The development of the socio-economic territories’ level is gradually decreasing. The young people flow from rural areas to large cities is increasing, social and household infrastructure is destroyed, ecological and demographic situations get worse. Rural workers’ wages are lower than in other industries. It is necessary to improve domestic and socio-economic conditions in rural areas so that to reform the decent living standard of country people.The rural areas’ social sphere needs to address the existing problems, related to life level and quality, the need to ensure a favorable social environment, especially in education and health care systems, vocational training, and the possibility of inclusion in the society labor potential.

This paper reports on research investigating the educational status and needs of school-aged children in foster care placements. Using clinical data mining, data were collected about school experiences, attendance, educational achievements and needs, health needs and supports provided. The study found children faced enormous barriers to satisfactory participation and attainment at school. Improving educational outcomes depends upon successful linkages between the child protection, education and health care systems.

This article provides a critical analysis of the features of neoliberal capitalism that hinder the development of social justice and the creation of an inclusive society. Some of them, such as the commercialization and commodification of education and health care systems and the curtailment and cancelation of social programs and social policies, have been adopted in many countries with transitional economy. As a viable example of the social state, this paper briefly analyzes the Scandinavian model of the welfare state, in which the concept of "care" became the central idea. Also, this article discusses the features of the Scandinavian model of education, which is student-centric and based on an egalitarian philosophy. This model of education can be qualified as "empowering the students and pupils." The Scandinavian model of social state can serve as a viable alternative to the economic and social model, created according to the principles of neoliberal capitalism, which does not lead to the creation of an inclusive society.

SUMMARY The European Health Consumer Index (EHCI) is a project that since 2006 has been comparing and ranking health care systems of European countries, from the perspective of patients (consumers) - users of the health care system. Its purpose was to set standards for well functioning and organized health care. The aim of this study was to assess the state of Serbian health care system from the perspective of the European health consumer index and propose recommendations for its improvement and functioning in accordance with European standards. The assessment of the health care system is based on pre-determined forty-eight indicators divided into six groups. According to these indicators, scoring and ranking of countries was done (maximum score for a particular indicator was 3, and the minimum was 1). As per European Health Consumer Index the Republic of Serbia is ranked at 33rd place, with total of 473 points, while Netherlands has been found on the top of the list for years (this year 898 points).

Abstract The coronavirus disease 2019 (COVID-19) pandemic has caused the greatest global loss of life and economic impact due to a respiratory virus since the 1918 influenza pandemic. While health care systems around the world faced the enormous challenges of managing COVID-19 patients, health care workers in the Republic of Armenia were further tasked with caring for the surge of casualties from a concurrent, large-scale war. These compounding events put a much greater strain on the health care system, creating a complex humanitarian crisis that resulted in significant psychosocial consequences for health care workers in Armenia.

This paper presents different models of health systems in the world as well as selected important challenges that they face. Also, the paper presents historical and modern concepts of development of health cooperatives in selected countries, including the Republic of Serbia. Observing the long-term sustainability of different models of health systems, certain weaknesses are pointed out, but also the significant role of health cooperatives in these systems over time, both in the international and national context. A view of the work of health cooperatives during the COVID-19 pandemic in selected countries is presented with examples of innovations in organizational terms that health cooperatives have applied in order to increase efficiency and to respond to business and health challenges posed by the pandemic. A potential answer to the presented weaknesses of health systems is to consider establishing and strengthening health cooperatives, having in mind their role in those systems throughout history, with special reference to the Republic of Serbia where health cooperatives were founded during the 19th century. However, although Serbian health cooperatives were a model for the development of health cooperatives in the world, since 1949 health cooperatives in Serbia are almost non-existent. Following the genesis of the development of these organizations and their modern role in societies around the world, the conclusions indicate the flexibility and resilience of health cooperatives to adapt to new socio-economic conditions, innovation of these organizations shown over time, importance and contribution to societies during their history and during the emerging pandemic. Also, the need for a change in public policies is pointed out, which would enable the establishment of a larger number of health cooperatives in the Republic of Serbia in response to the growing challenges of the health system, following the example of the world.

The Cooperative Medical System (CMS) in China is an established medical system that serves the rural areas and provides treatment and prevention of disease, immunization, family planning, and maternal and child health care services. Past experience suggests that the CMS benefited the peasants in rural China. During the 1980s, following reform of China's economic system, the CMS underwent major changes. In some places, CMS stations evolved into various other types of medical and health care systems; in other places, CMS stations ceased operation altogether. This article attempts to analyze the causes and meaning of these changes, and examines the conditions for continuation of this system.

Historians have long documented the ways that capitalism drew its early accumulation from the dispossession of commonly owned resources—a process that continues to this day. Building a socialist society and economy can be thought of as a reversal of this process—a reclaiming of commons. The resources that contribute to human development do so best when shared and governed democratically.
