The present study considers the issues of improving an educational process in Russian universities in the context of Russia's participation in the Bologna sys-tem. The author also addresses the problem of in-troduction of educational and professional stand-ards and the development of democratic principles in the field of scientific and pedagogical activity. It is noted that Russia has noticeably reduced its activity in brining higher education into line with interna-tional standards. In many universities, students are taught mainly according to patterns formed by prac-tice and determined by federal state educational standards (FSES). The curricula and methodological materials also conform to the specified standards. This situation is largely due to excessive top-down approach in management of higher education in Russia and, as a consequence, there is no real com-petitive component among universities. There is also an insufficient stimulation of generation of both new knowledge and methods of transferring it to students. The present study provides proposals on improving the structure of the Federal State Edu-cational Standard as well as the procedure of com-piling educational and methodological literature, aimed at expanding the autonomy of higher educa-tional institutions. There are substantiated pro-posals on realization of creative potential of the teaching staff and increasing educational activity of students.

The current stage in the development of education makes it possible to fix the «gaps» between the professional training of teachers and the request of educational practice for a specialist of a certain quality, overcoming which became possible with the provision of interaction of pedagogical universities with educational, scientific, public organizations, regional and municipal educational authorities, representatives of the working environment and business on the development of continuing teacher education. This vector of development has determined new requirements for the development of basic professional educational programs, for the focus of professional training of teaching staff. One of the reasons for opening unclaimed bachelor’s programs and graduating unclaimed specialists is insufficient attention to monitoring the needs of leading employers in the region, which allows obtaining information on the demand for specialists of a certain profile with the definition of professionally significant qualities and competencies. Analysis of the results of the monitoring study, comparing them with the requirements of professional standards, federal state educational standards of higher education and the capabilities of universities allows us to develop components of current basic professional educational programs. The article substantiates the importance of pedagogical stimulation educational activities of students, which is due to the trends of modern higher education, namely the idea of continuing education. Despite the sufficient degree of development of issues of pedagogical stimulation and activation of educational activities, this problem does not find a comprehensive solution in relation to higher education. In the activity of a teacher, in addition to the implementation of educational, educational, and developmental functions, a special place is occupied by a stimulating function. This is evidenced by the theoretical analysis of the works of classics of Russian pedagogy. The study of the experiences of scientists and analysis of own pedagogical activity allowed us to offer a comprehensive approach to the pedagogical stimulation of educational activity of student: application of enabling methods and technologies of training, the implementation of stimulating activities and educational incentives. The article defines the stimulating actions of the teacher at each stage of practical training at the University (introductory, main, final) and the pedagogical incentives used by them. Stimulating actions of the teacher encourage productive joint educational process of students and teachers. Comprehensive stimulation of educational activities will contribute to the formation of the subject position of students, the formation of a positive emotional and value attitude to the learning process, improve the quality of education, and act as a factor in the development of the ability to self-development and self-education.

The article deals with one of the directions of educational practice — practice-oriented training. In the implementation of practice-oriented training in modern education can help institutions of additional education, because they have a high adaptation to changes in society, quickly respond to individual educational and other needs of children, and most importantly, unlike regulated school education, offer the freedom to choose programs, directions of training, education and development. New requirements for the organization of the educational process in the system of additional education was a prerequisite for the development of a model of formation of universal educational actions on the basis of Children’s Ecological and Biological Center of Zheleznogorsk, Krasnoyarsk Krai. When creating the model, we took into account that the educational activity of the Children’s Ecological and Biological Center is based on a system-activity approach, which will ensure: the formation of readiness for self-development and continuous education, design and construction of the social environment of students in the education system, active educational and cognitive activity of students, construction of the educational process taking into account the individual age, psychological and physiological characteristics of students. The proposed model can be implemented in all institutions of additional education of natural Sciences.

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

Current trends in the development of the education sector require significant changes in approaches, methods, techniques and tasks of training. The challenges that arise need to be addressed, which will make it possible to increase the competitiveness of higher education seekers after their graduation, and, as a consequence, to improve the competitiveness of the higher education institution itself. The tasks that arise are: a change in the approach to the educational process of research and teaching staff, which must consist in the interest of teachers themselves to improve the quality of educational services they provide; a change in the approach to the educational process of learners – students, listeners, cadets, etc. – that is, it is necessary to transform those who are taught into those who learn; definition of criteria for the effectiveness of education, which is obviously not only in achieving program learning outcomes. The main criteria of efficiency of educational activity are formulated in the article. These criteria are obviously not only the amount and strength of knowledge and skills, competencies and program learning outcomes. Using only such criteria, it is impossible to fully assess the current requirements for the effectiveness of education. In the conditions of market relations, economic crisis, global mental restructuring, the main criterion for the effectiveness of training of the specialist is the ability to employ him in various positions after graduation, and possibly during training. What is more important is the ability of the job seeker to self-improve and master various competencies when changing functional responsibilities. That is, a higher education student must have a wide range of competencies, not only deep ones, which will enable him to develop under certain conditions in the performance of functional duties. Such tasks make it possible to solve the use of elements of dual education, distance technology using modern technological solutions and motivation of participants in the educational process to self-development. The article concludes that the mutual combination of dual education with distance learning technologies should ultimately solve the urgent problem of training an experienced specialist with a high level of competence who will be able to perform production tasks without additional internship or training after graduation.
