriers. The materials and methods used here is a best evidence review focusing on the existing literature that emphasizes on the above-mentioned research problem. Global evidence has been used in order to draw a greater idea and explanation about the research topic. The results focus on the importance of technology leadership, financial management, risk control and mitigation, sociocultural benefits and socioeconomic scalability of the low-cost road construction and rehabilitation projects. The workforce management and stakeholder relations are very important as well for the effective running of the construction projects without any interference. The partnerships between the public and the private organizations is very much vital for ethical and regulatory compliances which is one of the major findings of the study. The sociocultural impact and the road traffic safety considerations are to be assessed properly in order to prevent and mitigate any project risk which is also a very important finding.
