The passenger transportation practice, both in Russia and abroad, shows that this transportation give little profit or completely unprofitable with the exception of tourist transportation. Given the social significance of passenger transportation for the population of the vast territory of the Russian Federation, state authorities implement measures of the state support for various types of transport for these transportations, including reimbursement of expenses to transport enterprises from budgets of various levels. Obviously, the question which type of transport to subsidize and how much requires special attention. At the same time, passenger transportation subsidizing by inland waterways has been canceled since 2005, and decisions made in the constituent entities of the Russian Federation on subsidizing from regional and municipal budgets quite often do not compensate the expenses of shipping companies. The article proposes possible options, in fact, for the revival of socially significant passenger transportation by inland water transport in Russia and proposes an approach to determining the maximum amount of subsidies to cover the loss of socially significant passenger transportation. The authors of the article have shown due to what factors direct and indirect (non-transport) components of the effect can be obtained as a result of the implementation of their proposals in the practice of water passenger transport enterprises.

This article deals with the current issue of risk assessment in inland water transport of the Russian Federation. The concept of "risk" is defined in the article, with a particular focus on inland water transport. There are listed the main causes of transport accidents on board the ships in inland waterways. The main issues related to ensuring safety of navigation in inland waterways have been considered. Approaches to the solution of the problem of ensuring navigation safety have become the result of implementing the concept of "risk". The article substantiates the expediency of applying a new methodological approach to reduce the number of accidents, which is based on a formalized safety assessment. Using this methodology allows to identify potential hazards before they grow into real events (accidents, incidents), and take the necessary precautions to avoid them, i.e. to timely create protective "barriers" on the way of the events that can cause traffic accidents, injuries or death of people, environmental pollution, material damage. There have been listed the problems of inland water transport, for which solution a formalized safety assessment is found promising. There are given the reasons why the use of risk assessment techniques on the Navy ships is difficult and why in some cases it is impossible on inland water vessels.

The article describes the trends in the development of passenger traffic on tourist routes by inland water transport of the Russian Federation. The effectiveness of the applied methods of strategic planning has an impact on the quality of decisions taken to develop the industry related to ensuring the quality and reliability of transport services within the country, increasing satisfaction with the needs of the economy and society in tourism transportation, and optimal investment in water transport infrastructure in the regions. The reasons and prerequisites for improving the applied methods of strategic planning in the inland water transport of Russia have been investigated. The features of strategic planning are reflected on the basis of the identified trends in the development of the tourist river transport market and external factors. There have been analyzed the conceptual apparatus in terms of assessing the strategic potential of transport development as an instrument for strategic planning of the industry. Features of such assessment for inland waterway tourism transport have been identified. Taking into account the current tasks of strategic planning, there has been proposed the author's definition of strategic potential, which is based on the calculation of the resource component of the potential, the potential of business processes in this segment, as well as the effectiveness of interaction with enterprises of related industries involved in the formation of a cruise product. The purpose of this article is to describe the components of the model for assessing the strategic potential of passenger transportation on tourist routes, taking into account the specifics of such transportation related to their differentiation by region, uneven passenger traffic in the regions. Examples of evaluation of potential parameters are given. A visualization of a model for assessing the potential of tourist transport in the Russian Federation in the context of managing resources, processes and interactions in inland water transport is presented.

The most important direction in the development of the country's transport system is to ensure a balance between modes of transport. This is stated in the strategic documents for the development of both the transport complex of the Russian Federation as a whole, and individual program documents for the modes of transport. First of all, we are talking about the existing imbalances in the pace and scale of development of various modes of transport. The consequences of the imbalance of the country's transport system in inland waterway transport are especially noticeable. The urgency of solving this particular problem is indicated in the «Strategy for the development of inland water transport of the Russian Federation for the period up to 2030». The analysis of the development of the transport complex in Russia in recent years indicates that the dynamics of the transportation of goods and passengers by inland water transport since 2014 can be characterized as stagnation. This state of inland waterway transport was largely facilitated by the presence of limiting areas on a single deep-water system, a low level of fleet renewal, outdated infrastructure and a number of other factors. The way out of this situation for inland waterway transport is seen in the search for ways to increase its competitiveness based on the development of multimodal transportation and its inclusion in logistics chains with rail and road transport, as evidenced by the experience of European countries.

