The experience of adaptation of educational institutions of the regional system of stationary training of qualified workers in the context of the migration impact in the 1940s — the first half of the 1950s is considered. A number of approaches in modern domestic and foreign historiography, postulating the existence, along with punitive and coercive mechanisms of ensuring the loyalty of the Soviet working class, a number of administrative practices that provided significant support for state policy “from below,” from the working masses, are highlighted. It is shown that the awareness of the impossibility of widespread use of compulsory punitive mechanisms without restriction was formed directly during the implementation of state policy in the 1940s — mid 1950s, it was also represented among the leaders of the system for training young skilled workers — the State Labor Reserves. It is noted that such an understanding leads already at the beginning of the 1940s, in the most difficult conditions of the initial period of the Great Patriotic War, to the development among the leadership of educational institutions and the regional administration of the State Labor Reserves mechanisms for adapting educational institutions and students to a complex of problems caused by the powerful migration impact. The authors identified four groups of such mechanisms that ensured the minimum sufficient level of student loyalty to solving educational and production problems: agitation and information; organizational; economic and material and household; sociocultural.

The article is devoted to the study of the actions of the Soviet state on agitation and propaganda protection of state interests in the Ivanovo region in 1941. It reflects the measures of the Soviet government and the state defense Committee of the USSR to prevent uncontrolled forms of dissemination of information that arouses alarm among the population and measures of responsibility for these actions. Important attention is paid to such official means of countering German propaganda in the Ivanovo region as radio broadcasting, periodicals and film production. It shows the specifics of their activities in the most difficult conditions of the initial period of the great Patriotic war, the degree of perception of the population of the region of the information they bring. The article is based on the materials of the Russian state archive of socio-political history, the state archive of the Ivanovo region and the local periodical press. The results of this research may be of interest to specialists in the history of the great Patriotic war, students of higher educational institutions, as well as the General public.

Introduction. The chronological framework of the study includes the period of development of the People’sRepublic of China from 1949 to the present, when state policy was formed in relation to large, medium and small cities, which had a significant impact on the socio-economic transformations of China. Goals and objectives of the study. It is necessary to consider the features of the implementation of the state policy of the PRC in the 1949–2000s. in relation to the development of urban areas, the regulation of the urbanization process. Materials and methods. The article was written on the basis of sources on the economic history of the PRC: materials of five-year plans, documents of the State Council and the Central Committee of theCommunist Party of China. The study used such special historical methods as problem-chronological and retrospective. Results. In the history of China’s state policy in relation to urban development, two main stages can be distinguished: 1. The initial period of urban construction management (1949–1976), when the main industrial urban centers of the PRC were formed. 2. The period of urban construction management in China after the start of the policy of “reform and opening” (from 1978 to the present), when cities began to act as the main “development poles” of the surrounding territories. Throughout its 70-year history, the Chinese city has become a center of national economic development and a “growth pole” for the regional economy. A modern production base, modernized educational, scientific and technological centers were formed in the cities. The state policy in the field of development of urban areas was regulated not only by five-year plans, as throughout the history of the PRC, but also by such important documents as the “National program of urbanization of a new type for 2014–2020” from 2015, Plan for the construction of 19 urban agglomerations in the Central, Western and North-Eastern regions from 2016. Conclusions. The formed state policy of China in relation to urban areas at the present stage is dictated by the tasks of co-development of urban and rural areas, the principles of building an ecological civilization, the norms of sustainable regional development, the requirements of modernizing economic changes in the interests of “socialism with Chinese characteristics”, as well as the goals of implementing the updated strategy of coordinated regional development.

A hypothesis has been put forward that the existing basic characteristics of the executive authorities of region and the implementation by government officials of the apparatus regional administration of politically significant decisions contribute to raising the level of public confidence. Indicators of the quality of life of the population are based on a systemic development of the quality of provision of state and municipal services and a closer relationship with the overall dynamics of the perception of the state apparatus for the management of society. The modern state sets priorities for effective and effective development. These tasks actualize the tasks of conceptualizing analytical work in the field of assessing the effectiveness and effectiveness of public administration, which allows you to turn to the sociological institute of public opinion as an open and independent indicator of the state of quality of public administration. A high level of public confidence in the state increases the effectiveness of state policy, ultimately increasing the overall level of welfare of society. Public opinion can not only facilitate, complicate, and if possible, cancel reforms, but is also one of the most important indicators of how well the reforms are carried out. The article focuses on the creation of credit organizations network by the Poltava provincial local council to support and develop handicrafts, in particular pottery, and the production of ceramic refractories. The article looks at several ways of obtaining funds for the development of handicraft industry, especially the pottery industry which was distinguished by the Poltava provincial local council in a separate category, and for raising its production and artistic level. Here belongs the bank industrial loan which was allocated by the state bank, although not all manufacturers could use it. The second way is a well-established mechanism of state financing of pottery educational institutions, in particular the Opishnenskaia, Postavmutskaia workshops, the Mirhorod Art and Industrial School named after Mykola Hohol, as well as provincial tile workshops and tile-and-brick factories, whose network was increasing with each passing year. One more way was formation of mutual benefit funds, credit societies. Their active growth was observed in Romenskyi, Kostyantynohradskyi, Hadyatskyi, Zinkovskyi and Mirhorodskyi counties. Such forms of financial support solved the production problems of most potters of the province. Credit societies were regarded by the zemstvo not only as financial mutual assistance but also as a guarantor of their members’ activity. Poltava provincial zemstvo could act as a guarantor of fulfillment by its member of obligations to organizations-manufacturers of tools for artisanal production. The positive thing was also the fact that financial capability of the credit societies were not limited to their own funds. They could borrow from banks under a contractual arrangement or get the State Bank loans for development of handicraft business. The formation of the credit organizations network by the zemstvo contributed to the development of handicrafts, pottery in particular, as well as to the intensive production of environmentally friendly ceramic refractory materials and to an increase in the economic potential of the province.

The article examines the level of physical fitness in the region. The relevance of the topic studied in the article is due to the strategic directions of development of physical culture, outlined in the President's Messages, as well as the changed conditions of functioning of sports facilities in the context of the coronavirus pandemic. The development of the level of physical culture and sports is one of the priority areas of the regional administration. Every year, the number of participants in the region's sports and recreation events is growing. Acharacteristic feature of the state policy of the Karaganda region in the field of sports and physical culture is traditionally the implementation of a balanced approach to the development of physical culture and sports. One of the main tasks of the development of physical culture and sports is aimed at implementing one of the priority directions of the state policy in the field of physical culture and sports education of the population through the development of mass sports, high-performance sports and improving infrastructure. Some indicators of the level of physical fitness of the population of the Karaganda region are analyzed. In the final part of the article, the main problems of development of physical fitness of the population in the region are identified and a number of recommendations aimed at improving the level of physical fitness are proposed. The practical significance of the research results is determined by the fact that the implementation of the proposed recommendations will contribute to improving the level of physical fitness of the population.

Different assessments of the value of foreign financial assets are considered in the article and main reasons that have led to their lowering are revealed. SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.
