One of the most effective ways to increase the efficiency of logistics processes is to use different tools and methods of lean. Lean initially developed in the field of production, but today it has also become dominant in the service sector. The paper presents one of the basic tools of lean, i.e. the proposal management system, with the help of which the 8th type of loss, namely the non-utilization of the knowledge and creativity of the employees can be reduced. Theoretical background of the application of the tool, its application possibilities, and its application through a practical example are described.

PurposeThe first goal of the article was to examine how the perception of the role and scope of operation of maintenance services in the enterprise changes, depending on whether the company has an integrated management system (IMS), only a quality management system implemented in accordance with ISO 9001 and in the absence of a formal, certified management system. The second goal was to propose a model for assessing the quality of maintenance service functioning in enterprise with IMS implemented.Design/methodology/approachThe author's experience of over 1,000 audits in enterprises in various industries: food, automotive, construction, petrochemical, electronic and so on was used in the work. The audits were carried out in three types of companies: which had IMSs (800 audits), which only had a system implementation certificate ISO 9001 (140 audits) and without any standardized management system implemented (so-called second-party audits, commissioned by the client of the audited company.FindingsThe most important conclusion is – the role of UR services in enterprises with the implemented IMS is much broader and goes beyond the classic framework for planning, implementation and settlement of maintenance and repair work. Maintenance is understood more broadly and includes in its scope also the safety of people and the environment, the efficiency of production and consumption of utilities as well as the quality of products and services. Maintenance issues include not only strictly technical aspects but also economic, logistic, legal and organizational and management aspects.Practical implicationsResearch shows that enterprises, especially those with high technical and organizational culture, should not treat management systems as costs, but as a driving force for the implementation of new technologies, new organizational solutions and the development of employees' competences.Social implicationsBroad views on stakeholders of maintenance services (including employees, their families, control institutions) and their requirements make enterprises begin to see the need to maintain the so-called lifetime balance, as well as the safety and comfort of work of employees of these services.Originality/valueThe author did not find in literature any reports on studies of the impact of formal, certified management systems on the quality of maintenance services; this article shows that this impact is large and, above all, positive; with such a broad understanding of the role of maintenance, there is a need to develop a common platform for such seemingly distant concepts as machine technical condition or fatigue life versus cost accounting and quality management.

AbstractThis paper describes and analyses how the organisation and management of water services in Italy has changed since the reforms introduced by Law No. 36/1994 (the so-called Galli Law). These reforms recognised that the most important public objective for the Italian water services is to achieve an efficient, effective and economic management system. To reach such result, the Galli Law reunified all the different water services, such as aqueducts, purification systems and sewers in a single integrated water service based on optimum territorial domains intended to overcome the fragmentation inherent in the existing management systems. Furthermore, it made a clear distinction between the role of guiding and monitoring activities (entrusted to a domain authority) and the effective management (to be entrusted, instead, to public, private or mixed public-private companies). However, as will be noted in this paper, due to the many tensions between the national and EU rules, the transfer of the integrated water services provision to managing companies still has not been completed. Mostly for this reason, a decade after the Galli Law came into force, the reform still remains to be completed.

Abstract The aim of this paper is to assess whether audit may be recognised as the evaluation tool for management systems in terms of their functioning and ensuring constant improvement. The paper content refers to the role of both internal and external audit. It also includes a characteristic of an internal auditor as a person directly responsible for efficient and effective audit. A correlation between the management system and the management process based on the guidelines is a subject of the analysis, too. The paper includes also the presentation of the safety management system and ship energy efficiency management systems the implementation of which is obligatory at ships. However, they differ in the methodology of the efficiency assessment. The author analysed the data previously collected and the information obtained during interviews with individuals to whom were delegated the duties in the scope of the both management schemes. The possibility of the using audit as a tool to improve the energy efficiency of ships is also considered hereunder. A proposed solution that may be applied to develop detailed standards in terms of the ship energy efficiency management process is also included.

The article is devoted to the analysis of the possibilities of using the instruments of the circular economy. The article describes the theoretical and practical aspects of the circular economy. The article highlights the classical approaches to resource management in the system of a circular economy. Methods for managing the cyclicity of production and consumption are analyzed. Provides extensive explanations on how to manage production and consumption cycles. The main reasons that lead to the occurrence of resource losses are considered. The analysis of the basic tools and methods that can be applied in the implementation of the circular economy is carried out. The possibilities of obtaining benefits from the introduction of a circular economy are considered. The role of circular purchases in the system of circular economy is considered. The main directions of improvement in the circular procurement management system are determined. Critical aspects in the procurement management system have been identified. The analysis of the state of waste management in Ukraine has been carried out. The possibilities of using modern methods of circular procurement management have been analyzed. These are the classic circular procurement models. The main advantages of using circular procurement methods are proposed. Provided recommendations for further research in circular procurement management.

In the paper, the author attempts to point out the meaning of procedures for the environmental management system (EMS). Particular attention is paid to form and content as well as to the functions, proprieties, and structure of the procedures. The analyses were carried out taking into account a systemic approach of the essential topics to the ISO 14001 standard. Based on the chosen procedure, some fundamental methods of elaborating upon and implementing the EMS procedures were outlined. It was also presented that procedures written in accordance with these rules might provide vital support to the improvement of the organization’s management systems and might optimize the processes in the areas they cover.

In this chapter, issues concerning the role of Learning Management Systems in early childhood education are discussed. To the best of the authors’ knowledge, such issues have not been thoroughly discussed till now in literature. Learning Management Systems in early childhood concern four types of users: pre-service teachers, in-service teachers, early childhood students and their parents. To a certain degree, each type of user affects the types of services and functionalities that have to be provided by a Learning Management System. Relevant case studies depicting Learning Management Systems role in different settings are presented. Requirements that Learning Management Systems should satisfy are also discussed. Practical issues and guidelines concerning the use of the open source Learning Management System Moodle are also presented. Lastly, future research directions are outlined.

