The article reveals and describes competitive advantages of the inland water transport of the Russian Federation in the context of the appointed government activities to modernize the infrastructure of integrated transport system. Integration into the world transport system is linked to the efficiency increase of transport services within the country, use of transit potential, meeting the needs of the economy and society in quality and competitive transport services. There have been considered the problems and factors of increasing the competitiveness of inland water transport as a part of the country's transport system. The analysis of the qualitative characteristics of inland waterway transport has been done. Besides, there have been studied the following characteristics: the cost of transportation, energy efficiency, energy intensity, capital investments into the infrastructure, the costs of maintaining waterways, environmental and safety parameters in water transport, all of these making the combination of competitive advantages. Today the main difference of Russian methods of assessment of the water transport advantages from foreign methods consists in taking into account environmental and safety factors. There have been analyzed the advantages of transport modes with the benefit of the cargo owner and society, identified criteria of choosing modes of transport in terms of its competitive advantages. There have been suggested the methods of increasing competitive advantages of inland water transportation: providing the shippers with modern services , developing instruments of engaging investors with relation to peculiarities of investing into transport infrastructure development. To reach the well-balanced transport system of the country there has been proved the need to develop and realize complex measures of the state policy of supporting the river transportation.

The article describes the trends in the development of passenger traffic on tourist routes by inland water transport of the Russian Federation. The effectiveness of the applied methods of strategic planning has an impact on the quality of decisions taken to develop the industry related to ensuring the quality and reliability of transport services within the country, increasing satisfaction with the needs of the economy and society in tourism transportation, and optimal investment in water transport infrastructure in the regions. The reasons and prerequisites for improving the applied methods of strategic planning in the inland water transport of Russia have been investigated. The features of strategic planning are reflected on the basis of the identified trends in the development of the tourist river transport market and external factors. There have been analyzed the conceptual apparatus in terms of assessing the strategic potential of transport development as an instrument for strategic planning of the industry. Features of such assessment for inland waterway tourism transport have been identified. Taking into account the current tasks of strategic planning, there has been proposed the author's definition of strategic potential, which is based on the calculation of the resource component of the potential, the potential of business processes in this segment, as well as the effectiveness of interaction with enterprises of related industries involved in the formation of a cruise product. The purpose of this article is to describe the components of the model for assessing the strategic potential of passenger transportation on tourist routes, taking into account the specifics of such transportation related to their differentiation by region, uneven passenger traffic in the regions. Examples of evaluation of potential parameters are given. A visualization of a model for assessing the potential of tourist transport in the Russian Federation in the context of managing resources, processes and interactions in inland water transport is presented.

Lagos city has abundant navigable inland waterways which if fully harnessed would help minimise road traffic congestion, pollution and provide low cost means of long distance travel within the city. This study examines inland water transport services on Lagos lagoon focusing on Ikorodu-Ebutte Ero route. Primary data were obtained using structured questionnaires. While, secondary data were sourced from relevant government and private agencies. Data were analysed using descriptive techniques including frequency counts, tables and graphs. The results revealed an inadequate provision of terminal facilities and vessels in the area. It was also found that most (67.3%) of the trips via water transport in the were mainly for work purpose. In addition, low patronage was observed and it was found to be mostly due to comparatively high cost of fares and passenger safety concerns, as indicated by 67.4% and 58.7% of the respondents respectively. Furthermore, high income earners where found to patronise this mode than low income earners. The high frequency of use of water transport by the respondents (71.3% travel by water every day) indicates that, this mode has great potential of being widely adopted, if greater attention is given to its development by both the government and private sector. There is, therefore, a need for more investment in water transportation in the area through the provision of modern infrastructure and vessels. The paper is devoted to the study of the features of the formation and calculation of indicators of transport accessibility of regions from the point of view of the provision of inland water transport services in the passenger transport segment. The key area of the research is to determine the parameters of accessibility of river transportations in the context of the spatial development of the country and the course taken on the social economy. The research is based on scientific works in the field of economics, management, economic geography, and regional economics. The paper analyzes domestic and foreign publications on the subject of the study. Based on the systematization of the research results, the authors propose a description of the transport accessibility indicator, and determine regional accessibility indices for river passenger transportation. The result of the research is the development of theoretical positions in the field of economics and management of inland water transport in the context of spatial development. The obtained results and conclusions of the study can be the basis for the formation of a planning methodology of passenger transportation by inland water transport, and also to control the process of investing in transport infrastructure in the regions, the formation of target strategic parameters of transport provision in the context of spatial development of the country.

