The urgency of the problem of civic competence forming in a higher education institution is due to the requirements of the Law of Ukraine «On Education», the concept of «New Ukrainian School», Professional Standard for Primary School Teachers. The purpose of the study is to carry out a theoretical justification of the content and ways of civic competence formation of future primary school teachers by means of modern legal culture on the basis of legal sources and scientific literature. Methods of scientific research applied to achieve the goal of research: analysis and synthesis to clarify the nature and components of civic competence of future teachers, to determine active methods of its effective formation in higher education; methods of generalization and systematization for the interpretation of their own views on the explanation of the essence of the content of the concept of «civic competence». The result of the study: the authors have provided the interpretation of the concept of «civic competence of future primary school teachers» as an ability that is formed in the educational institution during lessons and through the means of legal culture in extracurricular activities. It has been found that the civic competence of a specialist is formed by his civic maturity, civic culture and civic position. Interactive forms and methods of civic competencies formation of students, future primary school teachers, tested by the authors in the municipal institution of higher education «Lutsk Pedagogical College» of Volyn Regional Council.

The study is relevant in the context of global projects supported by the government and initiated by the President of the Russian Federation: the federal state educational standards, the complex project of modernization of education, national educational initiative �Our new school�, �Concept of the spiritual and moral development and education of a citizen of Russia.� In the context of extracurricular activities in the design development of the FSES becoming especially popular networking projects that brings together institutions of diff erent levels (schools, supplementary education for children, psychological urban centers, higher education institutions). The interaction of educational institutions is becoming a modern highly innovative technology that allows them to develop dynamically. The article describes a model of network interaction of educational-governmental organizations of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the terms of realization of the FSES of primary education. Model networking educational institutions of the city of Kaluga in the framework of the extracurricular activity of younger schoolboys in the development of the FSES of primary education has been successfully tested on the basis of four elementary schools in the city of Kaluga, the study involved 177 students and 7 primary school teachers. Social partners of educational networking were: Children and Youth Space Education Center �Galaxy� of the city of Kaluga and Kaluga State University named after K.E. Tsiolkovsky. The basis of networking cooperation were programs of extracurricular activities of I.V. Ivanova. The main results of testing of the model is the development of individual students in the development of programs that increase the level of professional competence of primary school teachers in the organization of extracurricular activities of the FSES of the primary general education. The study contributes to a system of total innovative design, Further and Higher Education; It shows the possibility of the contents and forms of social and pedagogical partnership in the system of education in the introduction of the FSES of primary education. The practical signifi cance of the study consists in the possibility of using the developed model in educational practice. The study will allow to make science-based contribution to the practical implementation of the regional. Prospects for the development of research consist in the development of new models of a network of educational cooperation, attraction of new bases for cooperation. The article provides a theoretical analysis of the category of basic competencies of future primary school teachers in modern scientific and pedagogical studies. The current state of elaboration of the problem in scientific and pedagogical sources is generalized; the essence of the concepts “competence”, “competence approach”, “basic competences of future primary school teachers”, “features of basic competences formation” are highlighted. The content of competencies is analyzed on the basis of the educational-professional program of the first (bachelor’s) level of higher education in the field of knowledge 01 Education/Pedagogy in specialty 013 “Primary education” at the pedagogical faculty of Precarpathian National University named after Vasyl Stefanyk. An analysis of these definitions shows that most scholars consider competence to be an integral phenomenon that brings together the knowledge, skills, abilities and experience of future teachers. Scientific sources highlight a variety of competencies that must be mastered by a future primary school teacher while studying at a higher education institution. However, a significant number of concepts defined as basic, distracts higher school teachers and complicates the process of forming the most important competencies for students. According to the author of the article, formation of basic competencies would be more effective if implemented on the basis of didactic principles, namely through: the Педагогічні науки: теорія, історія, інноваційні технології, 2020, № 5–6 (99–100) 160 principle of cordocentrism, characterized by the priority of spiritual and moral dimensions of the educational process over pragmatic and organizational and functional and encourages students to understand pedagogical reality. not only through thinking, but also through the “heart”; the principle of constructive pedagogical interaction, which involves creation of a positive cognitive field in which each subject of the educational process feels comfortable; principles of gamification and early diagnosis and development of professional interests, on the basis of which students develop the ability to create play learning environments in accordance with the personal interests of pupils; the principle of sustainable professional development, introduction of which contributes to the formation of students’ ability to design their own professional image, to outline ways to improve it. The novelty of the author’s approach to this problem is that, taking into account the above principles, the didactic system of basic competencies, combining scientific and emotional components, will be aimed at enhancing creative scientific and pedagogical activities, will have a predictive nature and ensure sustainable professional development of future primary school teachers.

