The article is devoted to the study of theoretical and practical aspects of the transformation of labor potential and staffing in the process of formation of the digital economy. The authors identified the professional and user areas of application of digital technologies, substantiated their relationship with organizational and managerial innovations. The prerequisites for the widespread dissemination of information and communication technologies and the development of innovative networks are substantiated.

In this paper, we try to investigate the contribution of digitalization on economic growth in both developed and developing countries over the period 1990-2020. For this end, different econometric tools are applied on a panel dataset. Overall, we show that the digital technologies seem to significantly and positively affect economic growth in both groups of countries. The digitalization impact level tends to differ across countries. Our empirical results also display that the short- and long-term relationship between information and communication technologies and economic growth is well documented. Such results can be useful for policymakers to enhance the digital economy and provide novel channels to develop adequate policies and promote new institutions. So, benefits from digitalization can lead to realize substantial economic growth.

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

The priority vector of development of many countries of the world is digital transformation and creation of a hypercompetitive digital economy. The key trend of modern global economic development in all countries of the world is the rapid spread of information and communication, digital technologies and the development of the digital economy, which causes changes in the business environment, transaction methods and the level of connections between individual entities. The digital economy is an innovative dynamic economy based on the active introduction of innovations and information and communication technologies in all types of economic activities and spheres of society, which increases the efficiency and competitiveness of individual companies, the national economy and living standards. In the third wave of globalization, the digital economy plays an important role in the development of countries, the most important factor of which is information and knowledge, as well as ways to access them. Increasingly, the digital economy is intertwined with the traditional economy, making clear demarcations increasingly difficult. The main products of the digital economy are the same goods and services of the traditional economy provided by computer equipment and digital systems such as the global Internet. However, the rapid development of digitalization is becoming a source not only of new opportunities, but also of serious threats and problems for all segments of the population that need to be taken into account. That is, the digitalization of the economy and all spheres of public life, on the one hand, becomes a challenge and threat to established business models and successful strategies of behavior of enterprises in a market economy, on the other - opens new opportunities for improvement and competitive advantage. Digitalization has significant benefits for economic development. Benefits at the level of the whole society include: economic and social effect of digital technologies for business and society; improving the quality of life; increasing the productivity of all social labor; the emergence of new models and forms of business that can increase profitability and competitiveness; increasing the transparency of economic transactions and ensuring the possibility of their monitoring. The article analyzes the key digital technologies and their impact on the formation of new trends in the labor market. Particular attention is paid to the stages of development of the digital economy and the current state of Affairs in the practical application of information and communication technologies in the Russian Federation. A meaningful analysis of the key digital technologies, the practical use and application of which make modern business successful and effective in terms of its final results. The article presents the results of the analysis of indices (indicators) most commonly used in practice to assess the level of development of information and communication technologies in various countries of the world community. Based on the analysis of the values of various indexes using the methodology of SWOT-analysis, assessed the situation in the Russian Federation practical use of information and telecommunication technologies. The main reasons for the insufficient use of ICT in the development of the Russian economy are highlighted. The result of the analysis was the identification of the main factors that positively affect the effectiveness of the use of digital technologies in the production and management practices of domestic companies. The article presents the author’s position on the new trends of the labor market, formed as a response to the increasingly active penetration of the digital economy in the socio-economic sphere of society.

Currently, the driver of the development of socio-economic systems is their digital transformation. Information and communication technologies have significantly simplified a number of organizational and operational processes of companies in all sectors of the economy. In healthcare, ICTs have found their way into improving communication solutions. However, in general, the digital transformation of this area is much broader, and current trends, problems and prospects for its activation require additional scientific research. The study outlines promising directions for the development of the healthcare sector, based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The trends examined in the course of the study made it possible to speak not only about promising directions for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, the activation of these processes in Russia is hindered by gaps in patent law and licensing. The article identifies possible management and regulatory decisions to overcome the existing limitations. The research results can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. The introduction of information and communication technologies into the educational process began more than twenty years ago, along with the rapid spreading of computers around the world. However, not all educational institutions have supported the inclusion of information and communication technologies into the educational process for the above-mentioned quite a long period of time. Most likely, this was due to insufficient financial investments in modernization. In addition, insufficient attention was initially paid to training of teachers for working with digital technologies. At present, when information and communication competence has already been included into all international standards for teachers, it turned out that neither graduates from teacher training institutes nor teachers who have been working for already a long period of time have sufficient competencies for using digital technologies in practice. A comparative analysis of Russian and European professional standards for teachers is carried out, and the competencies they should possess are considered. Various versions of the information literacy definitions are given, which have undergone changes in the technological development process. Special attention is paid to the requirements for competencies of foreign language teachers in the field of digital technologies. The list of the currently available digital tools, including mobile devices, is discussed. The students actively use such technologies to learn languages, but to yield a really positive effect, digital tools should be integrated directly into the educational process in a professional manner. The experience of work with digital technologies gained by the teachers of the NRU MPEI Department of Foreign Languages is considered. A conclusion has been drawn, according to which a high level of information literacy enables teachers not only to change their own pedagogical methods, but also to open new horizons for their students, who, in turn, gain access to high quality education.
