AbstractThe issues of sustainable and green development is becoming more important, both in scientific analyses and in city policies. The aim of this article was to attempt to create The Green Polish Cities Index. The Index consists of two main parts - Sustainable Development and Green Development, and was based on a review of previous indices and the OECD typology - the PSR (pressure-state-response) model. The article compares and critically analyzes 6 indices used by the European Environment Agency, OECD or other European Units. The selection of indices was connected with a wide application and the diversity of variables used. In total, 226 variables were analysed. Due to a lack of comparative research for Polish cities, The Green Polish Cities Index was constructed. The Index consists of 31 variables representing the most important dimensions of a green and sustainable city. The availability of data and specific conditions of Polish cities were taken into account. An overview of indices and preparation of The Green Polish Cities Index led to the conclusion that implementation of the green city idea under Polish conditions requires, amongst other things, greater cooperation between the Central Statistical Office, universities and city decision-makers.

This paper presents a case-study to demonstrate the calculation methods of growth contributions using structural decompositions of input-output tables and their Hungarian applications. Although the required data are available with a considerable time-lag, results show that taking backward linkages through demand for inputs and value chain multipliers into account can significantly alter the picture on the growth effects of industries and final demand categories by the conventional approach based on quarterly GDP calculations. This can be instructive for analysts and policy- and decision-makers not only in Hungary, but also in other countries. The study was performed by using public macroeconomic and sectoral data obtained from the Hungarian Central Statistical Office.

The aim of the work was to assess the development of the accommodation base and its quality in Poland in 2004-2016. The spatial diversity of tourist facilities in Poland was also pointed out. The data of the Central Statistical Office was analyzed. The research shows that since 2004, both the number of Polish and foreign tourists has been increasing. Tourists opted for a higher standard of accommodation. The largest selection of such facilities was available in the Pomorskie, Zachodniopomorskie and Małopolskie provinces.

Environmental indicators are important tools for the periodic monitoring of a system’s components, allowing to execute controls and to apply politics that improve unfavorable situations in the system itself. The present investigation work has as objective designing environmental indicators in the municipalities of Montelíbano, Puerto Libertador and San José de Uré, for forest resource, using the model PSR (Pressure-State-Response). To its development, a bibliographical review was made related to the study area and environmental indicators to achieve the identification and selection of the potential tools to be adjusted to the regional context with the structuring of specific methodological sheets. As a result, three indicators were obtained in the biotic system for the terrestrial vegetation component and the occupied surface factor, under the supervision of professionals with experience in the field. It must be taken into account that the conceptual development and the sources of information are a key input to design an indicator to monitor any environmental component, so its absence limits the structuring of these tools in a specific context.

AbstractConstituting the key element of a democratic system, political parties are among entities obliged by the Polish legislator to comply with the principle of disclosure by providing public information. The main objective of this paper is to determine the level of Polish political parties’ disclosure, understood here as their willingness to disclose information on their own structures. It seems that the practice of disclosing such basic organizational data may constitute a specific measure of Polish political parties’ respect for the idea of disclosure. The subject matter of the conducted research was particular parties’ sites in the Public Information Bulletin as well as their official websites. An attempt was made to acquire data concerning party structures by way of direct contact with particular parties’ organizational units – questionnaires were sent to both central and regional/district organizational units. In order to acquire a wider perspective, the research also included data provided by the Central Statistical Office concerning political parties’ organizational structures and election manifestos. The conducted analysis was summarized in the form of a ranking of the examined political parties based on a proposed political party disclosure index. This attempt to measure disclosure on the basis of data on internal structures provided by parties themselves is of a preliminary character which, nevertheless, makes it possible to capture the general properties of the phenomenon under analysis. Among the examined parties, it is PSL, SLD, and PO that, to an acceptable degree, follow the principle of disclosure in the analysed scope (indexes at the level of 60%-80% of the maximum value). Four other parties, i.e. N, Wolność, Razem, and Kukiz’15, are on the edge of the zone making it possible to regard their disclosure as sufficient (indexes at the level of around 50% of the maximum value). In the case of PiS, whose index does not reach 20% of the maximum value, it should be concluded that this party implements the principle of disclosure at a minimum level. The ranking did not show relationships between parties’ willingness towards providing information and their sizes or positions on the political scene (parliamentary parties vs. extra-parliamentary parties).