Digital and cloud-oriented technologies gained extremely powerful traction, Big Data and Web technologies are widely used, artificial intelligence is becoming popular as well as the Internet of things, smartphones and other devices have become an integral part of living in civilized society. Prompt digitalization predetermined the situation when learning is conducted spontaneously and informally. In today's realities educational process has to transform quickly and support gaining digital competence by all the participants. It is essential to follow the rules of secure and effective interaction with digital content, form media culture and media information literacy. To overcome challenges that appear in digital era it is necessary to provide high quality preparation of future teachers, that is why our aim was to research and analyze peculiarities of educational process of higher educational institutions of countries which have got significant gains in the field of creation and dissemination of the most modern IT technologies. The article analyzes the educational process of preparation of future elementary school teachers in East Asian countries, namely: South Korea, Japan, China (describes the levels of preparation in the higher education institution (HEI), specifies the peculiarities of the educational program and lists the educational goals that a future elementary teacher should achieve). It provides information on a study initiated and conducted by theThe Republic of Korean Research Foundation and outlines basic ideas for SMART education in understanding South Korean counterparts. Found out how future primary school teachers inThe Republic of Korea are trained in six core subjects with a combination of digital literacy to be taught in junior high. The vector of Japan's higher education reform is presented, which aims at developing conceptually new approaches to the organization of the educational space with a combination of classical pedagogy and IT, as well as information on the certification features of future and current teachers. The article focuses on educational innovations (interaction between IT and education), outlined by President Xi Jinping. The list of qualities that a Chinese teacher should possess in the 21st century is given.

The objective of the study presented in the article is to reveal academic difficulties of primary school pupils occurring due to unfavourable enviromental factors and the strategies to overcome them on the basis of the experience of pedagogues.  Problematic study question: What academic difficulties of pupils, which are resulted in by unfavourable enviromental factors, do primary school teachers encounter and how do they overcome them? Qualitative research type was chosen for the study. In the study, the method of a semi-structured interview was used. The study data were processed by using the method of content analysis. 12 pedagogues participated in the study.Academic difficulties of primary school pupils are resulted in by three groups of unfavourable enviromental factors: unfavourable factors related to their close environment (family) (the resolution of mutual problems in an inappropriate way, violence in close environment, emotionally cold relationships in their family, the lack of thoughtful and meaningful family leisure time, child's seclusion from one/both parent(s) due to various circumstances, the addiction of one/both parent(s), hypoguardianship and hyperguardianship), unfavourable factors within an educational institution (the mismatch between an educational programme and individual abilities and needs of a child, failure to involve a child in various activities, human and material resources of a school, unsafety of the school environment), unfavourable factors related to a peer group (rejection by peers, bullying, encouragement of a child to behave in a socially inappropriate manner).The study findings revealed that primary school teachers encounter the following academic difficulties: a lower level of a pupil's interest in his/her environment, the lack of knowledge and  experience, the lack of curiosity and inquisitiveness when  learning environment,  a  lower level of preparedness for school, attention retention problems, passivity when performing tasks, distrust / doubts regarding his/her abilities, fluctuation, regress or stagnation of a child's progress (learning achievements), reduced interest in learning and poor learning efforts when performing tasks, the lack of learning motivation, getting late to lessons or missing them.In order to overcome academic difficulties of pupils, teachers render them  individual assistance: they make the best use of the opportunities provided by their curriculum (they individualise and differentiate the learning in a lesson, provide consultations after lessons, if need be, they organise additional lessons), talk with a pupil about the learning difficulties arising to him/her and discuss strategies to overcome difficulties, set learning goals together with a pupils, rethink their teaching style, try various teaching methods, which correspond to a pupil's abilities and needs,  and enhance learning motivation, involve child's parents (guardians, custodians), and engage the specialists of educational assistance.

