Abstract: Mount Merapi is one of the most active volcanoes in the world that has a periodic eruption cycle between two to seven years. This condition forced the community be prepared and had to evacuate periodically. Communities were evacuated to public buildings such as barracks, village halls, multipurpose buildings and sports buildings that were not originally designed  for temporary evacuation shelter. The National Disaster Management Agency (BNPB) has set a standard for minimum needs related to evacuation buildings as stated in Perka BNPB No. 7 of 2008 concerning Guidelines for providing assistance to meet the basic needs of disaster victims in a coordinated, effective and accountable manner. This study aims to see the degree of physical suitability of public buildings as temporary evacuation shelter based on standards. The study was conducted on 30 public buildings in Cangkringan District, Sleman Regency, DIY. This study found that government buildings such as village hall and sub-district offices have high potential to be utilized as temporary evacuation shelter in the term of capacity and accessibility. Nevertheless, the addition of facilities such as fire protection, bathrooms need to be added to adjust to the existing capacity. Supervision and integrated planning in building public facilities, including self-funded religion facilities that accommodate the needs of temporary evacuation shelter is esential for functioning the public building as temporary evacuation shelter.   Kata Kunci: Public building, temporary evacuation shelter, natural disaster, feasibilityAbstrak: Gunung Merapi adalah satu gunung api teraktif di dunia yang memiliki siklus erupsi berkala antara dua hingga tujuh tahun sekali. Kondisi ini mengakibatkan masyarakat harus mengungsi secara periodik. Masyarakat diungsikan ke bangunan publik seperti barak, balai desa, gedung serbaguna dan gedung olahraga yang tidak dirancang sebagai bangunan evakuasi sementara. Badan Nasional Penanggulangan Bencana (BNPB) telah mengatur standar kebutuhan minimal terkait bangunan evakuasi sesuai yang tertuang pada Perka BNPB No. 7 Tahun 2008 Tentang Pedoman Tata Cara Pemberian Bantuan Pemenuhan Kebutuhan Dasar sebagai panduan dalam pemberian bantuan guna memenuhi kebutuhan dasar korban bencana secara terkoordinasi, efektif, dan akuntabel. Penelitian ini bertujuan melihat derajat kesesuaian fisik bangunan publik sebagai bangunan evakuasi berdasarkan standard yang telah ada. Penelitian dilakukan pada 30 bangunan publik yang terdapat di Kecamatan Cangkringan, Kabupaten Sleman, DIY. Pada penelitian ini ditemukan, bangunan pemerintahan (balaidesa dan kantor kecamatan) memiliki potensi yang tinggi dialihfungsikan menjadi bangunan evakuasi sementara. Fasilitas proteksi kebakaran dan kamar mandi perlu ditambahkan sesuai dengan kapasitas yang direncanakan. Pengawasan dan perencanaan terpadu dalam membangun fasilitas publik yang mengakomodasi persyaratan sebagai tempat evakuasi sementara sangat penting untuk memfungsikan bangunan publik sebagai tempat evakuasi sementara.Kata Kunci: bangunan publik, tempat evakuasi sementara, bencana alam, kelayakan

The aim of this article is to describe decision making groups participating in the process of public buildings refurbishment, to identify their needs of knowledge about public building refurbishment process and to analyze the knowledge dissemination channels. The knowledge dissemination channels used in “BRITA in PuBs” project are described, web‐based decision support tools for the building refurbishment are analyzed. Web‐based decision support are grouped, the examples of their usage in the practise of public building refurbishment process are presented. In the last chapter of article the Intelligent Life Long Learning Tutoring System is presented. According the material of the “BRITA in PuBs” project the study module of public buildings refurbishment was created.

This paper aims to show the current state of energy consumption and accompanying energy indicators in the public building sector in The Autonomous Province of Vojvodina, Serbia. The public building energy consumption data (healthcare, administration and schools) was collected by surveys supported by on-site measurements, calculations and interviews with people responsible for energy monitoring. Statistical processing of the collected data on the real extent and manner of energy usage in public buildings in Vojvodina was used. This paper presents energy indicators which are on average three times higher than allowed by Serbian Ordinance and what is currently present in neighboring European Countries. It is of the utmost importance to use this data and its implications as a catalyst for the implementation of energy management in the public building sector and an increase in energy efficiency.

This study examines the publicness level of the interior spaces of public buildings. As a method, VGA (visual graph analysis) is used for analyzing the early design phases of selected municipal service buildings. In this study, the authors utilized from VGA for quantifying the publicness level of the two selected architectural competitions of municipality buildings. The method allows us analyzing the floor plans of each project in obtaining an eventual assessment of permeability and accessibility which give an idea of the levels of publicness comparatively. Subsequently, representation parameters are compared under two main criteria: connectivity and integration. The aim of the study is to understand the level of publicness and efficiency of spatial settings for the users circulating in the public buildings, which have dissimilar plan schemes. This method would be used by the designers for early design stage and provide useful feedback for understanding the level of accessibility and permeability of the structures and adjust their schemes accordingly.

