Purpose. The aim of the article is substantiation of the role of digital infrastructure in the process of digital transformation of Ukraine and analysis of the possibilities of using blockchain technologies. Methodology of research. General and special methods of economic research are used in the course of scientific research, in particular: analysis and synthesis to reveal the economic essence of digital infrastructure; statistical and graphic methods ‑ in the analysis of world trends in the development of information and communication technologies, methods of induction and deduction, abstract and logical method ‑ in drawing conclusions from the results of the study. Finding. Definitions of digital economy, suggested in domestic economic literature, are considered. The author’s definition of this concept is substantiated. Areas of activity have been identified in which the introduction of digital technologies will play a decisive role in the context of digital transformation. The Concept of the development of the digital economy and society of Ukraine and the directions of digital development defined by this Concept are considered. The types of digital infrastructures and the main digital technologies that ensure their formation are given. The essence of the concept of blockchain and the scope of its possible application in Ukraine in order to protect data and ensure cybersecurity is revealed. Originality. The author's definition of digital economy is offered, in which special value is given to introduction and real use of digital technologies in various spheres of human activity. The role of digital infrastructure and main technologies that ensure its formation is substantiated. The directions of using blockchain technologies and measures that need to be implemented for further digital transformation of Ukraine are proposed. Practical value. The results of the study will contribute to the formation of the institutional basis for further development of information technologies in Ukraine, their introduction into the real sector of the economy, and in the future ‑ building an effective digital economy focused on innovation in production and services. The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

Currently, the driver of the development of socio-economic systems is their digital transformation. Information and communication technologies have significantly simplified a number of organizational and operational processes of companies in all sectors of the economy. In healthcare, ICTs have found their way into improving communication solutions. However, in general, the digital transformation of this area is much broader, and current trends, problems and prospects for its activation require additional scientific research. The study outlines promising directions for the development of the healthcare sector, based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The trends examined in the course of the study made it possible to speak not only about promising directions for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, the activation of these processes in Russia is hindered by gaps in patent law and licensing. The article identifies possible management and regulatory decisions to overcome the existing limitations. The research results can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

This paper connects the scholarship of labour sociology with studies of information and communication technologies (icts). It contends that, despite the wonders of social progress associated with digital technologies, the emergence of the digital electronics manufacturing industry in Asia has led to serious regressions in society. Among the worst of such digital disruptions is the challenge of Foxconn, the world’s largest electronics manufacturer and one of the most notorious sweatshops in the history of industrial capitalism. Tragedies at Foxconn force us to reconsider industrialization and the role oficts so fundamentally that it requires us to revisit old regimes of slavery in order to fully understand these events. From a critical historical perspective, this paper examines disruptive moments in Foxconn while developing the idea of iSlavery and, in particular, manufacturing iSlaves, as a conceptual device to rethink the Foxconn suicides as emblematic of a disruptive and disrupted digital Asia.

In this paper, we try to investigate the contribution of digitalization on economic growth in both developed and developing countries over the period 1990-2020. For this end, different econometric tools are applied on a panel dataset. Overall, we show that the digital technologies seem to significantly and positively affect economic growth in both groups of countries. The digitalization impact level tends to differ across countries. Our empirical results also display that the short- and long-term relationship between information and communication technologies and economic growth is well documented. Such results can be useful for policymakers to enhance the digital economy and provide novel channels to develop adequate policies and promote new institutions. So, benefits from digitalization can lead to realize substantial economic growth.

The article is devoted to an overview of the development and state of the digital economy of the Republic of Uzbekistan and the world as a whole. In particular, the role of information and communication technologies in enhancing the economic growth of countries and facilitating access to public services is being examined. The main components that stimulate the development of the country’s digital economy (investments in information and communication technologies and their development, digital infrastructure, e-government) are revealed. When studying the material, the methods of analysis, observation, grouping, comparison of world experience in the development of information and communication technologies, and the digitization of the economy were used. A review of the main world ratings that are significant in the development of the digital economy is carried out and the place of the Republic of Uzbekistan in the ratings is revealed, a growth trend is noted. The analysis of the prospects of digital technologies in the Republic of Uzbekistan is carried out, the special role of the documents issued by the government on the development of the digital economy, as well as the organizations created that allow making innovative proposals, is noted. Based on the results of the study of the material, recommendations were made for improving the state of the digital economy in the country and in the world as a whole. These recommendations are also reflected in the regulatory documents on regulating the digitalization of the economy of the Republic of Uzbekistan.