The paper discovers concept content “ICTcompetence of future primary school teachers”, necessity of building of this competence by the students in institutes of higher education is grounded. Methodology of ICTcompetence assessment of the highschool graduates is described. The author offers assessment criteria, marks out and defines the levels of ICT-competence of primary school teacher.


The main priority of modern pre-school education is to ensure the self-identification of individual, the spiritual formation of children, the interaction between family and social institutions. Continuity of education is recognized as its guiding principle, which is ensured through continuity of the contents and coordination of educational activities at different levels of education. “Continuity” as a pedagogical category is the interconnection of various stages of development, the essence of which is to restore and preserve at the new stage the elements and characteristics of the previous ones. The pedagogical condition for the implementation of the principle of continuity of pre-school and primary stages of education is the technology of partner cooperation between the educators of pre-school educational institutions and primary school teachers. Pedagogical partnership is a process of joint activity of a teacher-educator, pupils, parents, and teachers of primary school aimed at prevision of the result of educational and cognitive activity; it serves the interests of all parties and contributes to the needs of senior pre-school children; planning, control, correction and coordination of activities of educators and administration of a pre-school educational institution; primary school teachers and administration of secondary schools; the emergence of interpersonal relationships for the purpose of lytic transition and preparation of children of senior pre-school age for schooling. Due to the effective implementation of the principle of continuity of pre-school and primary education by means of pedagogical partnership, the processes of individual development of personality of a senior pre-school child, as well as gradual inclusion of a child in the system of personal and public relations, individual socialization, and the formation of life competence of preschoolers take place [1]-[3]. The purpose of the research is to substantiate the technology of pedagogical partnership between pre-school and primary stages of education in order to ensure the principle of continuity and also ensure the transition of senior pre-school children to the first-year educational process. To achieve the purpose of the research, the following tasks were set: 1. To reveal the essence and structure of the concept of “pedagogical partnership between pre-school and primary stages of education”; to clarify the concept of “interaction”, “pedagogical interaction” in the context of the initiated research. 2. To investigate the experimental methodology of the technology of pedagogical partnership of pre-school and primary stages of education. A set of research methods was used in order to solve the set tasks, including: theoretical methods: the definition of the conceptual and categorical apparatus of the research; empirical methods: diagnostic methods (questionnaire, polling, testing), pedagogical experiment (ascertaining, formation and control stages); determination of the levels of pedagogical partnership; observational methods (supervision, method of self-evaluation).

The article deals with the problem of future primary school teachers’ research skills development. The relevance of the studied problem is justified by the need to form the research skills of future primary school teachers, which is one of the requirements of their professional training in higher education formulated in the Federal state educational standard (FSES) and the Professional standard of the teacher-teacher of primary school education. The aim of the article was to develop a methodical system of future primary school teachers’ research skills development in higher education, as well as process description of its experimental implementation in the educational process of the University. The research methodology includes such methods as pedagogical experiment, diagnostics, approbation, analysis, generalization. In the course of the research the following theoretical results were achieved: the purpose, objectives, components of the methodological system of development, the qualitative result of its implementation, indicated technological support of the process of future educators’ research skills development. The results of the study allowed justifying the effectiveness of the developed system of future primary school teachers’ research skills development, its theoretical and practical value. The developed methodical system, due to the validity of its effectiveness, can be used in the practice of pedagogical universities in the process of future teachers’ readiness to carry out research activities.
