This article describes social encounters produced through climate adaptation policy experimentation focused on managed retreat—a framework increasingly used by academics and planning professionals to describe various kinds of planned relocations from areas exposed to environmental hazards. Building on scholarship that examines the political ecology of resettlement and adaptation (Shearer, 2012; Maldonado, 2014; Marino 2015; Whyte et al. 2019), I draw on five years of ethnographic work conducted alongside Isle de Jean Charles Biloxi-Chitimacha-Choctaw Tribal leaders as their longstanding Tribal resettlement planning was transformed by government investment. I found that Louisiana’s Office of Community Development relied on Tribal-led planning to garner federal funds, used those funds to transform the resettlement, and used planning process and documentation to erase the rationales behind and aims of Indigenous-led planning—a process I liken to Dina Gilio-Whitaker (2019)’s notion of decontextualization as a colonial strategy of erasure. I contend that state decontextualization of the resettlement from a struggle for cultural survival to managed retreat policy experimentation reproduced a frontier dynamic whereby colonial and capitalist coastal futures are rested upon the erasure of Indigenous peoples and their lifeways, institutions, and self-determination. Constructions of risk and community and timelines published in planning documentation were particularly important state tools used for decontextualization. Ethnographic accounts of such processes can inform future resistance to eco-colonial schemes within climate adaptation.

AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.

Although Indigenous peoples’ perspectives and concerns have not always been accommodated in climate change adaptation research and practice, a burgeoning literature is helping to reframe and decolonise climate adaptation in line with Indigenous peoples’ lived experiences. In this review, we bring together climate adaptation, decolonising and intersectional scholarship to chart the progress that has been made in better analysing and responding to climate change in Indigenous contexts. We identify a wealth of literature helping to decolonise climate adaptation scholarship and praxis by attending to colonial and neo-colonial injustices implicated in Indigenous peoples’ climate vulnerability, taking seriously Indigenous peoples’ relational ontologies, and promoting adaptation that draws on Indigenous capacities and aspirations for self-determination and cultural continuity. Despite calls to interrogate heterogenous experiences of climate change within Indigenous communities, the decolonising climate and adaptation scholarship has made limited advances in this area. We examine the small body of research that takes an intersectional approach to climate adaptation and explores how the multiple subjectivities and identities that Indigenous peoples occupy produce unique vulnerabilities, capacities and encounters with adaptation policy. We suggest the field might be expanded by drawing on related studies from Indigenous development, natural resource management, conservation, feminism, health and food sovereignty. Greater engagement with intersectionality works to drive innovation in decolonising climate adaptation scholarship and practice. It can mitigate the risk of maladaptation, avoid entrenchment of inequitable power dynamics, and ensures that even the most marginal groups within Indigenous communities benefit from adaptation policies and programmes.

Abstract State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation.

This study proposes a generalized framework for the assessment of flood risk and potential strategies to mitigate flood under various vulnerability and adaptation scenarios. The possible causes of hazard, exposure and vulnerability in flood disaster were clearly identified by using a climate risk template. Then, levels of exposure and vulnerability with adaptive capacity and sensitivity were further defined by a quantification approach, and the climate risk maps were consequently provided. The potential possible climate adaptation strategies were investigated through the comparison of climate risk maps with diverse adaptation options. The framework was demonstrated in the Kyoto City in Japan with residents as a target population to reduce the flood risk. The results indicate that the government should pay attention to reducing the population in flood-prone areas and adopt diverse adaptation strategies to reduce the flood risk to the residents. Rainwater storage and green roofs as adaptation strategies as short-term planning options are recommended. The construction of detention ponds has been suggested to prevent flood risks in future as a part of the long-term planning process. In conclusion, the proposed framework is expected to be a suitable tool for supporting climate risk analysis in the context of flood disasters.

Abstract Even if public agencies sponsoring projects like flood alleviation have the best of intentions for relocated households, there may still be residents who do not agree with being forced to move. Federal relocation policy in the US has been, and continues to be, concerned primarily with housing economics and financial compensation. And yet, residents subject to relocation continue to express other concerns. The public agency responsible for relocation from flood-prone Kashmere Gardens in Houston, TX has promised to make households 'whole' in terms of finding new housing that is no more expensive (in terms of rent, mortgage payments, and equity) than vacated homes. While these considerations are important, this article illustrates how public agencies need to expand how they define 'whole.' Interviews with 53 households affected directly or indirectly by relocation show that the following factors need consideration when subjecting households to involuntary relocation: (1) suitability of new housing, (2) perceived competence of relocation specialists, (3) the relocation planning process, and (4) potential health issues for relocated households. This chapter focuses on the rights to identity, existence, and non-assimilation in Articles 7(2), 8, and 43, which together enshrine rights to the protection of indigenous peoples' continued survival and existence, both physically as individuals and as cultural entities in accordance with levels of human dignity and well-being. Indigenous peoples pressed for the inclusion of such principles in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) in the recognition that pre-existing international, regional, and national laws had failed to protect their survival as communities with distinct cultures, or recognise them as distinct peoples. The three provisions studied in this chapter reflect this central concern of indigenous group/cultural survival and flourishing as peoples. As such, the final agreed text of Articles 7(2), 8, and 43 must be seen as containing norms aimed at the development of existing international law, which would protect and confirm indigenous collectivities in ways not currently recognised or only now emerging.

Vietnam is one of the countries most vulnerable to climate change impacts, especially from extreme weather events such as storms and floods. Thus, climate change adaptation is crucial, especially for natural resource-dependent farmers. Based on a qualitative research approach using a feminist political ecology lens, this article investigates gendered patterns of rural agrarian livelihoods and climate adaptation in the province of Thái Bình. In doing so, we identify differentiated rights and responsibilities between female and male farmers, leading to unequal opportunities and immobility for females, making them more vulnerable to climate impacts and threatening to reduce their capacity to adapt. This research also shows that demands on farmers to contribute to perpetual increases in agricultural output by the state poses a challenge, since farming livelihoods in Vietnam are increasingly becoming feminised, as a result of urbanisation and devaluation of farming. Past and present national strategies and provincial implementation plans linked to climate change do not consider the burden affecting rural female farmers, instead the focus lies on addressing technical solutions to adaptation. With little attention being paid to an increasingly female workforce, existing gender inequalities may be exacerbated, threatening the future existence of rural livelihoods and the viability of Vietnam’s expansion into global markets.
