The article analyzes Russian open access scholarly journals in the context of improving the presentation of the results of scientific research of Russian scientists. The advantages and problems of supporting open access publications are considered, taking into account the analysis of the interests of the stakeholders of scientific publications, examples of state policy for supporting open access publications are presented, and options for adapting the open access model in Russia are formulated. The analysis of the representation of information on the terms of open access for Russian journals is carried out. The citation rate of open access journals was investigated in comparison with the citation rate of traditional subscription publications taking into account the types of open access and the country of the author of the publication. Proposals for adjusting the editorial policy in order to promote Russian journals, improve their quality and accessibility are presented. The final conclusions are made for the entire series of articles devoted to the forecast of the development of Russian journals.

Open Access to scientific information, transparency of research processes and data is one of the most important conditions for the progress of science and scientific communication, the basis of international collaboration of researchers globally. The COVID-19 global pandemic has once again highlighted the need for open, efficient and equal access to scientific information for researchers, regardless of geographical, gender or any other constraints, promoting the exchange of scientific knowledge and data, scientific cooperation and scientific decision-making, knowledge and open data. The Internet has radically changed scientific communication, particularly on the model of peer-reviewed scientific journals and the way readers find and access the scientific information. Digital access is now the norm, thanks to the Open Access model. Although 20 years have passed since the announcement of the Budapest Open Access Initiative, and despite many achievements and advantages, there are still obstacles to the implementation of this model, there is some resistance from commercial publishers and other providers, and discussions continue in the academia world. The Open Access model is already supported by various strategies, policies, platforms, applications but is not yet established. Various business models for scientific journals are still being tested, a culture of preprints is being formed, and discussions are underway on the ethics of scientific publications, intellectual property, the need to finance the dissemination of research results, and so on. Various platforms and applications are being developed to help researchers “discover” research results. Nevertheless, this is not enough: it is important to “discover” not only the results but also the research data, allowing them be used for further research in the global world. Thus, the concepts and practices of Open Science, Open Data, development of research infrastructures, etc., are developing quite rapidly. The article considers the main stages of this 20-year path and outlines the main components and trends of the current stage. Emphasis is placed on the need to form a culture of Open Science and create incentives for its implementation, promoting innovative methods of Open Science at different stages of the scientific process, the needs of European integration of Ukrainian e-infrastructure development, the need for socio-cultural and technological change. The main international and domestic practices and projects in Open Access and Open Science, particularly the National Repository of Academic Texts and the National Plan of Open Science draft, are considered. The role of libraries and librarians in implementing the principles of Open Access and Open Science is emphasized.

SummaryBackground: Based on today‘s information and communication technologies the open access paradigm has become an important approach for adequately communicating new scientific knowledge.Objectives: Summarizing the present situa -tion for journal transformation. Presenting criteria for adequate transformation as well as a specific approach for it. Describing our exemplary implementation of such a journal transformation.Methods: Studying the respective literature as well as discussing this topic in various discussion groups and meetings (primarily of editors and publishers, but also of authors and readers), with long term experience as editors and /or publishers of scientific publications as prerequisite.Results: There is a clear will, particularly of political and funding organizations, towards open access publishing. In spite of this, there is still a large amount of scientific knowl edge, being communicated through subscription-based journals. For successfully transforming such journals into open access, sixteen criteria for a goal-oriented, stepwise, sustainable, and fair transformation are suggested. The Tandem Model as transformation approach is introduced. Our exemplary implementation is done in the Trans-O-MIM project. It is exploring strategies, models and evaluation metrics for journal transforma tion. As instance the journal Methods of Information in Medicine will apply the Tandem Model from 2017 onwards.Conclusions: Within Trans-O-MIM we will reach at least nine of the sixteen criteria for adequate transformation. It was positive to implement Trans-O-MIM as international research project. After first steps for transforming Methods have successfully been made, challenges will remain, among others, in identifying appropriate incentives for open access publishing in order to support its transformation.

The necessity to ensure compliance of scientific articles in Russian scientific journals with international standards for their inclusion in scientometric databases is substantiated. It is shown that the design of the journal, placement and presentation of the necessary elements of articles, completeness of English-language data and other characteristics are determined by the editorial policy and should reflect compliance with the requirements of international databases. The possibility of correct design of articles, interpretation of their elements from the standpoint of international scientometric databases is shown.

This chapter reviews the development of the modern scientific paper, from the sixteenth century forward, and explores the ways in which scientific information has been disseminated in the past. Great scientific advances of the past are discussed in the context of how they were first published, or otherwise brought to the attention of the broader scientific community, and the modern scientific publishing sector is explored. The types and categories of scientific journals are discussed, along with an overview of current publishing trends, such as the exponential increase in number of journals, changes in the ways in which researchers access the literature, and in particular the emergence and current state of open access journals. In addition, various ways in which journals are ranked are discussed, and key trends in such lists over the last ten years or so explored.

At a time of great dynamism among publishers of scientific publications, with the inevitability of Open Access and the ease of publishing online at low cost, it is possible to find publications with different levels of scientific respectability. In this context, the improvement of the quality of scholarly publications emerges as a critical element for publishers, authors and academic institutions, as well as for society in general. This opinion piece discusses Open Access journals with different levels of quality, focusing on the following quality-promoting measures: blacklists, author’s preparation, and institutional prevention. The analysis allows concluding that the open review will be one of the key elements in the process of clarification and promotion of the level of quality and consequent scientific respectability of each of the Journals, of the thousands currently existing, a number that is likely to increase.

Resumo Analisa os periódicos em acesso aberto da área de ciência da informação listados no DOAJ e indexados na Scopus. Os objetivos específicos são: a) descrever os periódicos científicos da área de ciência da informação em acesso aberto, b) registrar a visibilidade dos periódicos e c) verificar o uso de recursos web. Os periódicos da área de ciência da informação são publicações criadas a partir de 1990 (93,33%) sem patrocínio, publicados na América e Europa (80%), em inglês (73,33%), e mantidos por universidades, institutos de fomento a pesquisa e por associações (86,67%). Possuem Ìndice H com média 8,47, e 40% dos títulos são classificados no Qualis. Quanto aos recursos web, 33,33% possui canal de notícias, 26,66% feeds RSS, 13,33% blogs e 6,67% página no Facebook. New oil data is 21st century jargon. This movement has not been widely echoed in Indonesia. Although some initiatives should be recognized and appreciated, the status of the availability of reusable data in most countries, especially in Indonesia is still low. Most of the data published in Indonesian open access journals are in the form of pdf files that cannot be reused. We advise editors of Indonesian scientific journals to consider adopting FAIR data sharing by encouraging authors to share their data as additional files in a machine readables format, e.g. csv or xls. This effort will also contribute to the principles of transparency and sustainable development in Indonesia's research ecosystem.

“If I have seen further it is by standing upon the shoulders of giants.” The famous statement of Sir Isaac Newton demonstrates that the progress of science relies on the dissemination of discoveries and scientific knowledge. Even though scientific progress is not strictly cumulative (Kuhn, 1970) information sharing is the heart of this progress. Nowadays, scientific knowledge is mainly spread through scholarly journals, that is, highly specialized journals where quality controls and certifications are achieved through peer-review. The first section of this chapter will present the specificity of the current economic model of scientific publications. The second section will introduce to the open access movement and to its emerging economic model. The third section will show the growing implication of governments in that movement.