The article analyzes the actual problems of prospects of logistical support of transportation of products. Automobile, railway, aviation and water modes of transport, which function and develop according to different rules and criteria, based on their departmental interests and priorities, were investigated. Conquesting and retaining competitive advantages is relevant for any mode of transport in our country at this stage of economic development. The main directions for strengthening the state transport policy which is necessary to supplement and adjust the actions of market mechanisms in order to ensure the effective, public­interest formation of the state transport system and the transport services market, were formed in this article. A possible solution to the problem is the unification of hundreds of medium-sized and small motor transport companies and freight forwarding companies in one place - a multimodal transport and logistics center with the provision of logistics services. This will attract new investment in the country's transport infrastructure and increase the level of logistics services. The object of study - the process of logistical support for transportation of products. The purpose of the study is to analyze the problems of interaction and competition between different modes of transport in the modern conditions and to identify possible directions for their solution in the transport of goods and passengers in order to ensure stable economic development, satisfaction of the needs of the population and social production. Methods of research - methods of economic, system and comparative analysis. On the basis of the analysis of the interaction of different types of transport, it was discovered that during this time the cardinal transformational processes from the socialist plans to market relations and infrastructure development took place in the state economy. The specificity of activity of different modes of transport is that they not only interact, but also compete with each other in the provision of transport services. There is a big competition at the interstate level for the transit of goods. It is proved that for further growth of grain export, it is necessary not only to improve the logistics of transportation, but also to develop the infrastructure of the country. It would be appropriate to consider at the state level the possibility of prioritizing the transportation of agricultural products by different modes of transport during the peak period and to develop programs to encourage the construction of modern grain storage facilities in port areas and at the borders of Ukraine with neighboring countries. Expected assumptions about the development of the object of study - a logistic approach for sustainable economic development is proposed, conquesting and retaining competitive advantages which will allow to promptly take into account changes of the environment, to respond to the behavior of competitors and consumers, that is, provide for and form demand and supply in the prospective plan. That is why it is necessary to carry out complex measures aimed at transforming any company into a successful commercial enterprise, which will provide high-quality transport services. In general, the strategic goal is to solve three main tasks: to reduce the company's expenses, increase its income and ensure the maximum safety of movement and safekeeping of cargoes during transportation both on the territory of our state and abroad. The article deals with urgent problems of transport system development in Russia, paying the particular attention to inland waterway transport. The research is focused on the investment in the development of road infrastructure and methods of investing transport projects using public-private partnership mechanisms. The main reasons constraining the development of inland water transport in Russia are the insufficient amount of funds contributed to the development of the industry and their occasionally unreasonable use. In recent years, the world trend is to attract not only owners, but also infrastructure users to finance the inland waterway transport industry at a time when the financing gap is significant. The authors concluded that the simultaneous implementation of measures combining the introduction of fees paid by user and involving the improvement of water transport infrastructure through the public-private partnership mechanisms would promote attracting additional sources of investment. These investments will help to accelerate the industry modernization and implement the innovative scenario for the development of national economy. The authors developed the new model of state policy on attracting extra-budgetary sources of financing to the inland waterway transport industry.

The transport system is an important part of the infrastructure of the Russian Federation, the development of which contributes to economic growth and stability, guarantees the integrity of the state, national security and defense of the country, improves the life of the population, and brings the Russian state closer to the world economic level. The article examines the factors that influence the development of transport infrastructure in the region. Specific regional features and their significance in the development of transport infrastructure are identified, and a classification of regions and transport infrastructures is proposed. The relevance of the research topic is related to the fact that transport infrastructure is directly connected with the life support systems of the region, has a direct impact on the production sectors, and contributes to the effective functioning and development of the production sector. The purpose of the article is to study approaches and factors affecting the development of transport systems in the regions of Russia. Research methods: system, situational approaches, analysis and description of theoretical and methodological factors that determine the prospects for socio-economic development of the region based on the coordination of strategic goals of regional policy with the goals of transport infrastructure development. Results. The article considers different approaches, classifies the transport infrastructure of the region, and identifies specific factors that influence the development of the transport system. The analysis of the transport system of the Krasnodar territory was carried out and strategic directions for its improvement were determined. Conclusions. The results of the analysis have shown that despite the diversification of transport routes in the Krasnodar territory (water, rail transport), a significant share is accounted for by road transport. Digitalization is one of the most relevant and promising areas of development of the transport system. Intelligent systems will allow to provide innovative integrated transport services, depending on the constantly changing needs of the client. To improve the regional transport system, it is necessary to improve the types of road networks and develop a modern regulatory framework for the transport sector
