On the basis of analysis of integration processes between Nordic, Benelux countries and post-soviet states in Europe the author expresses hesitations in accepting the integration experiences gained by the EU as the criterion of efficiency and the pattern for the post-Soviet space. He does not consider that an involvement of all countries with market economy into processes of regional integration, if they do not try to achieve certain political aims through integration, is the universal regularity in the globalized world. In these cases neither free trade zones nor custom unions can be considered as integration stages, but they continue to be the tools for further development of trade. The author proposes to assess the EU evolution with regard to the legal norms of international organizations, where state sovereignty of members is strengthened, not given up to supernational bodies. In case the idea of reestablishment of an unified state on the remains of the former USSR, linked to the necessity to hand over the recently acquired sovereignty to it, is laid down to the ground for practical measures of integration, this kind of integration will hardly be attractive to the potential post-Soviet participants. This perspective is hardly desired for Russia either. The integration path of the EU reflects the peculiarities of the European situation and specific interests of its member states. Many details of the EU activity are not applicable to other integration groupings in Europe and membership criteria in every of them is not universal. Any efforts to construct integration processes in the post-Soviet space in accordance to the EU model without proper consideration to integration experiences of other countries and to political, economic, social, cultural, demographic, military peculiarities of the countries concerned seem to be not acceptable and founded.

Modern challenges for international law application in the former USSR countries are inextricably linked to the regional integration issues. Despite seeking closer rapprochement with the EU, Russia never dropped its ambitions as a spearhead of political, economic and legal integration within the post-Soviet area. Belarus actively participates in the post-Soviet integration projects while seeking improvements of EU-Belarus relations. However, Ukraine embarked upon a long and challenging path of deeper political and economic integration with the EU and aligning its legal system with the EU acquis. Against this backdrop, this article studies the constitutional dimension of three post-Soviet republic’s engagement in regional integration projects identifying the problematic issues in the application of international law.

The paper applies a new dataset of the System of Indicators of Eurasian Integration to evaluate the changes of level and direction of economic interaction of the post-Soviet states in the last decade. It analyzes the integration dynamics in the area of trade and migration as well as on three functional markets of agricultural goods, electricity and educational services. The paper concludes that the level of trade integration on the post-Soviet space continues declining, while there is a rapid increase of the labor market integration. Three largest countries of the Eurasian Economic Community - Russia, Belarus and Kazakhstan - demonstrate positive integration dynamics, but small countries maintain the leading position in the area of post-Soviet integration.

The article analyzes the influence of the concepts of the Intermarium and the Baltic-Black Sea Arc on the formation of Ukraine’s foreign policy in 1990 – early 2000. The use of these concepts in American, European and Ukrainian geopolitical thought, which historically included the idea of opposing Russian influence in the region, contributed to the increase in tension and was aimed at further disintegration of the Western flank of the post-Soviet space. The article proves that the design of the Euro-Atlantic vector of Ukraine’s foreign policy was already active under the first two Ukrainian presidents – Leonid Kravchuk (1991–1994) and Leonid Kuchma (1994–2005). One of the concrete attempts to implement the idea of forming a common political, economic, transport and logistics space of the Black Sea-Caspian region with a promising expansion of the cooperation zone to the whole of Eastern Europe and the Eastern Baltic during the presidency of Leonid Kuchma was the foundation and launch of a new regional organization, Organization for Democracy and Economic Development, better known as GUAM (composed by the initial letters of names of member states – Georgia, Ukraine, Azerbaijan, Moldova; when Uzbekistan was also a member of Organization for Democracy and Economic Development, the name of the organization was GUUAM), which is an alternative to Eurasian projects with the participation of Russia.

The subject of this research is the international competitiveness of post-Soviet national economies, within the framework of a new integration association in the post-Soviet space – the Eurasian Economic Union (EAEU). In the context of studying the competitiveness of the member-states of international regional integration associations, the authors analyze and conditionally divide the scientific and theoretical reserve of Russian and foreign scholars into several key vectors of research. The article formulates the approaches towards assessing the impact of integration processes upon the competitiveness of national economies of the EAEU member-states. For the analysis of competitiveness of the participant countries in the integration alliance, the authors applied the methodology of the Global Competitiveness Index of the World Economic Forum. The competitiveness of participant countries of the alliance was examined in accordance with the eight main criteria: the effectiveness of state institutions, infrastructure, the level of macroeconomic stability, development of financial markets, effectiveness of goods and services market, effectiveness of the job market, development of human capital, and assessment of innovation activity. The conclusion is made that all the countries participating in post-Soviet integration association indicate positive dynamics in their international competitiveness, although its level differs considerably. The approach towards assessing the impact of integration upon the competitiveness is formulated. It is noted that the achievement of higher level of competitiveness is impeded by macroeconomic instability of the national economies of post-Soviet space. Recommendations are given in the formation of their competitive advantages within the framework of the integration union.

The study concerns the effectiveness of EU Post-Soviet Central Asian policy. The analysis of the EU strategy leads to two questions: why and how EU wants to engage this politically challenging region in the Post-Soviet Space. Regardless of satisfaction of EU bureaucracy with at best mediocre effects of undertaken actions, independent analysts perspective leads to a conclusion that EU does not use its own potential in the most effective way and its activity is sometimes more damaging than productive in terms of managing own assets as well as building its international reputation.

The paper deals with the formation of a modern style of financial relations between the European Union and post-Soviet states. The author explores the objectives and features of the implementation of two main components of the European financial policy in the post-Soviet space: investment in the development and commercial activities of private capital. The EU financial policy in the post-Soviet states advances in the context of pan-European humanitarian, geopolitical and energy concepts established at the beginning of the 21st century. Despite certain differences that exist in the approaches of the European Union to dialogue with groups of countries within the frameworks of the Eastern Partnership and the EU Strategy for Central Asia, a common line is seen here on investments in promoting the education, European values, legal standards of banking. At the same time, in relations between Europe and the post-Soviet countries there is a tendency towards the adoption of the principles of financial pragmatism and a desire for long-term investment ties. The expanding role of the European banks and investment companies in economic life in the post-Soviet space is in direct connection with the realization of the modernization potential in post-Soviet states.

Regional integration creates a common economic, social, and political space, which is based on interstate dialogue. A common integration space forms the territory of security, since the security sphere is not only to solve specific tasks, but also to create permanent instruments for preventing various risks. The Post-Soviet space remains a complex territory, the states of which have gone through a period of political destabilization, faced various threats, and come to the idea that only collective security mechanisms in the framework of constant cooperation are capable of preventing risks. Therefore, the Eurasian Economic Union (EAEU) is not only an economic project, it is a project that forms a common security space for all participants, and not only for its member states. In this regard, this chapter is structured around two key problems: established conceptual approaches in the field of security in relation to integration processes and tools of the EAEU for the formation of a common and indivisible security space for all its participants.