The economy has taken a new facet in recent times through technologies like Information and Communication Technologies (ICT), ushering radical change in all sectors in developed and developing nations. ICT has transfigured the traditional services and productivity of libraries and other organizations to more sophisticated methods. A powerful catalyst of this change is digital transformation, integrating ICTs into the economy, referred to as the “digital” economy. However, the chapter identified ingredients of the digital economy, and spheres ICT have influenced the digital economy. Information and Communication Technology Council (ICTC) and Spires and Barlett frameworks were adopted to buttress digital skill sets required for functioning effectively in the digital economy. Additionally, the chapter examines the promising future of ICT and the importance of entrepreneurship. Challenges were identified to affect full ICT implementation by developing countries in the digital economy. The chapter concluded that ICT is a key determinant and contributor to economic development in many nations.

This article shows how the increasing prevalence of digital technologies into various spheres of human life has necessitated change in a number of institutions. First, it grapples with economic institutions that ensure the functioning of a market economy. In addition, the definition of digital economy, the concept of digital economy, the technological developments specific to digital economy, the share of Information and Communication Technology (ICT) in the gross national product of a country, and the analysis of certain indicators of communication and information are also covered in the article.

Abstract The purpose of this study was to investigate the role of technologies in fostering students’ creativity and motivation in university classrooms, according to professors and students. Nine professors from three groups – those who use information and communication technologies creatively, those who make traditional use of these technologies, and those who do not use information and communication technologies –, were interviewed. Additionally, 249 students completed the Inventory of Teaching Practices for Creativity in Higher Education and the Motivation Scale for Learning. In the professors’ report, it was not noticed a link between technology and the development of creativity. Students whose teachers did not use information and communication technologies evaluated the teaching practices for creativity more positively. The use of digital technologies in the classroom should be planned according to the purposes that are sought to achieve.

Введение. В настоящее время развитие социально-экономических систем немыслимо без цифровой трансформации, которая является не только драйвером такого развития, но и его обязательным условием. В последние десятилетия информационно-коммуникационные технологии существенно упростили ряд организационных и операционных процессов компаний всех без исключения секторов экономики. В здравоохранении ИКТ нашли свое применение в части совершенствования коммуникационных решений. Однако в целом цифровая трансформация данной сферы гораздо шире, а современные тенденции, проблемы и перспективы ее активизации нуждаются в дополнительных научных изысканиях. Данные и методы. Методология исследования основана на существующих теоретических разработках в области управления развитием сферы здравоохранения в условиях цифровизации экономики. В ходе работы над статьей были применены диалектический, абстрактно-логический и другие общенаучные методы познания, а также табличные и графические приемы визуализации статистических данных и результатов опросов, что обеспечивает высокую степень обоснованности и достоверности полученных результатов и выводов. В исследовании обозначены перспективные направления развития сферы здравоохранения, базирующиеся на внедрении искусственного интеллекта, робототехники, 3D-принтинга и других сквозных цифровых технологий. Произведен анализ мировой и российской практики в данном направлении. Результаты. Рассмотренные в ходе исследования тенденции позволили говорить не только о перспективных направлениях внедрения ключевых цифровых технологий в сфере здравоохранения, но и о наличии ряда ограничений. В частности, активизации этих процессов препятствуют пробелы в патентном праве и лицензировании. Заключение. В статье обозначены возможные управленческие и регуляторные решения для преодоления сложившихся ограничений. Результаты исследования могут быть использованы в качестве теоретической основы для управления развитием сферы здравоохранения в условиях цифровой экономики. Introduction. In healthcare, ICTs have found their application in terms of improving communication solutions. However, in General, the digital transformation of this sphere is much broader, and current trends, problems and prospects for its activation need additional scientific research. Data and methods. The research methodology is based on existing theoretical developments in the field of health care development management in the context of digitalization of the economy. In the course of the article, dialectical, abstract-logical and other General scientific methods of cognition were used, as well as tabular and graphical methods for visualizing statistical data and survey results, which provides a high degree of validity and reliability of the results and conclusions. The study identifies promising areas for the development of the healthcare sector based on the introduction of artificial intelligence, robotics, 3D printing and other end-to-end digital technologies. The analysis of world and Russian practice in this direction is made. Results. The trends considered in the course of the study allowed us to speak not only about promising areas for the introduction of key digital technologies in the healthcare sector, but also about the presence of a number of limitations. In particular, gaps in patent law and licensing hinder the activation of these processes. Conclusion. The article outlines possible management and regulatory solutions to overcome the existing restrictions. The results of the research can be used as a theoretical basis for managing the development of the healthcare sector in the digital economy.
