The article deals whih the results of the experimental verification of the methodology of use the information and digital learning environment as a tool for the development of teachers’ civic competence. The experimental verification was carried out during a comprehensive study in 2018-2019. The authors of this study diagnosed the level of developing teachers’ civic competence by questionnaires (incoming and outgoing) in the control (122 people) and experimental (129 people) groups. The description of criteria, levels and descriptors of assessment of civic competence of a teacher in an information and digital learning environment is given. Particular attention is paid to the attitude of teachers, school principals, methodologists and in-service teacher training specialists to the use of information and communication technologies (ICT) to create and develop an information and digital learning environment in educational institutions, and the use of digital tools in in-service teacher training institutions for civic education in schools. The purpose of the article is to prove the effectiveness of the methodology of using the information and digital learning environment as a tool for increasing teachers’ level of civic competence and to highlight the process of the implementation of civic education in Ukrainian schools. In this study we have developed the main components of the methodology of using the information and digital learning environment as a means of developing teachers’ civic competence, which constitutes the novelty of the study. The information and digital learning environment is an effective tool for raising the level of teachers’ civic competence and a tool for implementing civic education in secondary school, which is the practical significance of the study.

The urgency of the problem of civic competence forming in a higher education institution is due to the requirements of the Law of Ukraine «On Education», the concept of «New Ukrainian School», Professional Standard for Primary School Teachers. The purpose of the study is to carry out a theoretical justification of the content and ways of civic competence formation of future primary school teachers by means of modern legal culture on the basis of legal sources and scientific literature. Methods of scientific research applied to achieve the goal of research: analysis and synthesis to clarify the nature and components of civic competence of future teachers, to determine active methods of its effective formation in higher education; methods of generalization and systematization for the interpretation of their own views on the explanation of the essence of the content of the concept of «civic competence». The result of the study: the authors have provided the interpretation of the concept of «civic competence of future primary school teachers» as an ability that is formed in the educational institution during lessons and through the means of legal culture in extracurricular activities. It has been found that the civic competence of a specialist is formed by his civic maturity, civic culture and civic position. Interactive forms and methods of civic competencies formation of students, future primary school teachers, tested by the authors in the municipal institution of higher education «Lutsk Pedagogical College» of Volyn Regional Council.

The article describes the work on the formation of socially active civic competence. The process of assimilation and understanding by students of the concept of citizenship depends on the degree of their involvement in cognitive and socially useful activities. Students who have a fairly complete understanding of civic competence often do not see the possibilities of applying this quality in life, where their intervention and assistance is most needed. To solve the set tasks, a technology for the formation of socially active civic competence is proposed.

The article discusses the issues of the formation of socially active civic competence of students in schools, which are relevant for society and the education system, and some results of the research carried out in pilot schools on this topic. In this regard, the presence of a problematic situation in the practice of teaching students the subject "Foundations of State and Law" is stated. Teaching this subject and its content has potential socio-didactic and educational opportunities that contribute to the effective formation of socially active civic competence of senior students. The author proposes to use such opportunities in the context of the implementation of innovative educational technology in the process of teaching this subject and educational developmental technology in extracurricular training sessions with senior students.

