The study aims at finding the results of applying the criteria of governance on the development of human resources in the big local organizations in Qalqilya. It also attempts to find the importance, criteria and indications of governance and requirements to measure their effects on human resources development. The researcher used the analytical descriptive method to achieve the aims using a questionnaire designed for the purpose. It was distributed to a random sample of 20% of local organizations’ workers in Qalqilya, Azzoun, Hablah, Kufr-Thulth and Jayyous. The results of the study assured the positive effective role of applying the governance on the human resources development in the local organizations in Qalqilya without being affected by the variables of gender, organization’s location, nature of position, qualifications and experience. The researcher recommended the necessity of adopting the concept of governance by the local organizations and applying its principles and criteria there, in addition to consolidating the tasks of censorship by following, practising and implementing the criteria of governance in the big local organizations.

The study aim to examine the impact of educational leadership on human resources development of Jordanian university. The study is an analysis descriptive research and the methods will be use survey in order to collect information needed for get the results. The population of the study includes all Jordanian universities. The sample of the study will includes (200) professors working in governmental universities located in Amman city. The study results indicated that there are positive attitudes towards educational leadership, the study also indicated that there are positive attitudes towards variables: communication, learning, influence, confidence, and knowledge. The study results accept main hypotheses that states: There is a statistically significant impact of educational leadership on human resources development of Jordanian university. The study results also accept the first three sub hypothesis which related to the impact of (communication, learning, and influence) on human resources development of Jordanian university, but the study results reject the sub hypothesis which related to the impact of (confidence, and knowledge). The study recommended to identify best practices in leadership styles, for positive change at the university, and how to increase the absorption of the change points when their employees, and to support and provide all the resources that help educational leadership in order to achieve: communication, learning, influence, confidence, and knowledge.

Purpose The study aims to explore the extent to which human resources development quantifies the economic growth of BRICS countries under the globalization era by controlling country differences. Design/methodology/approach The study used the Generalized Method of Moments (GMM) and Scheffe pairwise comparison tests to quantify the impact of the variables and the level of difference among the BRICS countries onto human Resources development. Findings The study observes that the impact of human resources development on economic growth of BRICS counties is significant but limited to few countries. The study reveals that countries such as India and South Africa are unable to utilize their human resources efficiently to promote economic growth, as compared with Russia, China and Brazil. The study further argues that there is urgent need of amalgam of various economic development theories keeping in mind the regional needs to extract the positive impact from human resource on economic development. Research limitations/implications The single limitation of this research is that it was not possible to compare the results with other developing countries to unleash the capabilities of human resources development with regard to economic growth at the universal level. Originality/value To the best of the authors’ knowledge, this paper is the first of its kind to analyze human resources development at a much deeper level. The paper has chosen variables which are important from the policy perspective of government rather than the working perspective, which is a great contribution. Further, for human index the variables chose covering major aspects of human development from spending perspective.

This study aimed to investigate the impact of human resources development strategy on achieving the sustainable organizational excellence in the Yemeni banks. To achieve this objective, the analytical descriptive method was used. The study population consisted of 1314 employees from 10 Yemeni banks. The study sample of (306) was selected by using a non-stratified random method. The data were collected by a questionnaire. The collected data were processed and analyzed using the SPSS.  The results of the study revealed that there was a discrepancy in the impact of the variables of the human resources development strategy on achieving the sustainable organizational excellence in the Yemeni banks. The highest degree of impact was found in the variable of innovation development strategy, whereas the lowest degree of impact was found in the human resources training strategy. In light of the findings, the study recommends that the Yemeni banks need to enhance the emphasis on achieving the sustainable organizational excellence of all dimensions and increase their attention to the implementation of human resource development strategy of all dimensions as this has a positive impact on achieving the sustainable organizational excellence.

Subject, objective of the study. The role of human resources at the present stage of society development is revealed. Globalization determinants are distinguished. Adjustment of the role of human resources amid intensification of globalization impact on all components of human life is illustrated. The influence of modern globalization tendencies on labour activity is determined. Hereupon industrial and informational approaches to the definition of the subsence of labour are figured out. The analysis of globalization factors influence on the development of human resources is made. The objective of the study is to analyze globalization determinants impact on human resources development. Method and methodology of research design. General scientific and specific methods and techniques of scientific research are used: induction and deduction, when determining the role of human resources at the present stage of society development; analysis and synthesis, when determining the impact of modern globalization tendencies on labour and human resources development; scientific abstraction and systematic analysis, when emphasizing globalization factors. Study findings. Findings of the impact analysis of globalization factors on human resources development are presented. Globalization factors are identified. The peculiarities of their effect are characterized. Conclusions. Taking into account current tendencies in the development of society, the role of human resources is being increased. They determine the potential opportunities, ensure competitiveness rate and shape the future trajectories of development. Intensification of globalization process effect leads to the need for constant development and self-improvement of a person in order to meet modern requirements and increase individual competitiveness rate. We identify some key globalization determinants, which affect human resources development: economic, political, technological, educational, social and cultural. These factors peculiarities mean the chain reaction which cause the factor`s performance initiated by other`s impact. Nowadays there are significant changes in the work activity, the nature of labor, in which the highest creative activity of a person is considered to be the most important. The result is the creation of a unique product that simultaneously satisfies the needs of a person in the development of abilities, self-realization, and at the same time satisfies the needs of others.

The purpose of this study was to determine the impact of widyaiswara competencies, changes in curriculum and infrastructure to training participants' satisfaction in the Human Resources Development Agency of West Java Province. In this study all the training participants of PIM III in the Human Resources Development Agency budget for 2017 and 2018 amounted to 370 people. The total sample is 192 people, the sampling technique uses the stratified random sampling method. The location of this study is in BPSDM, West Java Province, located on Jl. Colonel Maturi KM 3.5 No. 11, West Java. The analysis technique uses Partial Least Square (PLS) Software. The results showed that the widyaiswara's competence had a significant impact on participant satisfaction. Changes in education and training curriculum have a significant impact on participant satisfaction. Education and training infrastructure facilities have a significant impact on participants' satisfaction in education and training. Widyaiswara's competencies, curriculum changes and infrastructure facilities had an impact on the satisfaction of Diklatpim III participants in the Human Resources Development Agency of West Java Province. In general, this study concluded that the new pattern of education and leadership training according to the Head of Regulation of the State Administration Agency Number 19 of 2015 received positive responses from training participants and mentors, such as direct supervisors of participants in building high performance in institutions and training participants.Keywords : widyaiswara competence, curriculum change, facilities and infrastructure, training participants satisfaction

In the effort to win competitions, organizations can improve their employee’s performance by developing their human resources and personality. For that reason, this research is to analyze the impact of development of human resources and personality toward competence and employee’s performance. This is a quantitative research. 150 employees of PT. Barata Indonesia participated in this study. The data were collected using questionnaires and analyzed using path analysis, which were processed using AMOS. The result reveals that (1) human resources development have a positive effect to competence, (2) personality development have a positive effect to competence, (3) human resources development significantly have a positive effect on to employee’s performance, and (4) personality development have a positive effect  to employee’s performance. Hopefully, this research might complete the previous studies and could be useful for the company to determine its policy directions in developing their human resources and personality, and it also can make the company to survive from the higher industrial competition.
