Professionalisation as a Modern Global Tendency in the Development of Higher Pedagogical Education in Foreign Countries and Ukraine

Abstract The paper deals with the professionalisation of higher pedagogical education as a modern global tendency that places new demands on the quality of education, direction and level of training. It has been noted that the modernization of European education appeared legitimate, since geographical and socio-economic transformations have led to the increase of European citizens’ mobility. The need for the European labor market’s correspondence with international standards of qualification, recognition of diplomas and standardization of education has been thoroughly justified. It has been stressed that the main purpose of the Bologna reforms is to harmonize European educational architecture through the elaboration of common descriptors and quality standards. It has been noted that the increasing demands of the labor market, rapid technological change, globalization, the rise of academic and labor mobility require the use of the competency approach to the formation of would be teachers to improve their professional level, which is a prerequisite and a priority in modernization of higher pedagogical education in Ukraine. The thesis that defines professionalisation as a modern global tendency in the development of higher education has been confirmed. The role of the Bologna agreement in the development of higher education in the EU and Ukraine in the context of implementing a two-stage education, since it deals with a flexible choice of higher educational qualifications and complete upgrade of training programs, as well as strengthening its professional component, has been stressed. The attention has been drawn to the fact that the predominance of bachelor and specialist levels in Ukrainian higher education prevents the effective operation of the master’s degree education.

Two questions that today's health professors should ask themselves are: Am I teaching my students in the most effective way possible to train professionals with the standards and needs demanded by today's society? Are my students memorizing facts and concepts or are they developing skills that they integrate into their personal and professional lives? In 1910 the Flexner report was published, which gave rise to the first reforms that sought to establish innovations in the education of health professionals, but the great revolution in world education arose from a study published by Barr and Tagg in 1995 where they stressed the importance of changing the paradigm of education centered on content to a new paradigm where education is centered on learning; Thus, in 1998, within the framework of the World Conference on Higher Education, UNESCO expressed the need to update higher education, bringing it closer to the current challenges of society, and in response to this request, in 1999, several European countries signed the Bologna agreement that seeks to improve the quality of higher education by creating the European Higher Education Area.

When there is high competition between universities for applicants, research into the applicants’ motives becomes relevant. This research used a survey questionnaire, the results of which were subjected to correlation analysis. The survey involved students from four Moscow universities, differing in both rating and quality of admission. The main reasons why applicants choose their university were the availability of budget places and the cost of training. The source of information about the university is also important. Modern youth (and also their parents) focus mainly on Internet sites for applicants and on the university’s website social networks. The role of Internet resources will only increase in the future although traditional forms of attracting applicants, such as open days and Olympics should not be discounted. They attract at least a quarter of the admissions. The research revealed that school graduates who are strongly oriented toward higher education prepare for exams very seriously. More than two-thirds of all students surveyed noted several options for preparing for the exam. However, not all applications had a solid life position with regard to their future profession. Many have chosen those courses that are easier to pass. One of the important factors in making a choice and in preparation is the image of the university. The higher the rating of the university, the more motivated applicants it attracts and as a result, the level of training of graduates also increases. It is proposed that distance forms of participation in university events are developed so as to expand coverage.

The article considers the essence of public supervision of audit activities as one of the methods for improving the quality of Audit Services, Trust in the auditor based on the synthesis of the main achievements of foreign and domestic economic science. The main functions performed by the public supervision body over audit activities are described. The effectiveness of the introduction of public supervision can be analyzed using indicators of external inspections that were conducted in connection with the receipt of numerous complaints, applications and appeals from individuals and legal entities, regarding the improper performance of professional duties by audit entities based on the results of their provision of audit services, the structure of the organization of the public supervision body for audit activities has been studied. A comparative analysis of the number of external inspections of the quality control system for audit services during 2015-2019 is made, and the structure and system of Organization of the public supervision body of foreign countries such as: Sweden, USA, Estonia, France, Bulgaria, Italy, Lithuania and others is analyzed. The features of the system of financing the public supervision system in Ukraine and in foreign countries are also considered. The main directions of improving the policy of introducing public supervision are proposed, which will contribute to improving the efficiency of the functioning of public supervision and harmonizing domestic legislation with European ones. The effectiveness of introducing training of higher education applicants in higher educational institutions in the direction of deepening knowledge related to the concepts of "quality control of audit activities" and "public supervision" is considered. It is proposed to reform the management of the Audit Chamber of Ukraine and select professional independent specialists who will properly perform their duties. It is proved that the need for public supervision is an important condition for improving the quality of audit activities and a necessary step towards joining the EU. The results of the research conducted to determine the need and role of public supervision of audit activities in Ukraine, as well as its harmonization and functioning based on the use of foreign experience are summed up.

