This article argues that bureaucracy plays politics in Indonesia, not only during the electoral periods, but also in public service. Using the case of environmental evaluation in local government, where natural resources comprise most of the local economy, this article discusses the politics of bureaucracy in undergoing daily governing processes. The environment and natural resource businesses are two opposing fields. Environmental evaluation becomes a contentious area and is usually highly political. This article identifies the bureaucracy’s politicisation in environmental evaluation as occuring in at least in two forms—in measurement and in project implementation. In terms of measurement, bureaucracy tends to use minimum standards, while in project implementation, there are some occasions where bureaucracy tends to sub-contract the work to the third party, usually NGOs, especially in relations to sensitive issues, so that it is politically safer for them, once the result is not as pleasing as expected. This article uses some cases in Central Kalimantan, East Kalimantan, Central Java, and Bangka Belitung, and applied case study as research approach.

This study aims to analyze the encounter of cemetery cases related to Sapta Dharma indigenous religion and how it deals with the state’s regulation on the religious freedom in terms of expression and negotiation with the participants including the society as the victim, the local government, and the dynamic interaction among them. The framework of religious freedom by Elizabeth Shakman Hurd on Believing in Religious Freedom and the discourse of Human Rights and Religion within the debates by Rosalind. I. J. Hackett used to analyze the data. This study found that the case of cemetery in Sapta Dharma in some villages which are located in the region of Brebes Central Java underlines a significant notion on the expression of religious freedom for the Indigenous Religion. Religious freedom in the case of the needs of cemetary in Sapta Dharma also attaches the idea of majority and minority. Sapta Dharma as the minority and Islam as the majority of religion in Brebes create another standing point on the notion that minority is always in contact with such discrimination and oppression. Purpose of the study: This study aims to examine the effect of Nasyiatul Aisyiyah business on the development of its member’s self-potential, a case study in Central Java. There are several research findings that reinforce the involvement of members of the BUANA community in the activities of small and enterprises both on government agencies and private. Methodology: This research used to survey, the data source of this research is primary data, collected using questionnaire instrument, Data measurement using interval scale, with a five-point Likert scale score. This research conducts analysis to 100 participants in Nasyiatul Aisyiyah member in Kendal Central Java as sample.  Results:  The finding of research indicates that BUANA has become a model for the entrepreneurial organization. Obviously, BUANA is a form of business practices as its members would have a lot of experiences and skills to become an independent and creative business woman. BUANA has become a superior program as it managed to enhance the spirit of entrepreneurship among its members. BUANA is also the real laboratory for Nasyiatul Aisyiyah Organization. Every region in Indonesia obliged to own BUANA. The limitation of this research: This research only focuses on Central Java. Future improvement may involve other regions outside Java. Applications of this study: This research is suitable in explaining the phenomena of women entrepreneurship in Central Java and how they contribute to the local economy. More programs and activities can be organized to ensure that BUANA may become more productive and innovative in the near future to further boost Nasyiatul Aisyiyah’s economy. Novelty/Originality of this study: The novelty of this research that BUANA is a tangible manifestation of organizational entrepreneurship from branch-region to center.

The adoption of customer orientation by an SME hotel trying to fight for excellence in a robust competition has drawn the writer’s interest. The research question to answer is: How the SME hotel adopts the customer orientation to respond to the competition and the changing environment. The research approach is qualitative. The informants are members of the hotel management staff having hands on managerial and supervisory responsibilities. Besides interviews, the writer conducted observation and triangulation. The result of this research shows that the hotel adopts customer orientation informally. They collect, distribute and respond to the information in line with their limited knowledge and capability in a financial constraint. A unique work culture of ‘gotong royong’ is created where efforts are aimed at responding to customers’ interest, satisfaction and value The inductive process in this research enables the writer to construct a mini theory which should be proved true by quantitative researches.

Problem-based learning and experiential learning are well-known learning approaches and often referred as powerful on facilitating learning practices, but which one is the most effective on facilitating civil servant training program? This article illustrates a one-shot case study in which focus on one civil servant training program only without comparing it to other programs. The training program was conducted by human resource development agency, Central Java Province, in March 2018. By employing quantitative research approach, this research found that the result of the training program indicated: there are no significant differences between problem-based learning and experiential learning approaches. In this case, the learning result from experiential learning approach is slightly above problem-based learning approach’s result. Abstrak Pembelajaran berbasis masalah dan berbasis pengalaman merupakan pendekatan pembelajaran yang sudah banyak dikenal dan sering disebut mampu memfasilitasi praktik pembelajaran secara optimal, namun mana di antaranya keduanya yang paling efektif dalam memfasilitasi program pelatihan PNS? Artikel ini menggambarkan one-shot case study yang fokus hanya pada satu program pelatihan PNS tanpa membandingkannya dengan program lain. Program pelatihan ini dilakukan oleh Badan Pengembangan Sumber Daya Manusia (BPSDM), Provinsi Jawa Tengah, pada Maret 2018. Dengan menggunakan pendekatan penelitian kuantitatif dapat dilihat bahwa hasil program pelatihan menunjukkan tidak terdapat perbedaan yang signifikan antara pembelajaran berbasis masalah dan pembelajaran berbasis pengalaman. Dalam hal ini, hasil pembelajaran dari pendekatan berbasis pengalaman sedikit di atas hasil pembelajaran yang menggunakan pendekatan pembelajaran berbasis masalah.

Over the last decade of Indonesia's fiscal decentralization era, the amount of intergovernmental fiscal transfers has increased substantially. The increase of intergovernmental fiscal transfers is expected to reduce the burden of local economy without sacrificing the quality of public service. This study aims to investigate whether the block grant transfer affect the spending behavior of local government. Using Pool Least Square method and taking East Kalimantan Province as case study, this study found the existance of flypaper effect. This finding emphasize the view of any increase in block grant of transfer will only induce higher spending. Therefore, in order to achieve the independency of local government as the objective of decentralization, some efforts should be taken to minimize the impact of flypaper effect.

Basically, the right to obtain defense from an advocate or public defender (access to legal counsel) is a human right of all people and is one of the elements to obtain justice for everyone. However, in reality, local governments generally only provide legal assistance on a non-litigation basis where its implementation does not burden the regional budget at all. Based on this, the researchers made two problem formulations, namely 1). How to protect the community through the provision of legal aid and 2). How is the implementation of the provision of legal aid by the local government? The author uses a normative juridical research approach. From the results of the study, it was found that the provision of legal aid is not only regulated in the Constitution but is also regulated in the regulations below it up to the Regional Regulation level. Local governments can allocate funds for the implementation of legal aid in the APBD.