The article discusses communication facilities for transmitting corrections and ephemeris data, analyzes methods of calculating errors of satellite position finding, and gives results of field tests for determining accuracy of the location for Real Time Kinematic and Precise Point Positioning modes. There has been carried out a survey of the existing functioning differential satellite subsystems, satellite differential correction and monitoring systems. The methods of differential coordinate correction currently used on the inland water transport provide accuracy within 1-5 meters. As in the unmanned mode the given accuracy is not sufficient, there appears the need to develop methods for calculating location finding with centimeter precision. Precise positioning relative to the axis of the ship's course will make it possible to control the vessel in the unmanned mode, as well as to use robotic facilities on water transport capable of making safe voyages on a set of waypoints tied to geographical coordinates.

The interest in inland waterway transport observed in recent years in Poland has highlighted the imperfections of both the existing infrastructure and the fleet of inland vessels. Therefore, it was necessary to adapt to EU standards, which requires taking actions that will improve the conditions of transport processes using inland waterways. The number, scope and level of introduced new improvement, modernization and innovation solutions determine the modern management of inland waterway transport. The article presents efficiency and its basic indicators in inland water transport. In addition, the impact of innovation on the development of inland waterway transport was discussed. The aim of the article is to identify and analyze factors affecting the efficiency of inland waterway transport, and in particular to assess the impact of applying innovation on the improvement of inland waterway transport.

The present article provides an overview of modern sources of scientific literature on the evaluation of the effectiveness of innovative projects. Currently, there is no generally accepted methodology for evaluating innovation efficiency. Since innovation and investment activities are closely related, many authors use the UNIDO methodology (based on accounting cash flow) to evaluate the efficiency of innovation activities. In Methodological Recommendations of the Ministry of Economy of the Russian Federation of 1999, in addition to reviewing the financial efficiency of investment projects, it is proposed to evaluate the social and budgetary efficiency. However, the evaluation system in these recommendations refer only to the part of business (financial) efficiency. Since the Russian Federation is on its way of formation of an innovative economy, there is a need to develop an adequate methodology for evaluating innovation efficiency, taking into account the most significant of effects: financial, socio-economic, budgetary, environmental, scientific and technical. The author of the article reviews and analyzes the main achievements made in this area, discloses the essential characteristics of the efficiency types. Also the author analyzes the most rational approaches of Russian scientists in trying to develop a methodology for evaluating innovation efficiency.

The article is devoted to the study of operating conditions of Ukrainian water transport enterprises and the identification of barriers for its effective development. Classification of all problems by groups such as natural, technical, political and economic ones is carried out. Reasons of high cost of river traffic, low level of infrastructure and non-compliance of legislative base with modern requirements are analyzed. A comparison of approaches to solving the identified problems in Ukraine and EU countries is conducted. Strategic directions for the development of inland waterways enterprises of Ukraine in the conditions of European integration are outlined.