Podkarpackie Voivodeship is one of the regions of Poland in which the number of agritourism entities is very high. Therefore tourism plays a significant role in its development strategy. The aim of the paper is to identify the current state of agritourism and the changes that have occurred in the region in the years 2000–2016. Specific objectives are to determine the distribution of agritourism farms and their offer, together with a comprehensive analysis of the environmental and socio-economic factors, as well as the impact of the Slovak-Ukrainian border. The report was developed on the statistical materials from the Polish Central Statistical Office, Podkarpackie Agricultural Advisory Centre in Boguchwała and data collected from municipalities and district offices that is published on their websites, as well as through interviews with 100 owners of agritourism farms in the Podkarpackie Voivodeship. The research has shown, on the one hand, the decline in the number of farms in the region and, on the other hand, the increase in the diversity of the tourist offer of these entities. Distribution of agritourism farms is closely linked to the attractiveness of natural environment and quality of secondary tourism resources. Traditional agritourism has not yet fully used its countryside, as well as cross-border advantages of its location.

Evaluation of the importance of the USA as the trade partner of Poland is the main objective of the paper, based on the changes in the value of trade during the years 2000-2012 and changes in the structure of trade during the years 2008-2012. The data from the Statistical Yearbooks of Foreign Trade published by the Central Statistical Office was used. The potential for foreign trade growth was illustrated using the simplified analysis based on the gravity model of foreign trade concept. Gradually increasing value of Polish trade with the USA (the average growth rate 9.8%, EU-15 countries 13.1%). Polish exports are characterised by a higher than imports growth rate (USA - exports growth by 12.5%, imports 9.2%, EU-15 - exports 15.1%, imports 11.6%). Trade is strongly dominated by position of one group of products (over 30% share in both exports and imports). The potential of trade is poorly exploited currently. Trade was focused mainly on the countries situated in the close neighbourhood (mainly the EU countries with the domination of Germany).

Decision problems are usually complex and involve evaluation of several conflicting criteria (parameters). Multi Criteria Decision Making (MCDM) is a promising field that considers the parallel influence of all criteria and aims at helping decision makers in expressing their preferences, over a set of predefined alternatives, on the basis of criteria (parameters) that are contradictory in nature. The Analytic Hierarchy Process (AHP) is a useful and widespread MCDM tool for solving such type of problems, as it allows the incorporation of conflicting objectives and decision makers preferences in the decision making. The AHP utilizes the concept of pair wise comparison to find the order of criteria (parameters) and alternatives. The comparison in a pairwise manner becomes quite tedious and complex for problems having eight alternatives or more, thereby, limiting the application of AHP. This paper presents a soft hierarchical process approach based on soft set decision making which eliminates the least promising candidate alternatives and selects the optimum(potential) ones that results in the significant reduction in the number of pairwise comparisons necessary for the selection of the best alternative using AHP, giving the approach a more realistic view. A supplier selection problem is used to illustrate the proposed approach.

The study on Watershed Sustainability Index (WSI) has been conducted to analyst the environmental condition in the area incorporating ecological baseline and socio-economic conditions. WSI is an integrated indicator based on basin Hydrology, Environment, Life and Policy (HELP) state condition. It is suitable to be applied in the Langat River Basin in Malaysia which has similar catchment area (up to 2,350 km2) and is one of the UNESCO HELP River Basin since 2004. The WSI analysis which uses a pressure–state–response function based on basin HELP Indicator was done for Langat River Basin by using relevant available 5 years data for the period of 2009 to 2013. It is found that Langat River Basin is having WSI value of 0.68 which falls under the category of medium sustainability (between 0.5-0.8). Based on the maximum value (i.e. 1) or high sustainability (i.e. WSI value more than 0.8) it can be said that Langat is in the good side in term of sustainability. Few management aspects need to be improved and maintained well to be more sustainable. The assessment provides Langat River Basin with more information that is crucial in managing the basin through the adoption of UNESCO’s HELP Framework.
