Formation of a network of credit organizations as forms of support and development of pottery production in the Poltava region (1894–1914)

The article focuses on the creation of credit organizations network by the Poltava provincial local council to support and develop handicrafts, in particular pottery, and the production of ceramic refractories. The article looks at several ways of obtaining funds for the development of handicraft industry, especially the pottery industry which was distinguished by the Poltava provincial local council in a separate category, and for raising its production and artistic level. Here belongs the bank industrial loan which was allocated by the state bank, although not all manufacturers could use it. The second way is a well-established mechanism of state financing of pottery educational institutions, in particular the Opishnenskaia, Postavmutskaia workshops, the Mirhorod Art and Industrial School named after Mykola Hohol, as well as provincial tile workshops and tile-and-brick factories, whose network was increasing with each passing year. One more way was formation of mutual benefit funds, credit societies. Their active growth was observed in Romenskyi, Kostyantynohradskyi, Hadyatskyi, Zinkovskyi and Mirhorodskyi counties. Such forms of financial support solved the production problems of most potters of the province. Credit societies were regarded by the zemstvo not only as financial mutual assistance but also as a guarantor of their members’ activity. Poltava provincial zemstvo could act as a guarantor of fulfillment by its member of obligations to organizations-manufacturers of tools for artisanal production. The positive thing was also the fact that financial capability of the credit societies were not limited to their own funds. They could borrow from banks under a contractual arrangement or get the State Bank loans for development of handicraft business. The formation of the credit organizations network by the zemstvo contributed to the development of handicrafts, pottery in particular, as well as to the intensive production of environmentally friendly ceramic refractory materials and to an increase in the economic potential of the province.

The experience of adaptation of educational institutions of the regional system of stationary training of qualified workers in the context of the migration impact in the 1940s — the first half of the 1950s is considered. A number of approaches in modern domestic and foreign historiography, postulating the existence, along with punitive and coercive mechanisms of ensuring the loyalty of the Soviet working class, a number of administrative practices that provided significant support for state policy “from below,” from the working masses, are highlighted. It is shown that the awareness of the impossibility of widespread use of compulsory punitive mechanisms without restriction was formed directly during the implementation of state policy in the 1940s — mid 1950s, it was also represented among the leaders of the system for training young skilled workers — the State Labor Reserves. It is noted that such an understanding leads already at the beginning of the 1940s, in the most difficult conditions of the initial period of the Great Patriotic War, to the development among the leadership of educational institutions and the regional administration of the State Labor Reserves mechanisms for adapting educational institutions and students to a complex of problems caused by the powerful migration impact. The authors identified four groups of such mechanisms that ensured the minimum sufficient level of student loyalty to solving educational and production problems: agitation and information; organizational; economic and material and household; sociocultural.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.

Furthermore, it presents an innovative solution, eSquirrel, which is developed by an Austrian inter-disciplinary start-up. eSquirrel is a blended learning platform that combines mobile learning with gamification. It blends the concepts of classroom teaching, eLearning and learning from books into a native Android and iOS course app, and enables teachers to learn their students’ progress.

Purpose – to investigate the state of development of organizational culture of legal entities engaged in tourism business in order to further improve the mechanism of development of organizational and cultural resources involved in the international tourism business. Design/Method/Approach. The method of analysis has been applied when investigating the state of market development of tourism business; the questionnaire method ‒ when assessing the state of development of organizational culture of the tourism business in Dnipropetrovsk oblast; the method of logical generalization ‒ to draw conclusions based on the results of the survey. Findings. Author has analyzed current market of tourist services and revealed main trends in development. The trend of further development of the sector has been illustrated; active growth in the number of accommodation facilities has been identified, specifically hotel chains. The rating of hotel brands has been compiled, which compares national and international hotel brands in terms of the number of accommodation facilities available in the tourist market. The author has given the authentic definition of organizational and cultural resources in the business of international tourism. Competitiveness factors for the entities of tourism business have been determined, which include organizational culture among the organizational and cultural resources. An express-algorithm has been presented in order to evaluate the state of development of the organizational culture of a tourism business entity. The results of the study graphically illustrate the assessment of the state of development of the organizational culture by the tourism business entities in Dnipropetrovsk oblast. Practical implications. The research results will be applied in the further formation of the mechanism of development of organizational and cultural resources in tourism business. The proposed express-algorithm and the questionnaire could be used in order to estimate the state of development of organizational culture by enterprises in different businesses. Originality/Value. The scientific-theoretical provisions for the formation of tourism business in Ukraine have been further developed through the assessment of state of development of organizational culture, which, in contrast to existing ones, are based on the results of surveying the entities of tourism infrastructure, which makes it possible to identify the main components in the system of competitiveness management by assessing key performance indicators in the management system related to the development of organizational and cultural resources. Research limitations/Future research. The research results could create a basis of the mechanism for developing the organizational and cultural resources in international tourism business. Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

The aim of study is special aspects of the efficient daily routine of students at modern educational institutions of different types, and its influence on psychophysical functions, adaptive abilities, the quality of life as well as the state of mental and somatic health of the youngsters. Materials and methods: While studying special aspects of the daily routine of students at modern educational institutions and their influence on the state of physical and mental health, the young people were observed in five modern educational establishments in Ivano-Frankivsk: Vasyl Stefanyk Precarpathian National University, Ivano-Frankivsk Finance Commercial Cooperative College named after S.Granat, Ivano-Frankivsk music school named after Denis Sichinskiy, Ivano-Frankivsk Vocational Motor Transport and Construction Lyceum № 15, Ivano-Frankivsk boarding lyceum for gifted young people from rural areas. 300 students were observed (150 female students and 150 male students). The study analyzed their educational conditions, daily routine tension, and activities during breaks, special aspects of leisure arrangements, amount of time spent on homework, subjective assessment of the level of tension of the educational process, and their projected influence on the health state of students by using static models. Results: Received results of the assessment of sanitary and hygienic conditions under which training takes place at modern educational institutions of different types, as well as conditions of after school activities of the students, by applying common methods to evaluate illumination level, microclimate, and air quality have revealed that the youngsters’ conditions at modern educational institutions are marked by absence of significant deviations from common hygienic requirements, they are similar and easily comparable and that enables defensibly and illuminatively to identify main features of influence of the different psychohygienic methods on the development of health maintaining tools and the establishment of features of the formation of functional capabilities and the basic correlates of mental and physical health. Conclusions: The educational conditions of young people in modern educational establishments can be described as not having considerable deviations from common hygienic requirements, being easily comparable and enabling to identify main influence factors of different types of psychohygienic methods of developing and implementing of healthmaintaining tools on the course of formation of the functional capabilities of the body and the development of the main adaptation reactions in young males and females.

Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.