Topicality. Currently, the demand for transport by inland waterways is constantly growing, especially in economically developed countries. In order to maintain the national economy and create a more efficient and sustainable logistics system in Ukraine, transportation by inland waterways must be developed, because inland waterway transport has a number of advantages over other modes of transport, which creates the preconditions for changing logistics routes. To reduce transport costs, improve infrastructure and logistics in the face of uncertainty, the relationship between the stakeholders of rail and road transport with representatives of water transport is important. Reorientation of transportation from road transport to inland waterway transport, intensification of international trade and attraction of new freight flows to inland waterway transport will contribute to the overall growth of the country's economy and is possible subject to liberalization of transportation.Aim and tasks. The purpose of the article is to substantiate the economic and environmental feasibility of transporting goods by inland waterway transport in the context of the global trend of the need to preserve the environment and rational use of resources.Research results. The port infrastructure of Ukrainian rivers also does not meet modern requirements and is actually in decline. Most of the ports are located in the central areas of cities, causing the destruction of city roads by trucks that are sent for loading / unloading at these ports. In the context of the global trend of the need to preserve the environment for most countries of the world, inland waterway transport is the cheapest and most environmentally friendly mode of transport, suitable for transporting significant volumes of products, mainly raw materials. In Ukraine, the volume of cargo transported by river transport has significantly decreased over the past decade. Of the available volumes of freight transport by river transport, building materials, grain and metallurgy products prevail in the nomenclature. A certain impetus to the development of inland waterway transport was the adoption of the Law of Ukraine "On Inland Waterway Transport", which outlined the prospects for increasing the cargo turnover of river transport. Considering the volume of emissions from river transport, it is the most environmentally friendly compared to road transport. At the same time, the existing rolling stock of water transport is capable of replacing several thousand trucks. It has been established that the Dnieper basin plays the main role in the transportation of domestic cargo and passengers. More than 90% of all river transport in the country is carried out along the Dnieper and its largest tributaries Pripyat and Desna. However, the low operational characteristics of the fleet are one of the factors holding back the development of freight traffic on inland waterways. The four selected shipping companies provide cargo transportation on the Dnieper and Danube rivers, and are also capable of ensuring the potential development and competitive advantages of Ukrainian water transport.Conclusion. The studies carried out made it possible to substantiate the economic and environmental feasibility of transporting goods by inland water transport in Ukraine. Based on the determination of the share of transportations by inland water transport in the EU countries and Ukraine, the potential opportunities for the development of this area were established, taking into account other similar indicators, as well as the growth of export flows of grain and metallurgical products from the central part of Ukraine. Therefore, the development of domestic inland waterways is economically necessary, expedient and will have a positive effect for the entire country and the economy as a whole, given the low level of pollution and environmental pressure on air, land, water resources, biodiversity, which, in turn, affect climate change. , ecosystems in general and public health. Taking into account the total length of the navigable routes of Ukraine and the tendency to reduce the existing fleet, due to moral and physical aging, it is important to assist in attracting investments in the river fleet, will provide potential technical and technological opportunities for the development of all inland water transport and its key players.

Background. The social significance of pediatric oncology and attention to the problems of treating children, both representatives of the authorities and the community, a small number of primary patients detected annually, a shortage of pediatric oncologists and pediatric oncological beds explain problems in organizing medical care for this category of patients. This requires a search for new approaches to the organization of medical care, based on scientific calculations. Objective. Our aim was to improve the organization of medical care for children with cancer in the Russian Federation. Methods: The operative reports for 2017 of executive bodies in the sphere of health care 81/85 (95.3%) of the subjects of the Russian Federation were analyzed. Results. The number of children was 28 132 685 people. (0–17 years), the number of child oncology departments — 47, children›s oncological beds — 1925 (0.7 for 10,000), the average number of days of berth employment in the year — 315.3 days. In 30 (35.3%) subjects of the department of pediatric oncology are absent, in 12 (14.1%) — there are no children›s oncological beds. The number of physicians that provide medical care to children with cancer — 392, of which 259 (66%, 0.09 for 10 thousand) have a certificate, a pediatrician oncologist. In 12 (14.1%) subjects, there are no doctors-children oncologists, 6 (7%) did not provide these data. In 6 (7%) subjects there are no children›s oncological beds and doctors-children›s oncologists. The incidence of malignant tumors was 13.2 (100,000 thousand) prevalence — 91.3, death rate — 2.5, a one-year lethality — 6.5%. Actually revealed 8.3% of patients. 1385 (37.4%) of primary patients were sent to medical organizations of federal subordination, 61 (1.6%) primary patients left the territory of the Russian Federation. Conclusion. It is necessary to take measures aimed at modernizing the system of rendering medical care to children with cancer, namely: to increase the reliability of statistical data, to analyze the needs of subjects in the number of children’s oncological beds and pediatric oncologists, to introduce criteria for selecting patients for children’s oncological beds as part of medical organizations of various levels, to minimize the deficit of doctors and children’s oncologists, to systematically increase the number of children’s cancer beds simultaneously dividing existing in accordance with the needs of the population and the level of congestion, as well as ensure the routing of patients in accordance with a three-tier model.