<p>The 19<sup>th</sup> century was a period of significant transformations in Ottoman architecture in terms of the professionalization of discipline and the actualization of new construction technologies and architectural styles. The basic reason for this situation was the changing politics of Ottoman rulers that was based on the aim of achieving westernization in every aspect of life. In this context, an architectural medium has occurred especially in public building constructions where western based design approaches dominated the architectural production. Whereas, public buildings having different architectural characteristics than this westernization based architectural production, were also constructed in different peripheries of the empire. It is argued in this article that public buildings with polyglossia architectures were built in those regions that were generally concentrated on the facades and had architectural qualities different than the public building constructions executed mostly in İstanbul and other central cities of the empire. In this framework, the characteristics of these polyglossia observed on public building facades that contributed to the formation of architectural diversities in the empire are aimed to be examined. These polyglossia approaches that didn’t transform into stabled architectural styles are evaluated within the framework of the design components and constructional elements applied on the buildings.        </p>

Although the Department for Education and Skills' ‘Classrooms of the Future’ and ‘Design Exemplar Initiative’ are to be welcomed (arq 7/3+4, pp244–279), they should not be allowed to obscure the far-reaching issues involved in the Public Finance Initiative (PFI). As a procurement process, PFI represents a massive investment in social programmes and public building projects: the estimated £34 billion in contract or commissioned gives an indication of this. PFI transfers the responsibilities and risks associated with the procurement, delivery and management of public buildings and estates over a period of 25 years to the private sector, and almost none of the expenditure involved is reflected in the Public Sector Borrowing Requirement. This makes it highly attractive to government, but the question remains as to how much it mortgages the nation's future because it merely defers and extends borrowing. If schemes mature at a time of recession or serious budget deficit, the implications could be highly damaging.

Covid-19 became the biggest non-natural disaster in the world in 2020. It first broke out in Wuhan, China, and then spread to other countries including Indonesia. The public is in uncertainty and receives a lot of information about Covid-19 through various media. This condition is exacerbated by the spread of hoax related to Covid-19 which is difficult to contain. The purpose of this study was to analyses society's behavior related to the spread of the Covid-19 hoax. This research uses a survey method with a quantitative approach. The results of the study concluded that respondents' knowledge about Covid-19 and hoax was very adequate. However, most respondents are hesitant and are in a position that can sometimes distinguish hoax, sometimes not because of the large amount of information obtained every day. The public panic at Covid-19 caused hoax to continue to be spread in the hope that the information could be useful in preventing and treating. While the respondents did not spread Covid's-19 hoax, because they considered the information to be incorrect, not useful, and harmful to the health of others, and they wanted to break the chain of hoax distribution to themselves.

The world has changed and reform of the water sector is necessary to meet the growing challenges. It is argued that sustainable water services are unobtainable without consideration of the following elements: separation of delivery of services from the policy function; viable scale of operations; integrated planning; finance and cost recovery to avoid general subsidies; a change from general subsidies to those targeted on the poor; transparency and public participation and some form of independent scrutiny with above all effective leadership and management. The public-private argument is unproductive and energies should be focussed on the fundamental reforms. Suppliers to utilities can be most effective working in partnership to achieve win-win situations.

One of the most challenging aspects of buildings at present times is the process of merging thermal with environmental qualities in architecture. Therefore, to execute this process, it is necessary to have healthy and sustainable design strategies. One of the main problems in this joint strategy is providing efficiency, quality, and aesthetics within the buildings. Raising the question of this topic in the public buildings makes this issue even more complex and more emblematic. Before delivering a certain indoor quality of the structures, there is a tremendous necessity of proposing sustainable and efficient design approaches. Accordingly, in this text, wood buildings are taken into account. This research integrates sustainability and thermal aspects of public building design such as libraries. For that reason, the application of the results may find a place between various design methodologies to indicate thermal qualities.

The maintenance of public building is evasive without a conscious practice of  building surveying as it avails the maintenance personal insight  that informs the building maintenance this The research evaluates the practice of building \surveying in South-East Nigeria  and its impact in the maintenance of public buildings. It was pursuit through the use of a structured questionnaire. Public buildings within Abia, Enugu and Imo state of study were studied with the respondent drawn from the users and officials in charge of the maintenance of the building.  A total of 390 questionnaires were administered with 314 returned giving a response rate of 80.5%.  A random sampling technique was adopted and the data was analyzed using a computer based Software SPSS version 21. Result were presented using statistical tools Mean, Relative Importance Index (RII).The result revealed among others that there is  no significant development in the condition of public buildings in South East states. In addition, the problems associates with building maintenance have significantly affected the building conditions in the study area. Proactive and well planned maintenance are recommended as against corrective measure commonly used. Prompt replacement of nonfunctional, aged or malfunctioning building parts. Government should ensure that most of the public buildings have a maintenance policy and there is an effective communication between the maintenance department and the building occupants. Government should ensure that there is a condition survey for the public building adopting the approach of the framework developed in this study.
