Cooperation across the Russia-EU border has been drawing much attention in recent years. The majority of studies point out programs’ efficacy, high density of border institutions and resistance to geopolitical risks among other factors. These advancements can be explained by the theory of multilevel collaboration which implies that diverse and multiple cooperation institutions can effectively distinguish matters of high politics from practical issues concerning interests of those living along the external borders.The article aims to analyze the impact of cross-border cooperation programs (CBC Programs) on the thematic, institutional and spatial structure of the cross-border relations.The research is grounded in the overview and analysis of a large volume of empirical data including reports and descriptions of cross-border cooperation programs, data provided by the regional governing agencies, as well as 76 semistructured interviews obtained from regional experts as part of several research expeditions by the Laboratory of Geopolitical Studies of the Institute of Geography RAS taken place over the period from 2011 to 2018.Main characteristics and long-term trends of the cross-border program approach are examined as follows: growth in governmental coordination on various agency levels aimed at development and implementation of mutually beneficial partnerships, creation of joint program management bodies, development of uniform policies and joint funding sources for projects, and interest in maintaining an equal level of collaboration.It is revealed that gradual rise of the programs’ role in cross-border cooperation in the area contributed to the restructuring of its institutional systems, launching selection process for the existing border institutions (euro-regions, crossborder regional councils, and others), as well as triggering the synergy effect among them and the transborder forms of cooperation.The main characteristics of spatial partnership structures are identified. These include those consisting of high concentration of project activities taking place within large urban centers along the external borders and those asymmetrical to cross-border interactions. The former is especially pertinent to the Russian side of the border where just a small number of such centers are involved in up to 70-80% of project activities. Even fewer number of Russian cities initiate their own collaborative projects. A gradual spatial shift of cooperative projects toward the areas immediately proximate to the borders, as well as the decrease in asymmetry of transborder cooperation are identified as the new trends by the author.

The importance of cross-border cooperation in the socio-economic development of the border regions is emphasized and the need to develop its strategic directions is grounded. The authors confirm that the strategy of cross-border cooperation should be one of the sections of the state regional policy and policy of the border territorial entities, should contain key operational and thematic objectives, cover the financing mechanism and features of the instruments for its provision. The author’s approach to the definition of the main stages of the process of formation of the cross-border cooperation strategy at the regional level is proposed, their content, functional characteristics and key parameters for the implementation of the measures are disclosed. According to the author’s approach, the process of forming of cross-border cooperation strategy at the regional level should include the following steps: 1) identification of long-term goals of cross-border cooperation in the main functional areas: sustainable development, employment, tourism, transport, communications, environment, security, border infrastructure, etc.; 2) analysis of potential of transboundary regions in the retrospective and strategic aspects with specification of the matrix of SWOT analysis; 3) institutional and managerial support for cross-border cooperation; 4) determination of the most rational forms of CBC; 5) justification of volumes and sources of financial support of cross-border cooperation; 6) selection of CBC financing instruments; 7) definition of strategic alternatives and justification of the strategy of cross-border cooperation; 8) implementation, monitoring, control and evaluation of the impact and risks of cross-border cooperation. The process of forming of CBC strategy involves its implementation, monitoring, control, evaluation of performance and risks. This stage involves the study of the effectiveness of the CBC implementation, the degree of convergence and integration of transboundary regions in the context of risk management that accompanies this process. The strategy of cross-border cooperation should clearly define the overall long-term priorities of cooperation in terms of their specificity, time and financial dimension, flexibility and consistency. Strategic goals should reflect the basic European values and promote convergence of the regions of the countries on both sides of the border.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

Since the beginning, the European Union has believed and promoted the idea that an increase in cross-border cooperation contributes to enhanced European integration. This means that cross-border cooperation supports sustainable development along the EU’s internal and external borders, helps reduce differences in living standards and addresses common challenges across these borders. The aim of this paper is to examine the cross-border initiatives between Romania and Hungary with a special focus on the INTERREG projects, which have provided new sources of funding for cross-border activities and regional development in the RomanianHungarian border area. In this context, the cooperation has intensified in the last two decades, especially since Romania joined the EU in 2007. The research proves that cross-border projects and initiatives represent an important source of funding for this type of intervention, when no similar funding sources are available.

Greater Copenhagen is often cited as a good example of cross-border cooperation. Shared historical contexts and socio-political willingness have meant that considerable resources have been invested into the development of infrastructure in this region. The Öresund fixed link constitutes the most important element of this infrastructure, facilitating a cross-border public transport system which ties the region together. This public transport system in turn underpins the social, economic and environmental sustainability of the cross-border region. The aim of this study is to investigate the issues at play with respect to improving the coherence of this cross-border public transport system, in relation to ticketing and public transport information in particular. This study comprises the compilation and analysis of the perspectives of the actors involved in and affected by the development of the cross-border transport system. In total, twelve semi-structured interviews were conducted. Six predominant themes emerged from the analysis of the empirical material: “Focus on the customer”, “The Other Side”, “Tidying up at home first”, “Political challenges”, “Back to basics” and “The low-hanging fruits”. It became apparent that the prioritization of internal and organizational issues in the first instance could mean compromises, not only for cross-border cooperation but also for the customer’s (the passenger’s) experience. Results suggest that improvements to coherence in this transport system will most likely take the form of incremental changes and adopting common standards. This is opposed to the development of common systems, or of a significant departure from existing systems.

Intrafirm competition, production relocation and outsourcing define crucial ways of organising and reorganising the cross-border operations of multinational corporations. What is more: these organisational activities put severe pressure on established economic coordination and governance both in developed as well as in developing countries. However, despite their organisational, political and economic salience, rather little is known about these processes and in particular about their socio-political dimensions. To this end, the contributions of this special issue aim at exploring, first, who the relevant actors are, what their interests are and how their strategies can be captured in intrafirm competition, production relocation and outsourcing. Second, the contributions discuss the wider socio-economic implications of firm-level processes by discussing, for example, the impact of outsourcing and relocation on employment fragmentation. Finally, the importance of public discourses is highlighted with regard to their role in both legitimating and promoting intrafirm competition, production relocation and outsourcing.

Let us now have a closer look at the Kharkiv-Belgorod (potential) cross-border region as a case study of Ukrainian-Russian cross-border cooperation. Not only is the case of Kharkiv-Belgorod special because of the historical and cultural specificity of the region, which provides additional symbolic resources for its “reinvention” as a borderland (this will be discussed in the last section of the paper); it also represents an interesting combination of (remaining) cultural closeness and (growing) social and economic differences between the two bordering territories; significantly, these two administrative units became the initiators of the cross-border cooperation between Ukraine and Russia and see themselves as pioneers whose experience can be used for the other parts of the border.
