The article discusses communication facilities for transmitting corrections and ephemeris data, analyzes methods of calculating errors of satellite position finding, and gives results of field tests for determining accuracy of the location for Real Time Kinematic and Precise Point Positioning modes. There has been carried out a survey of the existing functioning differential satellite subsystems, satellite differential correction and monitoring systems. The methods of differential coordinate correction currently used on the inland water transport provide accuracy within 1-5 meters. As in the unmanned mode the given accuracy is not sufficient, there appears the need to develop methods for calculating location finding with centimeter precision. Precise positioning relative to the axis of the ship's course will make it possible to control the vessel in the unmanned mode, as well as to use robotic facilities on water transport capable of making safe voyages on a set of waypoints tied to geographical coordinates.

The article describes the trends in the development of passenger traffic on tourist routes by inland water transport of the Russian Federation. The effectiveness of the applied methods of strategic planning has an impact on the quality of decisions taken to develop the industry related to ensuring the quality and reliability of transport services within the country, increasing satisfaction with the needs of the economy and society in tourism transportation, and optimal investment in water transport infrastructure in the regions. The reasons and prerequisites for improving the applied methods of strategic planning in the inland water transport of Russia have been investigated. The features of strategic planning are reflected on the basis of the identified trends in the development of the tourist river transport market and external factors. There have been analyzed the conceptual apparatus in terms of assessing the strategic potential of transport development as an instrument for strategic planning of the industry. Features of such assessment for inland waterway tourism transport have been identified. Taking into account the current tasks of strategic planning, there has been proposed the author's definition of strategic potential, which is based on the calculation of the resource component of the potential, the potential of business processes in this segment, as well as the effectiveness of interaction with enterprises of related industries involved in the formation of a cruise product. The purpose of this article is to describe the components of the model for assessing the strategic potential of passenger transportation on tourist routes, taking into account the specifics of such transportation related to their differentiation by region, uneven passenger traffic in the regions. Examples of evaluation of potential parameters are given. A visualization of a model for assessing the potential of tourist transport in the Russian Federation in the context of managing resources, processes and interactions in inland water transport is presented.

The passenger transportation practice, both in Russia and abroad, shows that this transportation give little profit or completely unprofitable with the exception of tourist transportation. Given the social significance of passenger transportation for the population of the vast territory of the Russian Federation, state authorities implement measures of the state support for various types of transport for these transportations, including reimbursement of expenses to transport enterprises from budgets of various levels. Obviously, the question which type of transport to subsidize and how much requires special attention. At the same time, passenger transportation subsidizing by inland waterways has been canceled since 2005, and decisions made in the constituent entities of the Russian Federation on subsidizing from regional and municipal budgets quite often do not compensate the expenses of shipping companies. The article proposes possible options, in fact, for the revival of socially significant passenger transportation by inland water transport in Russia and proposes an approach to determining the maximum amount of subsidies to cover the loss of socially significant passenger transportation. The authors of the article have shown due to what factors direct and indirect (non-transport) components of the effect can be obtained as a result of the implementation of their proposals in the practice of water passenger transport enterprises.

This article deals with the current issue of risk assessment in inland water transport of the Russian Federation. The concept of "risk" is defined in the article, with a particular focus on inland water transport. There are listed the main causes of transport accidents on board the ships in inland waterways. The main issues related to ensuring safety of navigation in inland waterways have been considered. Approaches to the solution of the problem of ensuring navigation safety have become the result of implementing the concept of "risk". The article substantiates the expediency of applying a new methodological approach to reduce the number of accidents, which is based on a formalized safety assessment. Using this methodology allows to identify potential hazards before they grow into real events (accidents, incidents), and take the necessary precautions to avoid them, i.e. to timely create protective "barriers" on the way of the events that can cause traffic accidents, injuries or death of people, environmental pollution, material damage. There have been listed the problems of inland water transport, for which solution a formalized safety assessment is found promising. There are given the reasons why the use of risk assessment techniques on the Navy ships is difficult and why in some cases it is impossible on inland water vessels.

The most important direction in the development of the country's transport system is to ensure a balance between modes of transport. This is stated in the strategic documents for the development of both the transport complex of the Russian Federation as a whole, and individual program documents for the modes of transport. First of all, we are talking about the existing imbalances in the pace and scale of development of various modes of transport. The consequences of the imbalance of the country's transport system in inland waterway transport are especially noticeable. The urgency of solving this particular problem is indicated in the «Strategy for the development of inland water transport of the Russian Federation for the period up to 2030». The analysis of the development of the transport complex in Russia in recent years indicates that the dynamics of the transportation of goods and passengers by inland water transport since 2014 can be characterized as stagnation. This state of inland waterway transport was largely facilitated by the presence of limiting areas on a single deep-water system, a low level of fleet renewal, outdated infrastructure and a number of other factors. The way out of this situation for inland waterway transport is seen in the search for ways to increase its competitiveness based on the development of multimodal transportation and its inclusion in logistics chains with rail and road transport, as evidenced by the experience of European countries.

Sustainability of transport systems is a key issue in transport. The main question is whether high levels of road and railway transport in areas along navigable waterways is an effective solution for this issue. The Danube waterway is an example. Generally, it is not observed that traffic performance is not as high as on the Rhine. This paper deals with the revelation of the available capacity of this waterway based on approximation functions and their comparison with real transport performances. This methodology points to the level of use of waterways. The connection of this model with the production of fossil fuels creates a basis for a case study. The case study in this paper offers a possibility for a sustainable and environmentally friendly transition from road transport to inland water transport on the example of specific transport routes. The main contribution of this paper is a presentation of the application of sustainable models of use transport capacity to increase the share of environmentally friendly and sustainable inland water transport. The conclusion based on the case study and materials is that the available capacity of inland water transport on the Danube could support the transition of traffic performances to sustainable and environmentally friendly means of transport.

The paper deals with the importance of regional airport for economic development of the particular region with the possibility to cover also freight transport. In technical terms it is called the logistics centre or Freight Village. The special emphasis is given to the Pardubice airport and to creation of logistics centre on the Elbe river. The logistics centre would link four types of transport – railway, road, air and inland water transport. Terminal of the combined transport, which lacks in long term in the region, is also a part of the logistics centre.
