This research was done because the public demands a very large in the provision of services which provide information in accordance with the needs of the community. To answer this need the government to use information and communication technology called e-Government. E-Kelurahan is one kind of electronic services (e-Service) in the field of public service Bandung city. This study uses qualitative design wich focus on the problem how to implementing e-Service at the e-Kelurahan program funds what kind of obstacle. The results of this study show that the implementation of e-Service via e-Kelurahan has not been successful. This is evidenced by the existence of barriers that hinder the effectiveness and efficiency of e-Village program. Bandung City Government is expected to soon be providing professional executive personnel or by the holding of training for regional aggency of using the application in order to more effectively and efficiently.

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

KPP Pratama Manado is a place provided by the government for the public or taxpayer in carrying out their obligations to report on each asset or wealth or income they have. Along with the times in the advancement of information and communication technology, KPP Pratama Manado provides convenience for taxpayer in reporting SPT (Surat Pemberitahuan Tahunan) by providing e-Filing. The e-Filing system is an online tax reporting system that has been provided by the government for taxpayer. However, the lack of knowledge of taxpayer on e-Filing system affects taxpayer still reporting annual SPTs manually. KPP Pratama Manado should further improve the grade and quality of e-Filing system so that they can be used more optimally by taxpayer.Keywords: SPT, e-Filing, taxpayer

Though many countries are still just beginning to grasp the potential uses and impacts of Electronic-government (EG), advances in technologies and their applications continue. Observing the proliferation of EG, countries are increasingly turning to the Internet to market their EG system to gain a competitive advantage. However, the effectiveness and efficiency of such online government systems largely depends on the mission of implementing EG. For successful adoption and implementation of EG, it is essential that a country first identify an explicit objective and a specific strategy. We have examined implementation strategies of EG of seven diverse countries whose objectives and mission for implementing EG differ significantly. However, they have the following strategies in common: i) extensive application of information and communication technology (ICT) in the public sector; ii) overall reformation of the public sector; iii) development of a better quality service structure; and iv) more cohesive integration of citizens with government.

Applying Information and Communication Technology (ICT) to public service deliverycontributes to transparency, accountability, and cost-saving to improve administrative efficiency. Thisapplication has become an inevitable trend for administrative reform worldwide. This paper examines thepolicy of promoting ICT in public service delivery and its implementation in Vietnam. Recently, theVietnamese government has created a thoroughly legal foundation to develop information infrastructurefor public service delivery. However, online public service delivery results are still lower than expected,and the online service index in Vietnam has just reached the average level of the world. Therefore, toencourage citizens to use online public services, the government should improve the personalidentification data system and promote propagating and popularize online public services. Thegovernment also should protect personal data and administrative system security to ensure organizationalsystem safety and efficiency.

Jabar Cyber Province (JCP) is a flagship program of Government of West Java Province in implementation of Information and Communication Technology (ICT) to improve coordination, communication and collaboration of local government administration. To establish the program, the Government of Sukabumi City has developed public services at all levels in every work units, so that the people can feel its benefits optimally. The focus of this research is to discover how the development in establishing JCP as a medium of information and communication among work units, as well as decision in applying information transparency to the public. This research is descriptive using qualitative approach, the data obtained through observation and interviews with officials in the Office of Communications and Informatics of Sukabumi City. The results show that the development of ICT in establishing JCP in Government of Sukabumi City has not implemented optimally, while the information transparency is done through the stages of stakeholders towards aggregation of the public interests.

This paper aims to explain the alternative strategies that can be done by the Village Head (Keuchik) as public servants, especially those related to the service of population administration. Public services should continue to be improved and involve recipients of services. The problem is in the service process, in addition to the quality is still low, the public as recipients of services rarely included. The methods used in this study are qualitative and secondary data. It is found that there are at least two strategies that can be done in order to improve the service and public participation, such as the Citizen Charter and the application of information and communication technology. Based on these findings, Keuchik as public servant is expected to implement both strategies in providing and improving public services. Keywords: village, strategy, village head, public service, participation

The use of information and communication technology( ICTs) in the public sector is one of the most important effects were caused by IT .Nowadays, with the development of e-government, set of information are available about the public sector in electronic databases Significantly, that may be agree with each other . Public sector information is considered the most important thing in e-government environment   ,it has a great value. (Shao & Wang, 2010). Moreover, The government environment become is using the Internet and information technology, mainly on their interactions with businesses and citizens, and among themselves. One of the e-Government initiatives is the development of the government-to-business (G2B) system, which is an agenda sets to promote a higher service quality between government entities and the business sector (Dong, Xiong & Han, 2010).This paper aims to discover the importance of the government's small and medium enterprises under the umbrella of e-services G2B. G2B transactions include various services exchanged between the government and the business community, including the deployment of policies and memos, rules and regulations. It includes commercial services provided access to current business information, application forms are loaded, renewal of licenses, registration of companies, to obtain permits, pay taxes, e-Procurement service ERAs (slaves and Abu Shanab, 2010).


The purpose of this paper is to examines the impact of Information and Communication Technology (ICT) on restructuring of public service in Nigeria. The globalization policy assert that the public service of the developing countries must be restructured to comply with new technology i.e. the information and communication technology for efficiency and productivity. This is to say that the public servants must have a basic knowledge of ICT usage in their organization or otherwise they will lose their job and replace with high skilled employees. This study conducted systematic review of relevant literature on ICT and public service restructuring and come up with methodological result. The findings show that the idea of new public management (NPM) was introduced. This give emphasis on engagement of highly skilled workers that are ICT compliant will be retained into the public service to replace low skilled and manual employees. Finally, the paper recommends the need to improve service quality in public sector through the training and retraining of employees in line with new technology.

Now days in this modern era of globalization, the development of information and communication technology has offered solutions to improve public service performance. This also provides new innovations for the government to be able to offer the latest solutions in improving its services. This report discusses research based on Presidential Instruction No. 3 of 2003 concerning national policies and strategies for the development of e-Government, various regions began to develop the application. The case is discussed about the application of e government in Tangerang city. LAKSA is a feature for the people of Tangerang City to convey their aspirations, aim to the government can effectively and efficiently fulfill the needs of the city of Tangerang. With this prosperity, the government response is needed in accordance with the level of urgency of the complaints conveyed by the community. This research will compare the methods that can be used to solve this problem, namely Naive Bayes and decision trees