PurposeLiterature identifies the key relevance of human resource management (HRM) in the creation of an organisational performance measurement and management system, while, in practice, small and medium-sized enterprises (SMEs) continue to prioritise financial and operational aspects. This study aims to identify the main characteristics that typify an advanced performance measurement and management system in SMEs, according to the literature dedicated to performance measurement and HRM.Design/methodology/approachThrough a multiple-case study methodology, the research deeply investigates four European SMEs. Empirical data were collected through interviews, company documents and direct observations. Then, within- and cross-case analysis were implemented to analyse the data.FindingsIn designing organisational performance measurement and management systems in SMEs, HRM emerges as essential in supporting the enhancement of the maturity of performance measurement and the improvement of performance management. Through a framework based on the relevant literature, this research identifies three conceptual propositions that highlight the main characteristics that typify advanced performance measurement and management systems in SMEs.Research limitations/implicationsThe research identifies a conceptual framework suitable to investigate empirically the role of HRM in developing performance measurement and management systems at SMEs, and it lays the foundation for future broader empirical studies in this field.Originality/valueThis paper underlines HRM as an important driver in the creation of organisational performance measurement and management systems. Moreover, it suggests some key characteristics that such a system should develop to be effective in the target enterprises.

The construction industry and the safety of workers in it is also related to the agricultural sector and its development. The construction industry is one of the most dangerous sectors in the world where employees relatively often suffer from accidents. The purpose of this paper is to examine the role of labor safety management systems in construction industry enterprises. The main goal of the study is to detect the most significant inconsistencies in the labor safety management system, to develop the necessary actions and activity, which ensure the elimination of inconsistencies or minimization of their consequences, and also provide an economic benefit for the company. Since the purpose of this study is to ensure that the construction company, knowing the most common weaknesses in the system, is preventive in dealing with these issues. The study methods used are secondary data analysis, case study and expert observations in ten companies that chooses to implement the OHSAS Standard. A total of 35 external audit reports were analyzed for the period 2008 to 2016. The study examines the role of labor safety management systems in construction industry enterprises. The study identifies the problems and influencing factors associated with implementation and maintenance of the systems. The work analyzes theoretical aspects of the safety culture, its development and choices of the labor safety culture in the organization. Requirements of labor safety legislation in the European Union are reviewed and how these requirements are integrated into Latvian legislation, and specifically in the enterprises of the reviewed sector. The most significant inconsistencies of the labor safety management system was identified and summarized in construction companies.

The purpose of this study was to determine the implementation of the learning control system in Pondok Pesantren Darussalam Sumbersari Kediri. The orderliness of students' learning can be improved through the boarding school's security management system. This control system relies on the maximum role of Islamic boarding school security staff in the activities and activities that exist in Islamic boarding schools. This study uses a qualitative field method. This research is intended to understand the phenomenon of what is experienced by research subjects, for example behavior, perception, motivation, action, and others related to orderliness of learning in Darussalam Islamic Boarding School and security management systems and security strategies in improving learning order. This study concludes that the system for controlling learning activities at Pondok Pesantren Darussalam Sumbersari Kediri uses a punishment strategy that has value in learning. This punishment is termed takzir.  Keywords: safety officer, pesantren, learning order, ta'zir.  SISTEM PENGELOLAAN PETUGAS KEAMANAN PESANTREN DALAM KETERTIBAN PEMBELAJARAN Abstrak Tujuan penelitian ini adalah untuk mengetahui implementasi sistem penertiban pembelajaran di Pondok Pesantren Darussalam Sumbersari Kediri. Ketertiban pembelajaran santri dapat ditingkatkan melalui sistem pengelolaan keamanan pondok pesantren. Sistem penertiban ini bertumpu pada peran maksimal staf keamanan pondok pesantren dalam kegiatan dan aktifitas yang ada dipondok pesantren. Penelitian ini menggunakan metode kualitatif lapangan. Penelitian ini dimaksudkan untuk memahami fenomena tentang apa yang dialami oleh subjek penelitian misalnnya perilaku, persepsi, motivasi, tindakan, dan lain-lain berkaitan dengan ketertiban pembelajaran di Pondok Pesantren Darussalam dan sistem pengelolaan keamanan dan strategi keamanan dalam meningkatkan ketertiban pembelajaran. Penelitian ini menyimpulkan bahwa system penertiban kegiatan pembelajaran di Pondok Pesantren Darussalam Sumbersari Kediri menggunakan strategi punishment (hukuman) yang bernilai pembelajaran. Hukuman ini diistilahkan dengan takzir. Kata kunci: petugas keamanan,  pondok pesantren, ketertiban pembelaran, takzir.

Across most democracies in Africa, election management is largely problematic, and peaceful alternation of power between incumbent and opposition governments is usually infrequent and rancorous. The role of election management systems in such power alternations, specifically in Ghana and Nigeria, is not adequately covered in literature. Adopting an exploratory research design and qualitative methodology, this article explores the role of election management in the peaceful alternation of power between incumbent governments and opposition parties in the countries. It relies on primary data sourced from semi-structured interviews and secondary literature. The results show that, in Ghana, election management system is largely credible, thus, influenced incumbents’ willingness to peacefully hand over power to opposition, whereas, in Nigeria, peaceful alternation took place despite flawed election management system. The study concludes that while election management was significant for peaceful power alternation in Ghana, it was not for Nigeria.