Recent acquisitions about the role of the microbiota in the functioning of the human body make it possible to envisage an increasing use of beneficial microbes, and more particularly of probiotics as well as their metabolites, as nutritional supplements. National and EU authorities are engaged in assuring the safety and quality of food supplements and in defining rules to assess and communicate their efficacy on human health. The quality of probiotics, intended as strains’ identification, viability, and stability over time, is a crucial factor of credibility with consumers and health professionals. Analytical technologies for the quality control of probiotics must also be adapted to new preparations, such as those including new multistrains complex combinations. Accredited laboratories face this relevant challenge on a daily basis. Through its close collaboration with the laboratory commissioned to produce the specifications for its ESLP quality label (identification and quantitative analyses) together with its scientific committee, the ESLP has been focusing on this issue for 10 years. Recently, as part of the internationalization of the ESLP quality label, a new and unique initiative in Europe for the evaluation of the quality of probiotic preparations has been carried out. The collaboration between two accredited laboratories in Belgium and in Italy represented a concrete example of supranational collaboration in the assessment of the quality of probiotic preparations. Results show that both laboratories are in line as expected in terms of performance. Common approaches to the qualitative assessment of probiotic preparations, especially for complex and composite recipes, in terms of number of strains and included substances, should be encouraged and promoted all over the EU.

The purpose of the student scientific society is to organize student research, promote the quality of scientific and practical training of students, expand their general and professional worldview, meet other needs and interests, which is an integral part of the successful development of the institution. Therefore, students of the faculty are active participants in All-Ukrainian competitions of scientific works, student Olympiads, where they constantly certify a high educational, methodological, and scientific level of training, receiving victories and prizes. The purpose of the study is to cover and analyze the student scientific society in higher education and at the Faculty of Social and Psychological Education of PTUSPU, in particular, as the main centre of organization and involvement of students in research. Methodology. The features of the student scientific society have been revealed using methods of analysis, synthesis and generalization of regulations and documents, its research work at the faculty. Results and practical significance. It has been found that the activities of the faculty of the Student Scientific Society contribute to the intensification of the student's research work as one of the most important means of improving the quality of training with higher education and the development of scientific thinking and creativity. It is determined that due to the activity of the society students develop skills of independent scientific activity.

The purpose of this study was to determine the role of academic information systems in improving the quality of higher education implementation in PGRI STKIP Bangkalan, and the extent to which the policies of implementing higher education before and after the use of information systems and how satisfaction is felt by students towards academic information systems at STKIP PGRI Bangkalan, named STKIP PGRI Bangkalan’s Siakad.The study was conducted by conducting a survey of users of the internet-based academic information system (Siakad STKIP PGRI Bangkalan), namely lecturers, students and employees with the method of observation and conducting in-depth interviews to obtain as much information as possible from all respondents/informants. The number of informants was 5 people consisting of the chairman of STKIP PGRI Bangkalan, Vice Chairman I, Head of BAAK and two students who had experience in their respective fields of work, knew deeply and had many roles in the process of using information systems.Based on the results of the study, it was shown that with the use of the information system/ STKIP PGRI Bangkalan’s Siakad which is one of the facilities for the smooth activities of the teaching and learning process, it proved to provide convenience, many benefits and benefits that greatly support the duties of serving lecturers, students and outsiders requiring. This is evidenced by the support of the support of lecturers and students, capacity, namely the ability of employees to process data and value, namely the benefits felt by lecturers, employees and students as well as outside parties in need.

In special education and rural education interface we find important points about teacher training and their reflexes in the schooling of special education students in rural schools. This paper fulfills the objective of analyzing fundamental documents of the two teaching modalities in question in order to understand mainly what concerns teacher training. The methodological path used in the construction of this text was guided by documentary research of four legal documents of the two teaching modalities. In the policy interface, we saw that the investigated documentation shows concern with the quality of teacher training, although it does not deal with careers and professional development, nor with more specific aspects of the role of Higher Education Institutions in their training. In the end, it is hoped that the discussions presented here will help to promote new and denser research on the fundamental role that teachers play in rural schools.

This paper uses a model of governance in higher education, called the political model, that explains the role of universities as agencies of control and socialization, with a resulting repercussion on the quality of education. It compares this model with common models such as the academic, Napoleonic, market-oriented and managerial. It undertakes a review of ten published cases studies, each dealing with the oldest public universities in ten Arab countries, using a historical approach, from their inception until 2016. Among the ten public universities, nine fall into the category of the political model, while the tenth represents the Napoleonic model. The discussion opens the field for further research.