The article is devoted to the analysis of youth civic education, civic engagement, and civic competence in international and national contexts. Over the last decades these themes have acquired importance in research, policy and practice in many parts of the world, including the EU and Ukraine. Citizenship, citizen, civic virtues, civic culture, civic competence are singled out by the authors as the key concepts of the discussed phenomena. Civic competence is defined as a path for a person to be included into a certain political or social community; it is the knowledge and exercising of the rights and duties of this community; it is a civic self-identification and a quality of a personality that necessitates his/her active participation in political or public life and characterizes his/her community involvement; it is a moral value that is based on the sense of patriotism, respect for human rights, sense of duty, responsibility, tolerance, solidarity. The genesis and the formation of the citizenship from the time of Aristotle to the present has passed the way from seeing it as a critical engagement with others; understanding and exercising one’s own rights and freedoms, and towards realizing the necessity of interdependence of the world nations and the world equality. The second part of the article substantiates the importance of youth civic education for both Ukraine and other countries as young people greatly influence the future of their nations. The main structural components of civic education that are presented by the authors include understanding key concepts, fostering respect for law, justice, democracy and common good, encouragement of thought independence. It develops skills of reflection, enquiry and debate. The article also presents the models of civic education for secondary and higher schools and highlights the problems related to the formation of civic education in Ukraine. The emphasis is placed on the use of serious video games as a promising tool for the formation of civic competence actively used in Western Europe. Examples of social projects based on serious video games, web platforms and mobile devices aimed at solving social problems of the society include Nutriciencia project, Ukrainian GameHub project, Hidden in the Part game. Conclusions are made about the need to recognize civic education not only as a subject of the curriculum, but as an integral part of educational policy – central to both educators and the society as a whole, both on the international and national levels.

Ruang lingkup kajian pendidikan kewarganegaraan merupakan bidang kajian yang bersifat multifacet dengan konteks lintas bidang keilmuan. Dengan Pendidikan Kewarganegaraan dalam social studies dengan baik dan benar diharapkan generasi penerus bangsa Indonesia akan memiliki karakter cerdas (smart), memiliki kemampuan untuk melakukan perubahan di tengah masyarakat, melakukan transfer of learning (proses pembelajaran diri), transfer of values (proses penjawantahan nilai-nilai), dan transfer of principles (proses pengalihan prinsip-prinsip) demokrasi, HAM, dan masyarakat madani dalam kehidupan nyata. Metode dalam penelitian ini adalah metode studi pustaka dengan mengkaji lembar-lembar pustaka dari berbagai kriteria mulai dari buku, jurnal atau artikel. Hasil penelitian menunjukkan bahwa pendidikan kewarganegaraan dalam social studies adalah sebagai pewarisan nilai kewarganegaraan dengan menanamkan kepada anak didik suatu komitmen dasar tentang nilai-nilai kemasyarakatan yaitu nilai pengetahuan,  tingkah laku dan nilai-nilai kekayaan budaya serta membantu anak didik untuk mengembangkan kemampuannya untuk mengaplikasikan nilai-nilai kemasyarakatan tersebut. Sedangkan urgensi pendidikan kewarganegaraan dalam social studies sebagai pembentukan karakter cerdas bagi generasi muda di era global adalah warga negara yang memiliki pengetahuan dan sikap kewarganegaraan akan menjadi warga negara yang percaya diri (civic confidence), warga negara yang memiliki pengetahuan dan keterampilan menjadi warga negara yang mampu (civic competence), warga negara yang memiliki sikap dan keterampilan kewarganegaraan akan menjadi warga negara yang komitmen (civic commitment), sehingga  warga negara atau generasi muda yang memiliki pengetahuan, sikap dan keterampilan kewarganegaraan akan menjadi warga negara  smart dan good citizenship

This study aims to analyze: (1) the effect of the Project Citizen learning model is higher than the conventional learning model; (2) the learning outcomes of students who have high civic competence are higher than students who have low citizenship competencies (3) the interaction between the Project Citizen learning model and civic competence in influencing student learning outcomes of PPKn. This research is in the form of quasi-experimental design with 2x2 factorial. The instruments used were the PPKn learning outcomes test and the Citizenship Competency instrument. Data analysis using two-way ANOVA. The results showed: (1) There is an effect of the Project Citizen learning model on student PPKn learning outcomes in class VII SMP Pahlawan Nasional Medan; (2) Student PPKn learning outcomes with high nationality competencies are higher than students who have low citizenship competencies; (3) There is an interaction between the Project Citizen learning model and Citizenship Competence on student PPKn learning outcomes at SMP Pahlawan Nasional Medan.
